Myakzyum SALAKHOV has graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2004. He has the Certificate of Full Professor of the WIDU. Professor Salakhov is elected the rector of the Kazan State University in 2002.He is the Russian doctor of physical and mathematical sciences, the State professor, academician of the AST, the Honored worker of science RT. He was born on July 13, 1951. In 1968 he has completed the study at school in Ulyanovsk with a gold medal. He graduated from the Kazan State University for degree of MS with distinction in specialty physics 1968-73. With 1973 for 1976 as the student and the post-graduate student, he was the Lenin grant-aided student. He graduated from the Kazan State University for degree of Candidate of physical and mathematical sciences (PhD, 1973-77) and the scientific degree of the doctor of physical and mathematical sciences (eqv. Grand PhD 1977-92). He was since 1976 - the younger scientific employee of physical Faculty of KSU, since 1977 - the senior scientific employee, since 1988 - the senior lecturer of the KSU. In 1991 he becomes managing faculty of optics and spectroscopy of physical faculty of the Kazan University and holds this post to this day. In 1993 he has received a rank of the professor. Since 2001 to 2002 he is the pro-rector and since 2002 he is the rector of the KSU. He has more than 215 scientific publications in native and foreign editions, including - two monographs. M.H.Salahov is the expert in the field of nuclear spectroscopy and mathematical processing of physical experiment, the head of a scientific direction “Spectroscopy of atoms and molecules ". He develops new methods of spectroscopic diagnostics of low temperature plasmas, effectively used for definition of fundamental constants of spectral lines. The methods of the decision of return incorrect problems of spectroscopy are offered at presence fractal noise. He was the Soros professor (1999, 2000). Since 1996 he is the chairman of the specialized Council on conferring of doctor's degree on a specialty "Optics". Under his manual in 1997-2003 7 youth scientific schools “Coherent optics and optical spectroscopy " are carried out. Salahov M.H. trained 8 candidates of sciences, one of which has awarded the doctor's degree. In 1989 M.H.Salahov was on training in the USA under premium Fulbright, and also on scientific business trips in Yugoslavia (1996, 1997), Italy (1996), Holland (1996), the USA (1997, 2002), Japan (2001), Turkey (2002). More than 10 years he was a member and chairman of the domestic commission trade union committee of the KSU. With 1978 for 1985 he actively was engaged in economic work, being chairman of organizing committee on construction of apartment house KSU .He well knows questions of financial and economic activity. He is married, has two children (the son and the daughter), three grandsons. He is fond of chess, football and a ski.

Igor Salnikov has been the Chief of the Department "Computing Devices and Systems" of Penza State University since 2001.He has graduated from the World Information Distributed University for Degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU. He is a Doctor of Technical Sciences(eqv.Grand PhD), Honorary Scientist of RF higher professional education. He was born on July 30,1948, in the village of Razdolnoye, Vladivostok district, Primorskiy region. In 1976 he defended his Candidate's theses in Leningrad electrotechnical Institute,PhD, in 2000 he defended his Doctor's theses in Moscow Academy of Defense Industries(Grand PhD). Since 2001 up to the present he has been the Chief of the Department "Computing Devices and Systems" of PenzaTechnoIogical Institute. His scientific interests are the analysis of spatial-temporal signals and the synthesis of specialized processes for rapid operating processing of pictures in systems of technical vision. He has published more than 100 scientific works, including 2 monographs - "Spatial-temporal Signals in the Systems of Technical Visions" and "The Systems and Means of Physical Protection",-14 textbooks. He was awarded Diploma by the Regional Government and Penza Administration. He is married, has got 2 children.

