In accordance with the generally adopted criteria to qualify for outstanding researchers and professors, a person need satisfy the following criteria:
1. Documentary proof of person's receipt of major prizes or award for outstanding achievement in the academic field;
2. Documentation of the person's membership in associations in the academic field which require outstanding achievements of their members;
3. Evidence of the person's original scientific or scholarly research contributions to the academic field;
4. Evidence of the person's authorship of scholarly books or articles (in journals with international circulation) in the academic field;
5. Availability of the person's Diploma of Grand PhD and Certificate of Full Professor.

Eduard Yakubaitis (Latvia) President of the Baltic Academy of Information Processes, and Vice- President of the World Distributed Information University. Cavalier and Commander, PhD, Grand PhD, Professor. Academician Eduard Yakubaitis, an eminent Latvian scientist, well known in the world, is father of a number of new scientific schools and orientations in the field of information networks designed for research purposes, asynchronous automatic devices and automated systems for transport energizing. The research work of E.Yakubaitis has been reflected in 39 monographs, 300 articles and 25 patents. His books have been published in France, the USA, China and in various countries of Eastern Europe. He is elected academician of many International Academies of Sciences, the winner of the international premiums, and is awarded with a number of the international orders, is a valid member of different public and scientific associations.

Sergey Feodorovich Yatsun (b.1975) earned the degree of PhD, the degree of Grand PhD and the Full Professor of the WIDU. He graduated from Dnepropetrovsk Mining Institute, specialized in "Mining machines and complexes".
Defended Candidate theses in Mischkolts Technical University in Hungary in 1979, got the scientific degree of the associated professor.
Defended Doctor thesis in Riga Technical University in 1990. Has worked as an assistant, a senior teacher, an associated professor since 1980. Head of the Department of "Theoretical Mechanisms" of Kursk State Technical University.
Got the scientific degree of professor in 1992.
S. F. Yatsun took part in international congresses, conferences, symposiums in the Universities of Finland, Hungary, the USA, Germany, Italy, France. Belgium, Spain, Great Britain, China.
S-F. Yatsun pays much attention to students' research work. The team of the Kursk State Technical University is a regular part of students contests in Theoretical Mechanics and Machines Mechanics.
Research work of the professor deals with such branches of science as Vibration Machines and Technologies, Dynamics and Strength of Machines, Mechatronics. He's published more than 200 scientific works, created a new scientific branch based on the development of mathematical apparatus for the analysis and synthesis of vibration technological processes for bulk materials treatment directed at mass transferring and volume concentration changes, developed the theory of bulk material vibration treatment at variable volumetric concentration describing environmental behaviour under conditions of densely packed structural system and the material transfers from one state into another.
Method for identification of rarelogical equation parameters based on the research of vibroviscozometrical flow at the variable volumetric concentration and vibroacoustic methods was developed and allowed to produce coefficients of each rarelogical equation item as bit-constant scalar function providing authentic description of bulk material flow.
Method for calculation of vibration technological processes of dosage, transporting, packing, unpacking of bulk materials was developed and made it possible to determine density, speed projection, stress tensor components for a set moment of time in every point of the material and also to calculate complex quality criteria including productivity, packing degree etc.
There were obtained the fields of existence of synchronic doublepercussive modes of the vibromachine working unit movement with electromagnetic drive at impulse electric supply which are characterised by the most uniform vibration speed spectrum. New methods of increase of packing degree of bulk materials through the control of granulometric composition, shapes and size of the particles, strength of contacts, theory and methods of adaptive vibration systems were developed.
It was S.F. Yatsun who suggested creating the scientific-production association "Vibrating Machines and Technologies", where domestic vibration machines were designed and manufactured.
S.F.Yatsun is a co-author of fundamental monographs "Numerical Research of Actual Problems of Machine-building and Mechanics of Continuum and Bulk Materials by means of the Method of Large Particles" 1996, V.5, "Vibration Machines and Technologies", 1999, V.2, "Vibration Machines and Technologies", 2004, various textbooks including textbooks on "Application of General Theorems of Dynamics for Mechanical Systems Research", "Lectures in Theoretical Mechanics", "Mechanics". S.F. Yatsun has about 70 inventor's certificates and patents.
