The European Academy of Informatisation
according to its statutes signed by Minister of Justice
of Belgium and approved by the Decree of King of Belgian
Albert II, confers the degrees of Doctor and Grand Doctor
of Philosophy (Ph.D. and Grand Ph.D.) on experts in the
field of Global Problems.
Many Universities of the World award the Ph.D. degree to
their doctorates. This is the highest and unique scientific
degree for the USA and West Europe. The degree confirms
that an expert has a fundamental scientific qualification
in specialized branch of knowledge. As a rule within 2-3
years doctorate studies 20-30 disciplines, passes complex
examination, defends thesis, publishes some articles at
the University. Conferment of the Ph.D. means that the doctorate
has abilities for scientific and pedagogical activity.
There are also doctor of science degrees or other degrees
with the name of speciality. These degrees have a particular
significance and they are reputed to be positioned below
Ph.D.
Training for Ph.D. is carried out on a paid basis. All tuition
and fees are calculated using cost per credit and estimated
100-120 credits. One credit of the famous universities is
approximately 1000 dollars. One credit of undistinguished
universities costs 50-100 dollars. The one-stage graduated
system of the highest qualification certainly has its own
advantages. An expert defends a dissertation once in a life
and then one can improve oneself in the field of one’s interests
without having a formal confirmation of the skill level
or obtaining Ph.D. degree in other fields of knowledge.

Problem back
Such state of affaires has been convenient for the society
before facing with Global Problems. First of all, Global
Problems have arisen from activities of the United Nations
in the field of key questions of Human and Community being.
Such problems as Human Rights, National and Global Security,
sustainable development of the countries, ecology, habitat,
activities of the world and international organizations
and transnational companies – are considered the global
problems.
The development of systems of operation of natural resources,
transport, power, information and communication systems
is closely connected with global problems.
Global problems have become an area of scientific researches.
Search of new energy sources, means of communication and
information, research of nature, construction of adaptive
systems, self-reproducing systems and unbounded productivity
systems are global problems and when to be solved they will
determine to a certain extent the way of life of the world
society.
One of authors, Professor Evreinov, took part in the solving
of a global problem of construction of the automatic device
with unbounded productivity.
To solve this problem it was essential to have not only
a fundamental knowledge of computer sciences but also accomplishments
in mathematics, physics, chemistry, biology, microelectronics,
power and other technical subjects.
Nevertheless, the solving of this problem has come because
of making use of the humanities: philosophy, history, art,
painting, literature, linguistics, etc.
It became clear that for solving of very complicated problems
it is necessary to have a profound knowledge in many fields
of science and technology. It is impossible that an expert
is limited by fundamental studying of the narrow specialism.

It is obvious that in this case it is expedient to allocate
two stages during training of experts for solving of global
problems.
First stage: the expert has possibility to obtain a fundamental
knowledge in specialized field and to be awarded the degree
of Ph.D.
Second stage: the expert has possibility to obtain a thorough
knowledge in many fields and to be awarded the degree of
Grand Ph.D.
The confidence of necessity of two-stage system of expert
training for solving of global problems was increasing during
creation of the International Academy of Informatisation
(IIA) in 1992-1995. IIA was the one and only Academy of
sciences having General Consultative Status with Economic
and Social Council of the United Nations Organization in
1995.
The General Secretariat of UN and the Presidium of the IIA
under the leadership of professor E. Evreinov have formed
an Education Commission members of which were Deputy Secretary
General Mr. Joseph V. Reed, Deputy Secretary General Mr.
Ji. Chaozhu and famous scientists.
This Commission has developed recommendations and propositions
for introduction of two-stage graduated System of Education
for experts in global problems according to the Declaration
of Human Rights accepted by UN. The copy of these recommendations
and propositions was published in magazine «Geneva News»
in 1996-1997. The copy of this system structure was published
in the official governmental newspaper «Moniteur belge»
in 1999-2000.

The European Academy of Informatisation –
EAI, created by Royal Decree in Belgium, have proposed a
project of GLOBAL EDUCATION SYSTEM – GES to train experts
and top-experts to solve Global problems. [ 1 ] The GES
is the world nongovermmental charitable organization.
To solve Global Problems it is necessary to have a profound
knowledge in many fields of science, technology, humanities.
It is suggested a two stage’s training of experts. At first
the expert is trained to have a fundamental knowledge in
some specialized field and he is graduated for the Degree
of Doctor of Philosophy – Ph.D.
