UGLOV Vsevolod Anatolievich Ph.D., Grand Ph.D. Rector of Russian Correspondence Institute of Textile and Light Industry (RusCITLI) since 1995. PhDs in Technology, professor, full member and Academician of International Academy of Infor-matization and International Academy of Ecology, Men and Nature Security. Born in Moscow in 1939. After graduating in 1961 from Moscow Textile Institute began his teaching activity in this institute. From 1978 to 1982 - a deputy director of All-Union Institute for Upgrade Training of Top-executives of Light Industry. Since 1982 has worked in the RusCITLI, first as a senior lecturer of chair of labor protection, then as a dean of technological faculty, a pro-rector on educational work. Published more than 75 scientific works, textbooks and educational aids. His majors are air conditioning and ventilation; organization and operative management of manufacture at the enterprises of textile and light industry. His works in creation of ecologically clean productions and technologies, optimization of parameters of microclimate in the manufacturing locations are generally recognized. Married, has a son and three grandchildren. RUSSIAN CORRESPONDENCE INSTITUTE OF TEXTILE AND LIGHT INDUSTRIES Founded in 1932. About 11000 students study at the six faculties of the institute. Professorial-teaching staff consists of 40 professors and doctors of science; 163 senior lecturers, PhDs; 18 members of different academies. Has six branch institutes in Serpukhov, Orekhovo-Zuevo, Tver, Omsk, Barnaul and Kemerovo, ten regional education-consultation centres. Ildus Garifovich URAZBAHTIN

Urazbahtin Ildus Garifovich (b.1941) earned the degree of PhD, the degree of Grand PhD and the Full Professor of the WIDU.  Since 1994 he is the holder of the chair of information systems in economic of the Kursk Technical University. He directed great applied scientific-research works. In 1975 he became the bachelor of science. In 1994 he got the degree of the doctor of technical science. In 1995 he was awarded the title of the professor of the chair of information systems in economy of the Kursk State Technical University. His general working period is 46 years including 35 years of scientific-pedagogical period of work.
He is the corresponding member of the International Academy of information and the present corresponding member of the International Academy of Ecology sciences and Safety of Man and Nature.
He is the chairman of the section of territorial and functional distributing supporting of decided decisions of the annual informational conference of the system problems of quality, mathematical models, information and electronics technologies (Moscow, Sochi).
He is the corresponding member of three dissertation councils of bachelor and doctor dissertations. His scientific interests lie in models, applications, inverstigation of operations, the system analysis, the statistical methods of decided decisions, in formetion systems and technologies.
He is the member of the editorial staff of the magazine "Telecommunications" and "Infrocommunicational technologies", "The Kursk state university news". Two hundred of scientific works, three text-books, two monographs were published by him. He prepared nine bachelors of science and prepares fifteen more.
He is the member of the Presidium of the scientific - technical council ofAPK of the Kursk Region Jovernment.
In 1994 he organized the chair of information systems in economy. He is the rector of the Humanitarian - technical institute in Kursk.
He showed himself as an experienced leader and organizer and is respected by the students and teachers of the university.

Victor USMANOV

Viktor Usmanov has been Pro-rector for Educational and Scientific Work of Penza Technological Institute, a branch of Penza State University since 1987.He has graduated from the World Information Distributed University for Degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU. He is a Candidate of Technical Sciences(PhD),Russian State Professor, Fellow Correspondent of the International Academy of Computer Science. He is an Honored scholar of higher school of the Russian Federation. He is also an Honorary scholar of higher education of RF. Viktor Usmanov was born on May 15, 1951, in Neverkino of Penza region. In 1973 he graduated from Penza Polytechnical Institute(MS), in 1980 he defended the dissertation in Moscow Aviation Institute, in 1985 was a scientific trainee in Turin Polytechnical Institute. In 2003 he got a professional certificate on management of the British Open University. His Scientific interests are automated systems of designing, professional education information technologies in education. He has published more than 130 scientific work, including two monographs, some textbooks. He was awarded with diplomas of honors of RF Ministry of Education, diplomas of the Regional Government and the Administration of Penza. He is married and has three children.

Jury UTKIN has graduated from the World Information distributed University for the Degrees of PhD and Grand PhD; He is the Full Professor of the WIDU. Professor Utkin is known as the scientific theorist and practical man. A number of his scientific and practical works are devoted to problems of technical equipment and technology of extraction and oil refining and state law. He is the author of many laws of the Russian Federation on problems of the ecology, accepted by the State Dumas of Federal assembly of the Russian Federation in 1993-1999. his industrial and scientific activity began from shop of scientific and industrial works at Ishimbay oil. He worked as the engineer, mayor of city of Ishimbay, the deputy the State Dumas of Federal assembly of the Russian Federation of two convocations 1993-1996, 1996-1999.He is the doctor of philosophy, the Grand doctor of philosophy, professor, the founder of some machines for a covering pipes. He is the author of the Federal Law "About protection of the population and an environment against harmful influence of mineral oil". Under his management specifications of ecologically significant parameters of quality of mineral oil, special requirements to means and the power installations are developed. And also the ecological mechanism of maintenance of protection of the population and an environment from harmful influence of mineral oil under his manual and professors Berdov G.I. have been developed the Federal law " About safe handling of pesticides and agrochemicals" (24.01.97.). Utkin J.V. is the one of authors of Federal laws " About waste products of manufacture and consumption " (24.06.98), " About hydro meteorological service " (19.07.98), " About protection of lake Baikal " (01.05.99), " About sanitary-and-epidemiologic well-being of the population " (30.05.99), " About protection of atmospheric air " (04.05.99). Academician Utkin has received his degrees from the Ufa Oil Institute, Academy of national economy at the government of the Russian Federation, the International Academy of Informatization , The St.-Petersburg university transnational integration business of technologies. He is the author of many scientific papers and 5 books and monographs. He trained 5 doctors of philosophy in Russia. Academician Utkin J.V. the full member of the International Academy Informatization, the International Academy of sciences of ecology, safety of the person and the nature, a member of the Union scientists (Saint Petersburg), a member of the Union of journalists of the Russian Federation, a member of the Union of writers of the Russian Federation. Professor Utkin is awarded with an award the Mark of Honor, medals "in honor of the 850-anniversary of city of Moscow", " the Veteran of work ", The winner "VDNX" the USSR", the Certificate of honor of State Dumas FS of the Russian Federation, four Certificates of honor of republic Bashkortostan. Professor Utkin is Honored oilman of republic Bashkortostan, the Honorable worker of motor transport of the Russian Federation, the expert of the Supreme of ecological Council of State Dumas FS of the Russian Federation.