S.F. Yatsun is the head of the scientific school. He has prepared 20 PhDs. He is a consultant of3 Grand PhD's dissertations. Nowadays he is a scientific supervisor of 15 postgraduates students and competitors.
S.F. Yatsun takes an active part in the attestation of specialists of the highest qualification. He is a member of the Dissertation Councils for PhDs and grand PhDs of the Kursk State Technical University, a deputy chairman of the Dissertation Council in specialty 01.02.06 - Dynamics, Strength of Machines and Equipment"
S.F. Yatsun has been one of the organizers of the International scientific and technical conference "Vibration Machines and Technologies" held in the Kursk State Technical University. S.F.Yatsun is the editor of the journal "Vibration Machines and Technologies" and is a member of the editorial board of the journal "News of the Kursk State Technical University".
S.F. Yatsun is rewarded with the decoration "Exemplary Worker of Invention and Rationalization", silver medal of the Exhibition of the National Economy Progress of the USSR, decoration "Inventor of the USSR". In 2000 he was awarded the high rank of "Honoured Scientist of the Russian Federation".

Yemeliyanov Sergey Gennadievich (b.1964) earned the degree of PhD and the degree of Grand PhD. He is the Full Professor of the WIDU.  Yemeliyanov S.G. graduated from the Kursk Polytechnical Institute and got the Diploma with Honour in 1986. Taking into consideration his sufficient achievements in scientific work he was offered to work at the department "Tools and instruments" of the Kursk Polytechnical Institute. In 1987 Yemeliyanov S.G. entered postgraduate courses of the Tula Polytechnical Institute (now it is the Tula State University) led by the prominent scientist in the field of machine - building Lashnev S.I. In 1990 he submitted his thesis ahead of time in the trends of mathematical and algorimmical supply of automated projecting systems of machine - building production. He was awarded PhD of technical sciences (Degree KD ¹ 037010) by Specialized Council Ê 063. 47/ 01 at the Tula Polytechnical Institute on the 27 of December 1990(Protocol ¹20). The Degree was affirmed by the Supreme certifying commission by the Council of Ministers of the USSR, May 15, 1991. After taking post - graduate courses in 1991 Yemeliyanov S.G. has been working at the Kursk State Technical University. He began his activity as an engineer in scientific research field and now he is the Vice Rector in scientific work and international relations, the head of the Machine- building Technologies Department. The student's scientific work carried out under his supervision became the best one in 1996. Student V.V. Kuts was acknowledged the best student of Russia in 1996 and Yemeliyanov S.G. was awarded the • Diploma of Ministry of Education for his scientific supervision. The academic rank of dotsent of the Machine and Tools Department was given to him in October 1997 ¹ 762-d by the Ministry of General and Professional Education of the Russian Federation. In 1999 he started doctoral courses at Moscow State Technological University "Stankin". He completed and defended his doctoral dissertation in February, 2001. The scientific degree of Grand PhD was conferred to him by the Supreme certifying commission of the Russian Federation, July 6, 2001. The academic rank of full professor (the Machine-building Faculty) was conferred to him by the Ministry of Education of the Russian Federation, July 16, 2003. In 2003 he was elected full member of the Quality Problems Academy and later of the International Higher Education Academy of Sciences, in 2003. Under his supervision 3 postgraduate students defended their PhD dissertations. He is the supervisor for 14 post-graduate students of the KSTU post-graduate courses now. He has more than 117 scientific publications including 6 monographs, 5 textbooks and teaching aids approved by the Ministry of Education. He has been working in higher education institutions for 14 years. He is the member of 2 dissertation councils. He undertakes research in complex technical systems production technologies and development of their integration and support aimed at world and Russian market of goods and services integration. Yemeliyanov S.G. is the member of the international editorial board of international collected articles "A man and society on the threshold of millennium", the chairman of organizing committee of the international scientific conference "Modem instrument systems, information systems and innovations". Yemeliyanov S.G. is the supervisor of a number of scientific projects of Ministry of Education such as "Higher Education Main Scientific Research", "Federal and Regional Policy in Science and Education" and "Development and Application of Complex Information Support Systems", the joint program of Ministry of Education and Ministry of Science and Technology of the Russian Federation. In 2003 he got the President grant aimed at helping young Russian scientists and leading scientific schools of Russia established by Ministry of Science and Technology. Besides he is engaged in the Kursk and Kursk region enterprises financial analysis. In 1999 he established non-profit partnership "Kursk Local Institute of Accountants" on behalf of Ministry of Finance and Institute of Accountants of Russia. He was elected president of Kursk Local Institute of Accountants at the first meeting of its presidential board consisting of the leaders of the federal financial and fiscal institutions. Kursk Local Institute of Accountants explains the latest governmental legislature to accountants. The number of this organisation members is constantly increasing. Today it comprises more than 700 chief accountants and financial directors of the Kursk region enterprises.