He is a State Professor; He published more then one hundred scientific papers and books. He was elected as a rector in 2003. Fadey SARKISYAN

Academician Fadey SARKISYAN has graduated from the World Information Distributed University in 2004. He received the degrees of PhD and of Grand PhD.He is the Full Professor of the WIDU. SARKISYAN FADEY TACHATOVICH is the President of the National Academy of the Sciences of Armenia. He was born on September 18, 1923 in Yerevan. He studied at the Yerevan polytechnic institute (1940-1942), he graduated from the Leningrad military electrotechnical signal troops academy of the name of Budenniy (1942-1946). From 1946 through 1963 he was the colleague of the scientific and technical committee for main rocket- artillery management MO SSSR - Ministry of Defense of the USSR. In 1952 he participated as the adviser on PVO - AIR DEFENSE in the war shooting in C.P.R. - CHINESE PEOPLES' REPUBLIC. In 1963-1977 he worked as the director of the Yerevan scientific research institute of mathematical machines, as the chief designer of the special large automated control systems. Under his management and with his direct participation in these years were created and manufactured the electronic computers:"Rasdan ", Nairis", ES-1030, ES-1040, ES-1045 and computer complexes both in the USSR and abroad. The automated control systems of national-economic and defense application are developed and manufactured. In 1977 Mr. Sarkisyan was appointed as the Chairman of the council of ministers of the Ar.SSR. In the time of the work of government headed by Mr. Sarkisyan the volume of the industrial production of republic grew more than two, developed such low-power-consuming and low-metal-containing branches as precise machine building, radio electronics, informatics, instrument manufacture; at accelerated tempo were developed power engineering, transport, social sphere; were developed and put into use the most important transport networks, including the first queue of Yerevan metro, the railroads of Masis-Nurnus, Idjevan-Rasdan, motor roads, gas pipes. In the republic number of the important ecological problems was for the first time solved: it is realized the complete reconstruction only in the USSR plant for the production of chloroprene natural rubber -NPO "Nairit", which made possible not only to sharply decrease harmful ejections, but also to avoid catastrophic explosions. The reconstruction of the Kirovakanskey chemical plant, Kanakersk aluminum plant, Alaverd metallurgical complex made it possible to considerably improve the ecological situation in the republic, to increase the culture of production and the quality of output. Under the management and with the straight participation of Mr. Sarkisyan was realized the reconstruction and reprofiling of the Razdanskey chemical plant, which made it possible to avoid destruction of one of the most valuable places of leisure of tens of thousands of children and to ensure creation of one of the radio plants largest in the USSR; are introduced into the exploitation 49 kilometers of channel "Arpa- Sevan", is built channel "Vorotan- Arpa" for the transfer of waters to Sevan lake, a number of measures for the rescuing of this unique source of drinking water, irrigation and electric power is carried. In 1988-1989 Mr. Sarkisyan - the leader of staff on overcoming of the consequences of the Spitaksky earthquake organized measures for the rescuing of people and the restoration of that destroyed. In 1989 Mr. Sarkisyan passes into the department of physicotechnical sciences and information theory of the academy of sciences of Armenia, where he works as the academician-secretary to 1993. In 1993 academician Sarkisyan was selected by the President of the National Academy of the Sciences of Armenia. Mr. Sarkisyan - the doctor of technical sciences (eqv. Grand PhD), the author and co-author is more than 200 scientific projects, articles, communications, reports in the field of radar and radio electronics, computer technology, systems of control, organization of production, published predominantly in the confidential books. He is the Honorable academician of Armenian philosophical academy (1991), international academy "Ararat" in Paris (1994), international engineering academy (1994); Active member of the international association of the academies of sciences (1993), international academy of Informatization (1995), Portuguese academy of history (1995), general assembly of the international association of scientific unions (1993), general assembly of the International Federation for Information processing (1995). Academician Sarkisyan since 1961 was repeatedly selected by the Deputy to the Supreme Soviet of Ar.SSR and USSR, by candidate for members in the CC CPSU; the Deputy of the national meeting of the republic of Armenia (1995-1999 and since 1999). For the prominent achievements in the creation of a series of electronic computers "Nairi" (1960-1970), on which in the USSR were for the first time used integrated microcircuits and hardware of automatic programming, academician Sarkisyan with the coauthors became the laureate of the State Prize of the USSR (1971) and the State Prize of the Ukraine (1986). For the creation of the large hierarchical automatic systems for the special-purpose control with the unique characteristics on the reliability, the readiness factor, authenticity of calculations academician Sarkisyan with the coauthors became the two-fold laureate of the State Prize of the USSR (1981). Prof. Reinhard Justus Reginald SELTEN has graduated from the World Information Distributed University for degrees PhD and Grand PhD in 2005. He received the Certificate of Full Professor from the WIDU. Prof Selten is a prominent