Then expert, having the Ph.D., has possibility to obtain
a thorough knowledge in many fields and to be awarded the
degree of GRAND DOCTOR OF PHILOSOPHY – Grand Ph.D.
Grand Ph.D. s thesis involves extensive, in-depth research
and original approach to the solution of global problem,
having Supreme importance for the World Community.
As a rule, a Candidate for the Grand Ph.D. had to have
more than one hundred scientific articles, three or more
monographs and take part in training of 10-20 experts for
the Ph.D.
The GES concentrates its attention to involve, as a members
of Doctor’s Committee, the Outstanding persons being able
to Solve global problems, to train experts for the Ph.D.
and Grand Ph.D.
The Doctor’s Committee is a kernel of International University
of Global Problems. [ 2 ]
Doctor’s Committee is formed by the Senate of any University
of Global Problem –UGR logging on the World Information
Distributed University – WIDU. To every expert his own Doctor’s
Committee is approved by President of this UGP.
Doctor’s Committee consists of 5-9 eminent scientists,
having the Grand Ph.D. and representing various countries
of the World.
Doctor’s Committee is endowed with a plenipotentiary power
to train, examine experts, confer the Degrees of Ph.D. (Grand
Ph.D.) on them. Decision to award some expert the Degree
of Grand Ph.D. (Ph.D.) is final. Nobody can revoke it. This
decision is utilized by authorities of the UGP and WIDU
to prepare and sign Diplomas and Certificates.
The authorities of Universities have no right and possibility
to influence on a decision of Doctor’s Committee. They only
сarry out a formal work: preparing and signing of Diplomas
and Certificates, a registering and validating in any country
of the World.
Doctor’s Committee takes a full responsibility for the
training, conferring a rank and grading of experts.
If some Doctor’s Committee breaches of confidence of world
society and reaches an unscrupulous decision to graduate
any unmerited expert. the members of Doctor’s Committee
will be deprived of Rights to take part in work of any Doctor’s
Committee once and for all.
The names of those scientists are put in a special world
register for general surveying.
Doctor’s Committee will be able to solve a recognition’s
problem of diplomas and Certificates of the Ph.D. and Grand
Ph.D. by the World Society. At present any available system
of recagnition of grade documents does not work in full
measure.
As an example, the Russian Diplomas are not recognized
in the USA and Europe and vice versa.
If the world society trusted in institution of Doctor’s
Committees, the Problem of recognition of grade documents
would be solved simply.
The decision of Doctor’s Committees to award Diplomas would
turned into a standard document of recognition and would
used in every country of the world to exchange for diploma
(Certificate), accepted by authority of this country. [It
reminds of exchange dollar into other currency.]
Therefore, the EAI and WIDU attach great importance the
looking for eminent persons, having an experience to solve
global problems, help them to graduate for the Ph.D. and
Grand Ph.D. and invite them to be members of Grand Doctor’s
Committees.

Global
System of Education back
At present, this education system is at
the beginning of its evolution. Over 900 Doctors and Grand
Doctors of Philosophy were trained and awarded. Some tens
Universities and its departments were founded in many countries
of the world. The information on this education system can
be obtained on web site:

In contrast to the national education system of Europe,
Asia and America the suggested system should be named the
Global System of Education (GSE). Here, the word “Global”
specifies a principal purpose of this education system -
to train top-experts for the solving of global problems.
At the same time, this name reflects also other side of
the system – to give a possibility to use it as a certain
benchmark for comparison with an education system of any
country of the world.
It is also possible to use diplomas Ph.D. and Grand Ph.D.
as a basis to estimate the value of diplomas and certificates
of the various countries with the purpose of definition
of their equivalence.
In this case, it is enough to create one standard for each
country or as a whole no more than 200 standards on number
of the countries. In other case, it is necessary to create
roughly 200 standards for every country or as a whole 40,000
standards.
Hereinafter we concentrate our attention on the description
of Global System of Education peculiarities of its components
and its characteristics as a whole.
Global System of Education is conceived as system that does
not enter any contradictions with existing education systems:
USA-system, Europe-system, Russia-system, etc. GSE has no
any crossings with them. GSE is the world nongovernmental
charitable organization. Global System of Education does
not clash with Educational associations. GSE directs its
attention to involve in work outstanding persons of science,
education, culture and art. Every eminent person has an
opportunity to participate in expert training and to create
own structure in Global System of Education.
Slogans of GSE are the Personality, the Family and the Civil
(information) Society.
