Klara Taranzeva has been Chief of the Chair "Engineering Protection of Environment" of Penza Technological Institute since 2000.She has graduated from the World Information Distributed University for Degrees of PhD and Grand PhD in 2003. She is the Full Professor of the WIDU. She is Candidate of Technical Sciences(PhD), Ass.Professor, Fellow of New York Academy of Sciences since 1995. She was born on January 14, 1962. In 1984 she graduated from Moscow Institute of Chemical Engineering on specialty 0517 "Machines and Apparatus of Chemical Industries" with distinction(MS). In 1984 she finished scientific training courses at the scientific - research physics - chemical Institute named after Karpov, (Center of Russian Academy of Sciences). From 1985 to 1995 she worked at All - Union Scientific Research Antibiotics Center, at the laboratory of corrosion research as a research worker and she was a scientific consultant of state budget and contracts of Scientific Research work carried out according to coordinated plans of Russian Federation Ministry in the field of corrosion protection of pharmaceutical plants equipment. In January 1995 she defended her thesis for receiving the degree Doctor of Technical Sciences. Her research work dealt with forecasting of corrosion of stainless steels in industrial media of pharmaceutical productions. From 1995 to 2000 she was Assistant Professor of the Chair "Technical Quality Control", the Head of research of Scientific Research Work on the problems of forecasting of pitting corrosion, a member of Doctors Council of Penza State University on specialty "Technology of Electrochemical Processes" and a scientific supervisor and consultant of post - graduates of Moscow State University of Engineering Ecology on specialty "Chemical Resistance of Materials and Protection from Corrosion". Her scientific interests are: monitoring and forecasting of corrosion resistance of stainless steels in chloride containing media, expert systems in corrosion, education. She is the author of 7 books and monographs, more than 140 scientific articles, published in Russian and foreign journals. She was awarded with diplomas of honors of RF Ministry of Education, diplomas of the Regional Government and the Administration of Penza, she has won scientific grants of Governor of Penza Region. She is married and has a son.
Pekka TARJANNE

Dr. Tarjanne is a Special Advisor for ICT to the Secretary-General of the United Nations since June 2001. He was the Vice-Chairman of Project Oxygen, Ltd., 1999-2000. Dr. Tarjanne was the ITU Secretary-General for two terms, from November 1989 through January 1999. During his tenure, Dr. Tarjanne moved the Geneva-based United Nations organization towards greater involvement with emerging telecommunications technologies, such as the Internet, while strengthening its focus on solving the communications needs of developing countries. Before joining the ITU, Dr. Tarjanne was the Director-General of Posts and Telecommunications in his native Finland, where he oversaw therestructuring of the telecom sector and the conversion of the government carrier into a commercial company. Earlier, he had been the Minister of Transport and Communications and also served as President of the Finnish Liberal Party, as a Member of Parliament and as Minister responsible for Nordic cooperation. Dr. Tarjanne, born in 1937, has a PH.D. from the Helsinki University of Technology (1962). After graduation, he worked as a teacher and researcher in Denmark and the United States and taught theoretical physics in Finland at the University of Oulu and the University of Helsinki. In addition to Finnish, he speaks English, French, German and Swedish. He is married to Aino Kairamo and they have three children and three grandchildren. back to plenaries

He is the tennis player, the trainer, the figure of the Soviet and Russian sports; the master of sports of the USSR (1966), the Honor trainer of Russia (1981) and the USSR (1985);Chairman of Federation of tennis of the USSR (1991) and the CIS (1992), honorable president ??? (with 1996).The president of National fund of sports (NFS) (1992 - 1994),the adviser of the president of the Russian Federation on physical training and sports (1992-94),Chairman of coordinating committee on physical training and sports at the president of the Russian Federation (1993-97), the State committee of the Russian Federation on physical culture and tourism (1994-96),Member ??? (with 1996),The academician of the International academy of informatization (since 1996),the associate editor of magazine " Tennis + " (since 1994).Since 1997 he is an adviser of mayor of Moscow on sports and a chairman of Board of directors KK. a member of Board of directors MLTKR (since 1997);the military man. Since 1985 he is the trainer - adviser of Savchenko-Nejland. He is the author of many articles and two books.