person, Laureate of Nobel’s Prize. He was born in Breslau on October 10th, 1930. He studied mathematics at the University of Frankfurt from 1951 to 1957.His master's thesis and later his Ph.D. thesis had the aim of axiomatizing a value for e-person games in extensive form. This work made him familiar with the extensive form, in a time when very little work on extensive games was done. This enabled him to see the perfectness problem earlier than others and to write the contributions for which he was after honored by the prize in memory of Alfred Nobel. After he had received his master's degree in 1957, he was hired by Professor Heinz Sauermann, an economist at the University of Frankfurt am Main, who employed him for ten years in various assistant positions. It was his task to do research funded by Deutsche Forschungsgemeinschaft, the German counterpart of the National Science Foundation. At first he was supposed to apply decision theory to the theory of the firm, but soon he became involved in economic laboratory experimentationIn 1959, he married Elisabeth Langreiner, who for all the years since then helped him to become the person.. They both belong to the Esperanto movement and this is how they met. The international language Esperanto has still an important influence on their life.His first publication was a journal article with the title "Ein Oligopolexperiment" (an oligopoly experiment) written together with Heinz Sauermann and published in 1959. When they began to do experimental economics at Frankfurt, such a field had not yet existed. His attempts to learn some psychology while he studied mathematics had made him acquainted to experimental techniques.In 1961, he received his Ph.D. in mathematics at the University of Frankfurt am Main. Shortly afterwards Oskar Morgenstern made it possible for him to participate in a game theory conference at Princeton.Around 1958, he became aware of H.A. Simon's seminal papers on bounded rationality and was immediately convinced by his arguments. He tried to construct a theory of boundedly rational multigoal decision making. Together with Heinz Sauermann, He worked out an "aspiration adaptation theory of the firm" which was published as a journal article in 1962In the early 60's he had run experiments on an oligopoly game with demand inertia. A game theoretical analysis of this model proved to be too difficult but he was able to solve a simplified version. He found a natural equilibrium but the game has many other equilibria. In order to describe the distinguishing features of his solution, he defined subgame perfectness. His paper, Ein Oligopolmodell mit Nachfrageträgheit (An Oligopoly Model with Demand Inertia) was published in 1965. At that time he did not suspect that it often would be quoted, almost exlusively for the definition of subgame perfectness. Very soon it became clear to me that the perfectness problem is not completely solved by this concept. Therefore in a paper published in 1975, he defined a refined notion of perfectness, now often referred to as trembling hand perfectness. In 1970 his habilitation thesis was published as a book.In 1969, he accepted an offer of the Free University of Berlin, where he was a full professor of economics until 1972.In the twelve years heI spent at Bielefeld, he began a close cooperation with Werner Guth, who in some sense is one of his students. They worked on applications of the equilibrium selection theory by John Harsanyi and himself, long before it had reached a final form, but thee also did research on other problems like wage bargaining in the framework of a business cycle model.In 1984, he moved to the University of Bonn, where he was a Professor of Economics since then. He came back to Bielefeld for the time from October 1, 1987, to September 30, 1988, in order to act as the organizer of a research year on "game theory in the behavioral sciences" at the center for interdisciplinary research. The cooperation of an international group of participants with backgrounds in economics, biology, mathematics, political science, psychology, and philosophy finally resulted in four volumes on "game equilibrium models" published in 1991. He was born in July 21, 1963 in Moscow. In 1984 he graduated from State Order of Lenin Central Institute of Physical Education (SOLCIPE) on "Physical Culture and Sport", in 1995 - Russian Academy of Management on "Economics and Management". From 1984 to 1997 he is a teacher, a senior teacher, a senior lecturer, a head of department "Management and Economics of Physical Culture and Sport" of Russian State Academy of Physical Education SOLCIPE. From 1987 to 1991 he works as a teacher and as an assistant of a deputy chairman of State Committee of Sport of the USSR. He is awarded with medal "In Memory of 850 Years of Moscow". Moscow Regional State Institute of Physical Education got a status of academy in November 1994. Training of specialists in the academy is carried out on the basis of complete general and secondary professional education. About 25011 people study at the academy on full-time and correspondence modes of study, 700 of them have sports titles: Honored Master of Sport, Master of Sport of international class, Master of Sport, Candidate to Master of Sport. There are more than 600 winners and prize holders of Olympic Games, championships of the world and Europe among the academy' teachers, alumni and students. Doctoral and postgraduate studies are attached to the academy, as well as a faculty of upgrade training, a dissertation council. The teaching staff consists of 174 people- 106 of them have college decrees and titles, including: 22 doctors of science, the professors; four academicians and correspondent members of international and Russian academies.