The outline of training of experts named “from top to bottom”
is accepted as the basis in GSE. For a start, it is created
conditions for looking for outstanding persons participating
in solving of the global problems. Then these persons help
training Grand Ph.D., then Ph.D., and at last Master of
Science (M.S.).
It is natural that any independent system should be structurally
complete and to contain a full set of structural elements
coordinated with each other.
International Academy of Sciences (IAS)
The high structural element of GSE is the International
Academy of Sciences (IAS).The members of IAS are the prominent
scientists and public figures who take part in solving of
the global problems. Every person may be nominated by the
national scientific and educational organizations of every
country in the following proportion: one candidate per one
million inhabitants of the country. The Senate of the IAS
elects academicians for lifelong term. The financial conditions
of the academician are provided with the support of the
organization nominated this one.
The purpose of IAS is selection and solution of the global
problems, which are the most important for humanity. The
Academy participates in creation of educational institutes
and elaboration of curriculum for Ph.D. and Grand Ph.D.
programs.
The
World Information Distributed University (WIDU)

The World Information Distributed University (WIDU) fulfils
the training for Ph.D. and Grand Ph.D. WIDU has actually
distributed structure. It consists of many independent national
universities and its departments, which are named WIDU -
Russia, WIDU - Germany, WIDU - Spain, WIDU - Canada, WIDU
– Israel, etc.
The scientific degree of Grand Ph.D. can be awarded the
doctor of philosophy who took part in solving of a global
problem, who has more then a hundred scientific articles,
three and more monographs and who took part in training
of 10-20 doctors of philosophy.
The world society stands in need of Grand Ph.D. in the following
proportion: one Grand Ph.D. per ten thousand persons and
one Ph.D. per one thousand persons.
In comparison with well-known and showed to advantage Universities
WIDU has more superior position:
1. Any University does not possibility
to train and award Grand Ph.D. degree.
2. WIDU has a distributed structure. As
departments of WIDU there are National Universities, Academies,
Institutes, scientific centers of science in many countries.
3. The training of experts and top-experts
has various forms: audience, in-home, distant training.
4. WIDU permits to study and to defend
a dissertation in the native language.
5. Experts and top-experts are trained
in WIDU by the professors having degree of Grand Ph.D.
6. WIDU has more perfect credit system
in comparison with known Universities. Credit is given by
the Board of Guardians of WIDU. It is established 100 credits
for training of Grand Ph.D., 120 credits for training of
Ph.D. and 100 credits for the attestation of professor.
The Senate of University can establish 6 credits from 10
as organizational expenses of study.
By selection of candidates to train Grand Ph.D. and Ph.D.
the senate of WIDU orient to invite the experts having wide
experience in solving of complex problems and who is potentially
suitable for the training Ph.D. and Grand Ph.D. in global
problems. At the same time, the professors of WIDU pay attention
to train young experts in interests of the European Commission
and the Transnational Companies. The first doctorates of
WIDU, as a rule, had already national degrees corresponding
to a level of the doctor of philosophy. They studied a number
of new disciplines, which are included into the program
of training of the expert for the decision of global problems.
The senate of WIDU immediately appointed a Doctor’s Committee
for every doctorate after his enrolment. The Doctor’s Committee
comprised 5-9 Grand Ph.D. and two or three from them were
representatives from other countries.
After studying a complex of disciplines and representation
of the dissertation, the doctorate defends its dissertation
publicly or by means of the Internet. The diploma of Ph.D.
(Grand Ph.D.) is awarded at the ceremonial session of WIDU
professors.
At present, the requirements to doctorates have essentially
increased. It is required to publish the main research results
as monographs and articles in magazine “Science.Education.Culture”
edited by WIDU.
There is the International Electronic Register designed
to introduce Ph.D. and Grand Ph.D. to the world community.
The register contains scientific biography and brief data
of certain scientist. For registration of each new Ph.D.
and Grand Ph.D. are used four documents: Application (statement),
Application and Information (statement), scientific biography,
the Decision of Doctor’s Committee on award of the degree.
Copies of all materials connected to defending of the dissertation
remain in archives of departments of WIDU.
WIDU has conferred Ph.D. and Grand Ph.D. on 980 scientists
since 1995. Among them, there are the outstanding senior
executives of UN, presidents of National Academies of scientists,
rectors of Universities, eminent representatives of diplomacy,
Lenin prize-winners, Nobel prize-winners, persons of importance.
