Voldemar Petrovich Varava was born in 1936, March 9 at Maksatikha station, Kalininskaya region in the family of employees. Doctor of Technical sciences (DT ¹003117, the decision of the Superior certifying commission, the USSR Council of Ministers, from 1990, November, 22 (protocol ¹25 6/2). Senior researcher (the decision of the Superior certifying commission is from 1975, January 3 (protocol ¹1). Full member of the Academy of military sciences (Diploma ¹01-0536 from 2001, January 20). I graduated from Moscow Engineering Physical Institute in I960 with the speciality of experiment; nuclear physics. The Diploma is ¹034268 from 1960, February 15. My qualification is engineel physicists. Labor activity: 1954 -1960 - student of Moscow Engineering Physical Institute; 1960 -1969 - engineer, senior engineer, team manager of the All-Union research Institute of Experimental Physics in Sarov; 1969 - 2000 - laboratory director, research department director, director of self-supporting service in the Research Institute of Pulse Techniques, Moscow; 2000 up today - chief researcher, first deputy director for science in the Federal Unitary State Enterprise "Institute of Strategic Stability". The main scientific direction is the experimental nuclear physics. I have more than 200 scientific reviews, articles, reports. I am a coauthor of monographs on methods ñ physical measurements. Nikifor Vasilchenko has been Pro-rector on Marketing and Development of Penza Technological Institute, a branch of Penza State University since 2001 He has graduated from the World Information Distributed University in 2003 (PhD and Grand PhD in Global Problems). He is the Full Professor of the WIDU. He is a Candidate of Economic Sciences(PhD), Ass. Professor, Fellow Correspondent of the International Academy of Computer Science. He was born on March 23, 1945, in Rostov region. In 1971 he graduated from Penza Polytehnical Institute(MS). Till 1991 he had worked in industrial enterprises of Minsredmash of the USSR (now Minatom of Russia). From 1991 to 1996 he worked as Chief of the Administration of the town of RF Minatom with a limited access Zarechny (Penza - 19). In 1993 he graduated from the full - time department of the Russian Academy of Directing (now the Academy of State Service by President of RF), and in 1993 he defended the Candidate dissertation there(PhD). In 1992 he took part in the work of International Conference on Conversion in Stavanger (Norway), where he made a report "Ecology and Conversion" In 1994 for some time he studied in Berlin (Germany), in 1995 - in Helsinki (Finland), dealing with the problems of engagement and labor market. Verbitskaya Lyudmila Alekseyevna Principal of St. Petersburg State University received Degrees of PhD, Grand PhD and Certificate of FullProfessor from the World Information Distributed University in 2004. Born June 17, 1936 in Leningrad. Received an honorary degree from St. Petersburg State University in Russian Language and Literature in 1958. Later on all her professional work has been associated with the University. She worked as a lab assistant in the Department of Phonetics of the Philological Faculty, became a graduate student there, later a Junior Researcher, an Assistant Researcher, a Senior Lecturer and, in 1979, a Professor at the Department of Phonetics. Since 1985 she has headed the Department of General Philology. Since 1984 she has been Assistant Principal in charge of educational work, later Chief Assistant Principal, from May 1993 through April 1994 she has been performing the duties of the Principal. In April 1994 she was officially elected Principal of the University. In 1965 she received her Candidate's Degree (eqv.PhD), in 1977 she completed her Doctor's Thesis (eqv.Grand PhD) on the topic of modern Russian pronunciation (an experimental phonetic study). In 1992 she became an associate of the Russian Academy of Education (RAE), since 1995 she is a RAE academician. She is a member of the Presidium of RAE's North-Western branch. Active member of the Russian Academy of Natural Sciences, of the International Academy of Higher Education, Academies of Humanities andEcological Sciences and the International Informatization Academy. He graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU.Date of birth - March, 26, 1952. Place of birth - Kuznetsk, the Penza region. V. Vlasov graduated from the Penza State Pedagogical Institute, History Department in 1973, and started his work as an assistant at the Institute. In 1978 he finished the post-graduate courses at the Moscow State Pedagogical Institute named after Lenin and got the Candidate's Degree of Science in History. V. Vlasov went on working at