Mr. Shaikhelislamov is the Minister of Education and Science of Tatarstan Republic. Shaikhelislamov Rais Falihovich was born on October, 24, 1951 in Tatar ASSR. He has graduated from the Elabug State Pedagogical Institute and the Kazan State University, on a specialty - the mathematics teacher and physics, the economist - manager. He is the Russian professor and the doctor of economic sciences, the candidate of pedagogical sciences (PhD). His labor activity began from the ending of Elabug State Pedagogical Institute by the teacher of high school in Naberezhnye Chelny. After service in army with 1976 for 1986 he was the Director of Shilnebashevsk School and the Director of Betykino high school of Tukaevsk area of Tatar ASSR With 1988 for 1992 after the ending of internal postgraduate study of the Kazan State Pedagogical Institute he worked as a teacher of Naberezhnochelninsk State Pedagogical Institute. In 1992-1997 he was the head of Department of Education of Administration of Naberezhnye Chelny. Since 1997 he was the director of Naberezhnochelninsk branch of the Kazan State University. Since August 2004 he is the Minister of Education and Science of Tatarstan Republic.

M.S. SHAIMIEV, PhD, Grand PhD, Full Prof. President of the Republic of Tatarstan SHAIMIEV Mintimer has earned the Degree of PhD, Grand PhD and Certificate of Full Professor from the WIDU. He was born on January 20, 1937, in the village of Anyakovo of the Aktanysh region in the family of peasants. The years of his childhood coincided with hard time of the World War II and the post-war years. He demonstrated the leader’s qualities already at that time. He was a class monitor during all school years. In 1954, he left school and entered the department of mechanization of the Kazan Institute of Agriculture. As a student, he was a combine operator in the Pavlodar region during the harvesting. After graduating from the Institute in 1959, he was first an engineer and then a chief engineer of the Muslyumovsk repair and service station. In the age of 25 he was appointed manager of the Menzelinsk regional branch of "Selkhoztekhnika". In 1967, he started administrative career first as an instructor and then as a deputy head of the department of agriculture of Tatar Oblast Committee of the CPSU. In 1969, Mintimer Shaimiev was appointed Minister of Irrigation and Water Resources of Tatarstan. It was the time of active irrigation works in the republic, expansion of culturally irrigated pastures and increase of a number of vegetable-growing farms with artificial irrigation. In 1983, M.Shaimiev became First Deputy Chairman of the Council of Ministers of the Tatar Autonomous Soviet Socialist Republic and later worked as the Secretary of Tatar Oblast Committee of the CPSU for two years. He met the period of deep changes in the society in 1985, being one of the republican leaders: from 1985 he worked as Chairman of the Council of Ministers of the Tatar Autonomous Soviet Socialist Republic and in 1989 - First Secretary of Tatarstan Oblast Committee of the CPSU. In 1990, M.Shaimiev was elected the Chairman of the Supreme Soviet of the Tatar Autonomous Soviet Socialist Republic. That was the turning point in relations with the Federal Center - the year when the Supreme Soviet adopted the Declaration on State Sovereignty of the Republic of Tatarstan. The new status of the republic called for creation of a new institute of Presidency. Thus, in 1991, Mintimer Shaimiev was elected first President of the Republic of Tatarstan as a result of free alternative elections.The multinational people of Tatarstan highly appreciated the efforts of the first President aimed at strengthening peace and unity in the republic and solving complicated socio-economic problems. He was re-elected President of the Republic of Tatarstan twice (on March 24, 1996 and March 25, 2001). For several years he participated in the activity of the Highest Attestation Commitee as the member of expert council. Eduard C. Shakhov is an acknowledged specialist in the field of information measurement systems. He is the author of over 300 scientific works, including monographs (one has been issued in Gemiany) and about 200 patents (5 patents in USA, Great Britain, Germany and others). His inventions have been used in 20 devices and systems put into mass production. He has proved the theorem on perfect reconstruction of a band-limited function by using integral samples; Kotelnikov's theorem appear to be a special case of the theorem with the averaging time tending to zero. Shakhov proposed a variety of novel methods for the weight function synthesis providing guaranteed dynamical performances of the integrating information transformers. He formulated one of the fundamental principles of a separate information retrieval with regard to parameters of the 2- and 3-component 2-pole circuits. E.C.Shakhov supervised 4 individuals received the Doctor of Science degrees and over 30 ones received Ph.D degree. Prof. Shakirova is the Rector of Tatar-American Regional Institute. Shakirova Dilyara Mansourovna was born on December 7, 1948, in city of Kazan. After finishing secondary school in 1966, she was entered the Chemistry Department of