Sergo Yeritsyan graduated from the World Information Distributed University (WIDU) in 2005. He received the degree of PhD and the degree of Grand PhD. He is the Full Professor of the WIDU. Born on 11 June 1957 in Chichkan village of Lori Marz, Republic of Armenia. Director Of bureaus - Yerofey Yevgeniy Andreevich Graduate of khabarovsk polytechnic institute, shaping scientific research - the economy of control and organizational structures are municipal, regions, enterprises. Author of a number of monographs and large number of articles on the problems of economy and psychology of control, systematic developments for personnel- diagnostics of the energy potential of leader and administrative structures of different level. Since 1993 was conducted great work on the organization of bureau of the independent examinations of the Far-Eastern people academy of sciences, which at the present time became largest organization of collective experts and consultants in the Far East. It is selected by the academician DV nan during January 1999. In 1997-98 years to it is appropriated the scientific degree grandee - doctor of philosophy on the gradations OF UNESCO for the works of planetary level on control of complex information and biosocial structures. It is selected by the academician of the international academy Of informatizatsii, only in the world of academy in the rank of the consultative status of y-oy category with the Economic and Social Council OF UNITED NATIONS. Ivan YUZVISHIN, PhD, Grand PhD, Prof. Ivan YUZVISHIN has earned the Degrees of PhD, Grand PhD and Certificate of Full Professor in 1996. He was a creator of the informationlogy, the President of International Informatization Academy, an official representative of the Academy in United Nations (1994-2001). He was born in 1936.He graduated from Krivorozhsk Mining and Smelting Institute, qualification "Electrician engineer" (MS 1959). Yuzvishin worked as a mechanic, engineer, senior engineer, master, foreman, chief engineer and a chief of installation and adjusting enterprise on automatics, communication and computing machinery. He graduated from the Moscow Institute of Radio techniques and Mining Electro mechanics for the Degree of KANDIDAT NAUK (eqv.PhD) in 1967. Since 1968 he worked as junior and senior scientific officer, chief of the branch laboratory, senior lecturer and docent, pro-principal on scientific work in educational institute, chief designer and head of the department at the design institute, a chief of the collective exploiting computer center, a general director of Moscow city informative agency Mosgorspravka. He advanced his training at New-York Financial Institute (1990).He has received the Degree of DOKTOR NAUK (eqv.Grand PhD) in1993. He has been working as professor and a chair of informationlogy and system of distributed processing at the state university MIREA (Moscow Institute of Radio techniques, Electronics and Automation) since 1993. He was the author of over 300 scientific works, books, monographs, training aids, articles, discoveries and inventions. He was a deputy of Krasnopresnensky District Council, Moscow (1990-94).He had a plenty international awards. He was a Cavalier and a Commander of the World Order”Science.Education. Culture”