The employment of system of “intellectual credits” proved
to be a favorable factor to train Ph.D. and Grand Ph.D.
It is well known that universities of the world implement
“monetary credit” system meaning that everyone person has
to return the obtained money to the university in defined
period. According to “intellectual credit” system, WIDU
has never any payments covering study period of Ph.D. and
Grand Ph.D. Doctorate returns the intellectual credit to
humanity by publishing monographs, articles, taking part
in Doctor’s Committee gratis. In such a way an every gifted
person can be trained at the university practically free-of-charge.
The availability of credit system permits WIDU to be side
by side to the best universities of the world that have
high payment for training.
Presence in a society Ph.D. and Grand Ph.D. that can solve
global problems allows proceeding to training of experts
with higher education and awarding them M.S. degree.
The
World Distributed University back
The World Distributed University (WDU) was exactly created
to train M.S. in field of global problems. This university
also has the distributed structure. In principle, it is
expedient to have a national WDU in every country with the
inclusion of ones as a department of WDU.
Now there are such universities in Russia, in USA and in
Spain. WDU-Russia trains M.S. and Ph.D. in global problems
under the leadership of the famous scientist, Grand Ph.D.,
Professor, Commandeur of the World Order “Science.Education.Culture”
A. Kostin. At the same time, he is the General Director
of non-government company “Perspectiva” which is one of
the leading organizations of Russia in development and manufacture
of educational means. The combination in one person of abilities
to supervise over the large enterprise and leading university
proved to be helpful to train M.S. and Ph.D. based on the
intellectual credit.
WDU-Russia attempts to solve also a problem of recognition
of M.S. diplomas and certificates. To pursue this goal the
president WDU-Russia academician A. Kostin appealed to rectors
of universities of Russia for the help to train experts
in fields of concrete speciality and global problems simultaneously
and to award them diploma of Russian University and WDU.
It is suggested to create the departments of WDU based on
Russian University with the power to train specialists in
global problems.
International
Association of Universities and Higher Schools

The great importance is attached to the International Association
of Universities and Higher Schools (IAUHS) in Global System
of Education. The aim of this association is to amalgamate
universities and other scientific institutes to train Doctors
and Grand Doctors of Philosophy experts in the field of
global problems. This is unique Association, which has the
rights to accredit Universities for training experts and
awarding diplomas of Ph.D. and Grand Ph.D.
IAUHS has distributed Headquarters in St. Petersburg, Magdeburg,
Madrid and Brussels. The senate of the European Academy
of Informatization elected a famous scientist, rector of
Baltic State University, Grand Ph.D., Professor J. Saveljev
as a General Director of Headquarters and co-president of
IAUHS.
According to the generally accepted practice, any university
can suggest its program of expert training in some field
of global problems. After the examination and consideration
of the program, the University is included in IAUHS and
accredited for training Ph.D. and Grand Ph.D. in specific
field of global problems.
International Association of High Attestation Commissions
and Committees
The International Association of High Attestation Commissions
and Committees (IAHACC) decides the problem of recognition
of certificates and diplomas of various countries based
on Declaration of Human Rights. IAHACC has also distributed
Headquarters in Magdeburg (Germany), Moscow (Russia), Madrid
(Spain) and Brussels (Belgium). The outstanding scientist
well known in many countries, Grand Ph.D., Professor, A.
Panfilov is elected as the General Director of Headquarters
and co-president of IAUHS by the senate of the European
Academy of Informatization.
International
Center of the Information back
The International Center of the Informatisation (CII) is
engaged in search of famous scientists, public figures,
eminent political leaders, progressive businessmen for the
help to train experts and top-experts to solve global problems.
Headquarters of CII is situated in Belgium. CII is directly
submitted to staff of scientific General Secretary of the
European Academy of Informatisation Grand Ph.D., Professor
Vladimir Evreinov. CII consists of the National Centers
of Information in USA, Canada, Netherlands, Latvia, Hungary
and Russia.
The main support of all Global Education system is the World
Order “Science.Education.Culture” (SEC). Members of the
World Order are prominent scientists, outstanding political
leaders, eminent public figures, progressive businesspersons,
well-known professors, doctors and grand doctors of philosophy.
All of them support spiritual demands and financial conditions
of scientists and professors of GSE. The World Order has
resources to award the outstanding persons of humanity the
Order of Cavalier, the Order of Commandeur as well as honour
ranks and titles.