Kazan State University. After graduating from Kazan State University for MS in 1971, she was sent to work at Kazan Chemistry-Technology Institute. In 1973 she started internal post-graduate studies at the Chemistry Department of Kazan State University majoring in Chemistry of Solids. In 1978 she graduated for the degree of PhD. She worked as a junior research fellow of the Chair and conducted practical classes with students in Inorganic Chemistry. In 1978 she was appointed an assistant of the Inorganic Chemistry Chair of Kazan State University. In 1983 she was started working at a scientific-research institute of vocational training at the Academy of Pedagogical Sciences, first as a senior research fellow, then, having organized a laboratory for computer technologies of education, became the head of the laboratory. At the same time she taught at the Kazan State University and in 1985 was assigned the title of Associate Professor. Since 1992 she have been participating in organizing a new type of educational establishment with in the framework of the international project Russia - USA: modeling vocational educational establishments being an international coordinator. Since 1992 she was a pro-rector of Tatar-American Regional Institute, then, since 1996, have been its rector. In 1999 she was elected a Professor of the Pedagogy Chair, in 2004, the Head of the Pedagogy Chair of Tatar-American Regional Institute. Since 1998, she is a correspondent member of the International Academy of Social and Pedagogical Sciences. His works direct to a central perspective of XXI century: the creating of the Human's possibilities for decision of the complex practical applications of uncertain knowledge and making of the intelligence computer systems on these basis. He is founder of the theory of the fuzzy categories in Russian, theory of the rational recommendations in uncertain conditions, methodology of the exposure of uncertain knowledge from expert, principle of the Neuropsycholinguistics of variative rationalness. His theoretical and applied works have the social significance. Academician Shapiro introduced a new approach, named the neuropsycholinguistics for the organization of the "brain-like" computer processes of the understanding. He has very important results in the investigation of the neuropsycholinguistical aspects of the processing of imagery knowledge and exposure of the meaning on the brain's asymmetry mechanisms basis for example, the specifics of the left hemispherical and right hemispherical mechanisms for the realization of the concrete procedures of the step by step logical "combinatory and whole estimation of imagery knowledge, interpretation of the strong and mild associations, formation of the metaphors, determination of the likeness of the several subjects, interpretation of the expression of the faces and intonational characteristics of the speech. These results are used for the new stage of the neurocomputer technology - the heterogeneous neural networks. He works the methodological and applied aspects of the perspective technology of the virtual reality for the different applications: museums and learning systems. Academician Shapiro combined research work with his own education and study in various universities. His lectures in the different problems: mathematics and informatics for the uncertain problems, Human's specifics in the future systems of the control, computer linguistics and man-machine communications, technology of the virtual reality are wide known. He is author of the more 250 scientific publications (books, papers, patents). Professor Shekhter is a world famous scientist in the field of psycholinguistics, semantics and language philosophy. He was the first to work out the sense-emotive synthesis of speech-and-thought processes for speech generation, to give attention to the problem of speech and language as a factor of human existence and to solve the fundamental and applied aspects of speech activities. Professor Shekhter created a new scientific trend which gives a possibility to use the common method of studying and mastering a language as a human essence expressing irrespective of every concrete national language. In the field of philosophy there was suggested new research of sense-expressing processes regularities and their role in time manifestations of speech generation. In the field of psycholinguistics research there was determined a character of the irreversibility of human ontogenesis and its influence as a development factor of the speech intentional possibilities of human speech adaptation in dynamically developing reality conditions. In the field of semiotics there were developed some factors which determine the semantic connection of the meaning and the sense with the sense fields role analysis as the main characteristics of the structural restrictions in words and word combinations usage in the speech process, There were also developed the new principles of lingo-didactic foundations in the process of the cognitive speech development directed to solve the problems of communicative character. There was worked out and suggested a new form of teaching foreign languages, based on the priority of