Leonid TAVROVSKY has graduated from the World Information Distributed University. He has Degrees of the PhD and of the Grand PhD. He is the Full Professor of the WIDU. TAVROVSKY Leonid Danilovich is the President OF PRIVATELY HELD COMPANY Association "GRAND" He was born on 13 September, 1945, in Moscow. In 1967 he graduated from the Moscow Automobile Institute (MS). In 1973 he graduated from the Moscow Power Engineering Institute (Candidate of Sciences-PhD). In 1978 he graduated from the University of the Moscow Urban Committee of CPSU. In 1988 he graduated from the Academy of National Economy with the Council of Ministers of USSR. He is the Candidate in Technical Sciences and Doctor of Economic Sciences, Professor. In 1967-1974 he is an engineer, senior engineer, the leader of the group of the institutes of Moscow City Soviet Executive Committee. The Holding GRAND possesses the Grand INVEST bank, a control share holding of a broadcasting company "Nalchik," transferring to all Northern Caucasus, enterprises " Grand " extract coal and have licenses for oil extracting in the Tyumen area, own shares of Podolsk confectionery factory (the third on size in Moscow region and four basic trumpet factories of Russia. Besides "Grand" possesses tens enterprises of fine business: from shops of a different structure, garment factories, bakeries and laundries in Russia before manufacture of champagne in California GRAND something is similar on honeycombs. Tavrovsky and six more representatives of a science among whom there was Egor Gajdar, Alexander Shokhin and other celebrated personalities, have created the business newspaper first in the Union in English “Financial Business News”. State-of-the-art reviews on all branches of economy of the former Union, made by local experts, appeared interesting to the Western Business. Tavrovsky is keen on the next project which under condition of its realization is capable to eclipse all previous. Some time back "GRAND" has got 16 % of participation in construction of trading port in the Leningrad region. Construction of port is the federal program, called to return to Russia about $4 billion, which domestic companies annually pay to the Baltic States for transit of cargoes. Tavrovsky is convinced, that the unique modern Russian port will be paid back all for two - three years and will bring to its owners of tens millions dollars.

Academician TSARYOV V.F. is the Rector of Ivanovo State Agricultural Academy, Honoured Agriculture Worker of Russian Federation. He was born on 2 January in 1940 in the village Anosino of Kovrov district in Vladimir region. On leaving secondary school (1957) for two years he was working in the machine – building plant as a metalworker, later he entered the Ivanovo state agricultural institute (ISAI). In 1964 he graduated from the institute as a livestock specialist (MS). He backed the acquired knowledge’s by 2 years practical work in the position of a livestock expert. After post-graduate course in the ISAI (1966 - 1969) he defended his thesis successfully for the Degree of Candidate of biological science (PhD). Dr. Tsaryov carried on his further activities in the field of higher education. He began his work in the Agricultural institute as an assistant at the chair of farm animals physiology and biochemistry (1969). He took part in public activities; he was elected the secretary of the faculty Party Bureau, a member of the institute Party Committee. He was a curator of students groups. Among both his colleagues and students he had the reputation of a highly qualified teacher, courageous experimentalist and a skilled organizer. With time the range of his duties broadened. In 1975 he became the senior lecturer at the Chair of farm animals physiology and biochemistry, the deputy dean and the dean of faculty in 1984. His next advance took place in 1988: Dr. Tsaryov was given the assignment of the research work pro-rector. Under his leadership the scientific sector of the institute has increased the volume of research, established close relations with farm production, made more active the inventive activities of teachers, post-graduates and students. He promotes working out the scientific problems of the Regional Agro-industrial Complex, elaboration of regional programs and educational process. In 1993 Tsaryov V.F. acquires the academic status of professor. He is elected as the Rector of the Ivanovo Agricultural Academy in 1999 and reelected in 2004. Prof. Tsaryov makes every effort in the further development of material resources of the academy. He displays his talents, initiatives and enterprise in raising the significance of the academy among federal and regional structures, farm enterprises, students and inhabitants as main consumers of educational services and scientific achievements. He does a lot for the development of international collaboration. He sets up such basic prospects for the academy body as: training of highly competent specialists with managerial efficiency, psychological stability and also the development of both fundamental and applied investigations providing an effective work of the agro - industrial complex. Dr.Tsaryov has published over 70 works, including 2 papers in foreign editions and the monograph “Physiology of Roman Sheep”. The principal author’s research direction is that of the physiology and nutrition of farm animals.Professor Tsaryov has trained two Candidates of sciences (PhD). At present he is supervising studies of four post-graduates. Professor Tsaryov V.F. is awarded the title of “Honoured Worker of Agriculture of Russian Federation” (1997) and the medal of “Honorary Worker of Higher Vocational Training of Russian Federation” (2000); he is elected as a Corresponding member of the Petrov Academy of Sciences and Arts and also marked with the diplomas of the Communist Party Regional Committee and the Ministry of Agriculture. Academician Tsaryov has earned the Degree of PhD and the highest scientific Degree of Grand PhD from the World Information Distributed University (WIDU) in 2004. He is the Full Professor of the WIDU.
Alexander TUGAROV

He graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU.Date of birth - August, 24, 1954. Place of birth - Kazan, Tatariya, Russia. In 1976 A.Tugarov graduated from the Penza State Pedagogical University named after V.G. Belinsky as a History, Social science and English teacher. In 1983 he finished the postgraduate courses at Philosophy department of the Leningrad State Pedagogical University named after A.I. Hertzen, major - "Social Philosophy". Alexander Tugarov is Doctor of Philosophy (1996), Professor (1998). He has been Head of Sociology department at the Penza State Pedagogical University named after V.G. Belinsky since 1999. He has been Dean of Sociology and Social work Faculty at the Penza State Pedagogical University named after V.G. Belinsky since 2001. Scientific interests: In the 1980s he studied the problem of social determination of man's biology. In 1983 he defended his thesis for a philosophy candidate's degree: "The society biological culture as a social phenomenon". Since the beginning of the 1990s he has been paying much attention to philosophical problems of social life humanism, the research of the socio-political process in a Russian province, the comparable research of provincial intelligentsia's mood in Russia at the end of the XIX and XX centuries. In 1996 he defended his thesis for a philosophy doctor's degree: "Humanist base of Russian social life philosophy". He published his articles in the magazines of the Russian Academy of Scienses "Sociological research", "Political research". The monograph "Social existence of man. A special course on Russian social philosophy, sociology and political science" was published in 1998. It was a joint work of a group of scholars headed by A. Tugarov. In 2000 there followed his book "... shows the way to holiness" The Russian religious philosophy search of the social life essence (XIX - the beginning of the XX century)". In the late 90s A.Tugarov got interested in sociology of gymnasium and professional education, in sociology of politics (regional political geography), in some sociological research (the youth's electoral mood, attitude to mass media in the region etc.). Since the year 2000 A. Tugarov has started the investigation of social work and social policy, University pedagogy. Methodological questions of training social workers, the existentional component of social work philosophy, ecological approach in social work, ethnic factors in philosophy, theory and practice of social work, axiological aspect of social workers education have become his scientific interests. The socio-pedagogical model of social workers training is carried out today by A.Tugarov, the idea of synthesis of education sociology and social pedagogy is proved while training social workers.

MOSCOW STATE UNIVERSITY OF FOOD INDUSTRY Founded in 1931 as Moscow Technological Institute of Baking of Bread (till 1992 - Moscow Technological Institute of Food Industry).