the Penza Pedagogical Institute as a senior teacher and later as an associate professor. He has been Head of the Russian History Department since 1988. In 2000 V. Vlasov was nominated a deputy rector in academic work, and in 2001 - the first deputy rector, in the same year he got the title of Professor. The results of Vlasov's scientific and methodical work are described in more than 160 publications including textbooks on "The Russian History" and monographs "School and Society", "School and Education in Conditions of Modernization of Russia", "From Teachers' Training Institute to Pedagogical University", "Outlines on the History of the Penza Region Public Education", "The Penza Region during the Years of World War II". He is the editor of many textbooks and collected volumes of scientific articles written at the Russian History Department under his supervision. V.Vlasov took an active part in regional, all-Russian and international conferences dedicated to the problems of Russian history of the XIX-XX centuries, national education and local history. It was he who organized a number of scientific conferences, among them: "The Year 1917 in the Fortune of Russia", "The XX century: results and prospects", "The War. The People. The Victory.", "People and Actions", "Russian Political Parties", "Culture and Power". Since 1998 V.Vlasov has been a member of the Penza Qualification Board (History) at the Penza State Pedagogical University. V.Vlasov plays an active role in the life of the University, the city and the region: he is the Chairman of the district department of the association "Knowledge" and a member of the Regional Board of the association; twice he was elected to represent the Penza region at the All-Russian congress and was a member of the municipal court. His works were published in the regional magazines and newspapers. Now he belongs to the editorial staffs of the regional magazines "Local History" and "Penza Encyclopedia", cooperates with the city and region educational bodies. From 1997 till 2000 V.Vlasov was the Chairman of the Scientific Council of the Socio-Economic and Humanitarian Departments, since 1989 - a member of the University Scientific Council. For his successful pedagogical and social activity V.Vlasov was marked by the City and Region Government, by the Ministry of Education of the Russian Federation, he possesses the insignia "Honorable Participant of National Education" (1994), "Honorable Teacher of the Russian Higher Professional Education" (1999), "For active Participation in the All-Russian Census of the population, 2002", the medal "For the Services in Organizing the All-Russian Census of the Population" (2002). YULIY VORONTSOV from 2000 to 2007 was the Special Representativ of the General Secretary of the United Nations; President of the International World Academy Cavalier of the International Order "Science. Education. Culture", PhD, Grand PhD, Professor. He was outstanding person, striking representative of the soviet and international classical school of diplomacy. Hi was a diplomat and a statesman. Yuliy Vorontsov worked in many countries as ambassador, and relations with these countries were of great importance not only for the foreign policy of our country but the world policy at all. Professor Vysotskij is the author of unique technology of a fastening of the amber. He connected the icon painting with techniques of amber mosaic pictures from the amber, the natural river pearls and mosaic gold. The master - artist and the designer, he has revolutionized sights at amber, as on means of expression of an art plan, essentially having expanded borders of amber art. His amber panels amaze with limiting clearness and laconicness of a composition, testify to masterly possession of shades of an amber stone and figure as a whole. On the conclusion of experts in the world, now, there are no analogues of the works executed in such techniques. Pictures from amber, not only deliver visual pleasure, but also promote expansion of vessels, normalize arterial pressure, and amber icons solitarily influence a biorhythm of a human brain, and, hence, on all organism as a whole. In 1972 he graduated with distinction from the Saratov supreme command - engineering school on name of A.I.Lizjukov. Served in Armed forces on officer posts. In 1985Ehe graduated from the Military Academy on name M.I.Kalinin (Leningrad). With 1987 on 1993 he worked as the senior scientific employee on metrological examination in the Metrological center of the Ministry of Defense of the Russian Federation. He is awarded with six medals. He is married, has two children, likes to travel, is fond of music, ballet, video-photographing.