sense manifestations of speech conduct which combine in space and time continuum the speech and thought operations into mutually dependent process which acquire a unique form of speech-verbal thoughts. The theoretical and applied results of long time research were used by Professor Shekhter for determination of new form and approaches to teaching and mastering the languages of the world. It gives a possibility in a very short time to achieve considerable results, which are necessary for communication in the very complicated conditions of modem social life. With the Professor Shekhter's initiative there was created a Research School, known as Shekhter's School where over 2, 5 thousands teachers of foreign languages were prepared. They taught thousands people according to the Shekhter's method. The courses using this method which is called the sense-emotive Shekhter's method are conducted in more than 100 cities and towns of Russia, CIS, Baltic Republics, the USA, Germany and other European countries. Unlike the traditional and other methods Shekhter's School considers the speech and speech understanding to be the inner processes marked by speech generation and personal senses actualization. According to these principles, a person who studies the language, is regarded by Shekhter's School not as a pupil consuming knowledge as it is, but as a free personality who is able to make his own decisions and to take part in communication with the unpredictable changes in dynamic reality. Professor Shekhter attaches great significance to the development of the World Information Distributed University (WIDU), where he is a Professor. His plans are to develop specialized Schools for teaching foreign languages according to the sense-emotive method creating new scientific-organizing centers and daughter-firms of the net in the framework of the European Informatization Academy. It is meant to organize in the WIDU courses to train scientists and specialists on new methods for them to obtain MS and PhD diplomas. Among 250 Professor Shekhter's scientific papers there are 60 monographs in different languages of the world, lecture courses, conducted in many Universities of Russia, Bulgaria, Georgia, Latvia and others, reports at international symposiums on the problem of unconscious psychical in Varna, Tbilisi, reports at Russian and Republicans conferences on the problem of teaching foreign languages. Professor Shekhter took an active part in social and science organization work to propagandize progressive ideas of teaching and education psychology as a Deputy Chairman of the scientific-methodological Council on foreign languages of the Ministry of Higher Education of the Russian Federation. In the Central Department of Methods for teaching foreign languages which organized and headed by Professor Shekhter different new methods for teaching foreign languages were put under experiment. Under Professor Shekhter's supervision there were organized and conducted local city conferences and republican seminars. In the Foreign Literature Publishing House Professor Shekhter was the editor of several monographs including Professor 0. Moscalskaya's "Modem German Language", E. Pototskaya's French text-book for Foreign-languages Institutes and Universities and others. Professor Shekhter is the author of the text-books for studying French language for secondary and higher military schools, he is the author of the text-books for distant teaching French, and also of the series of the text-books for the sense-emotive teaching foreign languages - for 22 languages of the world-Professor Shekhter is the World War II Veteran, he is awarded numerous orders and medals, he is a corresponding-member of the 4 Academy of Humanities, Professor of Natalia Nesterova New University of Humanities, the founder and the Academic Adviser for Shekhter's School and since 2001 he is Professor and vice-president the WIDU. I,Shekhter was born on the 13th of March, 1918 in the Crimea, married. He has two sons. Yuri SKURATOV has received degree of the PhD in 1995 and degree of the Grand PhD in 1997 from the World Information Distributed University. He is the Full Professor of the WIDU. He was born on 3 July, 1952, in Ulan-Ude. In 1968 he entered into the Sverdlovsk Juridical Institute (SJI) and graduated from it for degree of MS with the distinction in the specialty "jurisprudence" in 1973. From 1974 through 1977 he learned in the graduate study at the SJI. From 1977 through 1989 he was an instructor, a docent, the chairman of department, the dean of judicial- prosecutor department of the SJI. In 1977 he graduated from the SJI for degree of the Candidate of Sciences (PhD). In 1987 he published the Russian doctoral thesis on the problems of local self-guidance. He became the youngest Russian doctor of juridical sciences in the USSR. Since 1989 he is invited to the work in the CC CPSU as the lecturer of the department of propaganda, consultant, and deputy of the department’s head on legislation initiatives and on lawful questions. Since 1991 he is the senior consultant on lawful questions of the leader of the inter-republican security service (MSB). From 1991 through 1993 he is the senior consultant