Because of long-term work above global problems of the world
community, Grand Ph.D., professor Kofi Annan (UN) is conferred
the title of Commandeur of the World Order “Science.Education.Culture”.
The President National Academies of sciences (Ukraine),
Grand Ph.D., Professor and Academician Boris Paton is conferred
the title of Commandeur of SEC too.
Grand Ph.D., Professor, Nobel prize-winner Ilya Prigozhin
(Belgium) is conferred the title of Commandeur of SEC.
Grand Ph.D., Professor J. Vorontsov (Russia) has the title
of Commandeur of SEC for solving of global diplomatic problems.
For strengthening of cooperation between Europe and America
in solving of the global problems connected to creation
of the world organizations in sphere of science and education
Grand Ph.D., Professor A.R. More (Spain) is bestowed the
title of Commandeur of the World Order “Science.Education.Culture”.
Many outstanding scientists and professors of Europe and
Asia are bestowed the titles of Cavalier and the title of
Commandeur of the World Order “Science.Education.Culture”
for elaborating of the conception of Global System of Education.
The World Order “Science.Education.Culture” has the distributed
structure. The department of SEC can be created in any country.
The supreme body of SEC is “Areopag”. “Gerontium” carries
out the current work of SEC. The Gerontium is authorized
to reward outstanding persons with the Orders and titles.
All citizens of the world revealed themselves in the fields
of science; education and culture could be members of the
World Order “Science.Education.Culture”. The World Order
has a Fund which purpose is to support experts financially
to obtain a necessary education in the field of global problems.
The structure of the Global Education system is not stiffened
so that it can change in process of appearing requirements
of the society for new educational structure. Today is very
important to strengthen the direct links between the outstanding
figures of all countries of the world. With respect to this
problem, the diplomats play a very important role. The embassy
of any country fulfils this mission to a certain extent.
It is possible to increase activity of diplomats if they
will become involved in solving of global problems on a
scientific basis with preparation and defending of dissertations
on the degrees of Ph.D. and Grand Ph.D.
Up to now, there was no necessity to train Ph.D. and Grand
Ph.D. in the field of diplomatic sciences. There is not
such scientific speciality in the list of scientific specialties
in the universities of the world. Now with an appearance
of global problems evolution diplomats have to be first
of all the scientists and have to have degrees Ph. D., Grand
Ph. D.

Diplomatic Academy back
Therefore, the Senate of the European Academy of Informatisation
decided to set up the International Diplomatic Academy (IDA)
provided with the rights to train the diplomats and to award
degrees Ph.D. and Grand Ph.D. in the field of diplomatic
sciences. The first Grand Ph.D. in the field of diplomatic
sciences became professors July Vorontsov, Jury Dubinin,
A.R. Morй.
Grand Ph.D., Professor J. Vorontsov is elected as a president
of IDA. The International Diplomatic Academy has the distributed
structure with offices in Moscow, Madrid, London as well
as it has representative office in Geneva and Brussels.
International University on Human Rights
The problem of Human Rights is one of the very important
global problems. This problem is a very complex and hard.
For its solution it is necessary to have top-experts having
diploma of Ph.D. and Grand Ph.D. Up to now there were no
Ph.D. and Grand Ph.D. in the field of Human Rights.
The senate of the European Academy of Informatisation has
made the decision to open the International University on
Human Rights (IUHR) to train top-experts in the field of
Human Rights and award degrees Ph.D. and Grand Ph.D. The
president of IUHR is Professor O. Mironov. He defended dissertation
and he is awarded the degree of Grand Ph.D. Professor Mironov
has become the first Grand Ph.D. in the field of Human Rights.
International University of the Global and National Security
For solving of the global problems in the field of national
and global security the senate of the European Academy of
Informatisation took a decision to set up the International
University of the Global and National Security. This university
has all rights to train top-experts for solving of global
problems in the field of global and national security.
The Global System of Education is very important for all
countries of the World and for humanity as a whole.

The participants of the International Conference “GLOBAL
PROBLEMS and EDUCATION” have unanimously approved this Declaration
and supported a proposal to train experts of highest qualification
for solving of Global problems. Delegates of Conference
that are prominent scientists, eminent professors, outstanding
supervisors of studies arrived from Europe, Asia and America
have proposed the following Declaration.
WORLD

1. Humanity is building the Information
Society that has the information as the basic product. The
most useful information for humanity is the information
that follows from solving of Global problems.
2. Global problems are especially important
and comprise such problems as global environmental protection
and research of demographic processes, sustainable human
development, defense of Human rights, national and global
safety and creating worldwide organizations. Solving of
these problems is very helpful for society and it helps
to discover the new ways in science and creates a base for
research on fundamental and applied problems.
3. Global problems that face the world
are extremely complex. They can be solved only if society
disposes a sufficient number of study supervisors as well
as the highest qualification experts having extensive and
profound knowledge that can be channeled into the establishment
of the global development of culture.
4. The needs to solve global problems
followed from the necessity to improve the existed higher
education systems regarding the training of highly qualified
specialists. The key objective of universities was to train
Doctor of Philosophy (Ph.D.) oriented to solve local problems.
Experts were profoundly trained in a narrow sphere. However,
to solve global problems it is necessary to have widely
and profoundly trained experts that are capable to work
simultaneously on a joint of many specialties.
5. The need in solving of global problems
will increase inasmuch as the information society develops
progressively. It inevitably demands training of experts
of the appropriate level. Herewith it is proposed to introduce
more high scientific degree of GRAND DOCTOR of PHILOSOPHY
(Grand Ph.D.) compared to Doctor of Philosophy (Ph.D.).
6. Grand Ph.D. degree is introduced for
the first time. Grand Ph.D. thesis involvesextensive, in-depth
research and original approach to the solution of global
problems that have of supreme importance for the world community.
The degree of Grand Ph.D. may be awarded to Doctor of Philosophy
who has more than one hundred scientific articles, three
or more monographs and who took part in training of 10-20
Doctors of Philosophy.
7. The participants of the Conference
note the exceptional importance of the World Information
Distributed University (WIDU) and its departments located
in many countries. WIDU trains experts of the highest qualification
practically in all fields of science and awards degrees
of Ph.D. and Grand Ph.D. Compared to the other universities
WIDU has distributed structure. The training may have various
forms: audience, in-home, distant training. Experts and
top-experts are trained in WIDU by professors having degree
of Grand Ph.D. WIDU gives an opportunity to study and to
defend a thesis in the native language. WIDU implemented
a unique credit system of “intellectual credits” providing
a doctorate to be trained at the university practically
free-of-charge.
8. Participants of Conference make a note
of great significance of the World Order “SCIENCE.EDUCATION.CULTURE”.
Its aims are attracting prominent figures for training and
attestation of experts of the highest qualification, creating
unified information space and developing informal links
between prominent persons all over the world.
9. The Conference approved the activity
of WIDU and new European Association of the Universities
and Higher Schools, which should ensure the creation of
programs for training of Ph.D. and Grand Ph.D. taking into
consideration the specific character of preparation of experts
for solving of global problems.
10. Participants of Conference supported
new Association of International Higher Attestation Committees
and Commissions that practically fulfils agreements with
many countries on the mutual recognition of diplomas and
certificates using WIDU diplomas and certificates as the
standards for the appraisal of the educational level confirmed
by diplomas and certificates issued by appropriate education
organizations of different countries.
11. The Conference emphasized the importance
of creating of the International Diplomatic Academy (IDA)
solving of global problems of Human Rights, Global and Regional
Security. IDA was founded by the European Academy of Informatisation
(President E. Evreinov) and London Diplomatic Academy (President
A.R. Morй). The President of the IDA is Grand Ph.D. Vorontsev
having the rank of Deputy Secretary General of UN.
12. The Conference highly appreciated
the European Academy of Informatisation (AEI) at its social
activities. AEI was founded by the Decree of King of Belgian.
AEI was set up to facilitate and support co-operation of
scientists and technologists sharing the vision of informatization
in all its varied dimensions. AEI mission is supposed to
build bridges between scientific communities in European
Union and Eastern Europe.
13. Conference noted an important contribution
to learning and solving of Global Problems by the UN and
appreciated personally Grand Ph.D., Commander of the World
Order “SCIENCE.EDUCATION.CULTURE” Kofi Annan who had promised
to make all possible assistance to solve global problems
in the cause of peace and justice throughout the world.
Conference approved the activity of the European Commission
in sphere of solving of global problems under leadership
of Academician George Metakides and his research assistant
Michel Bosko as well as in sphere of Education under guidance
of Ph.D., Commissioner Viviane Reding.
14. Participants of the International
Conference “GLOBAL PROBLEMS and EDUCATION” appeal scholars,
experts, innovators and inventors, political leaders, public
figures, businessmen to support this Declaration.