of the minister of safety RF. In 1993 he is appointed as a director of- Scientific Research Institute, strengthening legality and law with the Attorney General's Office, and by the member of the board of the Public Prosecutor General's Office of the RF. On 24 October 1995 he is affirmed by Federation Council in the post of Public Prosecutor General of the RF. He was resigned from this post in 2000. He was registered TSIK as the presidential nominee RF. On 19 November, 2001, the people hural of the republic of Buryatiya selected Yuri Skuratov its representative in the Federation Council FS RF. This solution was immediately protested by attorney RB and it is abolished at the special session of the people hural on 28 November, 2001. Scientific problematic: questions of the constitutional legality, division of authorities, places and roles of Office of Public Prosecutor in a machinery of government of maintenance of legality and the law and order in the Russian state. He participated in work above the project of the Constitution of the Russian Federation, a bill about Office of Public Prosecutor, practically all bills of last 3-4 years in the field of criminal and a criminal - procedural right. He is a Cavalier of the World Order of Science,Education,Culture. Igor Smirnov was born on the 23-d of October, 1941, in Petropavlovsk-Kamchatsky in the family of officials. (His father- N.S. Smirnov- the honoured schoolteacher of Russia , the director of school and the head of City Board of Education in Zlatoust. His mother- Z.G. Smirnova (maiden name – Chelpanova ) was born in Satka, worked in the mass media as the editor of the factory newspaper “ The builder “, she was also the director of Young Pioneers’ Palace). After leaving vocational school Igor Smirnov worked at the metallurgical plant in Zlatoust. From 1959 till 1987 he toiled at the electro machine-building factory in Novaya Kahovka. He worked as a welder, a planer, a grinder, a turner, the head of the blacksmith’s department, the head of electric motors department, the deputy chief engineer in technical re-equipment and inculcation of new techniques; the deputy director of production. In 1974 he graduated from the machine-building institute in Zaporozhye without giving up his work. Igor Smirnov has been living in Tiraspol since November, 1987. From 1987 till 1990 he was the director of the electro machine-building plant “ Electromash”. From August till September, 1989 Igor Smirnov participated actively in the political strike against coming nationalism in Moldavia. In February, 1990 he was elected deputy of Soviet of People’ Deputies of Tiraspol and deputy of MSSR (Moldavian Soviet Socialist Republic). Together with the group of People’s Deputies from Pridnestrovie he tried to prevent the conversion of Moldavia into mononational state, using parliamentary methods. He left the Moldavian parliament to signify his protest against ignoring of pridnestrovian people’s opinion. In April, 1990, Igor Smirnov was elected Chairman of Soviet of People’s Deputies of Tiraspol and led the actions for protection of human and civil rights, for consolidation of pridnestrovian people in their aspiration for free life in their own land. In June of the same year Igor Smirnov was elected Chairman of the Coordinating Council of economic and social development of the region. Then he was elected Chairman of the Provisional Supreme Soviet of the pridnestrovian republic at the second congress of people’s deputies where the formation of the Pridnestrovian Moldavian republic was proclaimed. After elections to the Supreme Soviet of the Pridnestrovian republic he became its Chairman and later-Chairman of the republic. In 1991, 1996, 2000, three times, Igor Smirnov was elected the President of the Pridnestrovian Moldavian republic by pridnestrovian people. In December, 2001, 62,9 per cent of the total number of population, eligible to vote, took part in elections; the majority (81,8 per cent) voted for Igor Smirnov. It shows that pridnestrovian people have much confidence in their president. Being the Supreme Commander-in-Chief of the pridnestrovian army he headed the defence of Pridnestrovie during the act of open aggression of the Republic of Moldova which caused numerous victims. Igor Smirnov is Doctor of economics(eqv.Grand PhD), the Professor and Academician of the International Academy of Informatization, the Member of the Ukrainian Academy of economic cybernetics. He was awarded the Cross of the first degree “For service to the Fatherland” by the Russian Academy of Natural Science. Igor Smirnov has some published works. He is the author of the book which is called “To live in our land”. It gained the international literary prize named after Sholohov in 2001. Igor Smirnov gained government awards of the USSR, the highest rewards of the Pridnestrovian Moldavian republic- “The Order of the Republic”, “The Order of personal courage”. Ivan SOFRONOV graduated from the World Information Distributed University for degrees of PhD and Grand PhD in 2005. He is the Full Professor of the WIDU. He was born on September 01, 1929 at Nizhne-Nikolaevo settlement, Blagoveshchensky region, BASSR in a worker's family. From 1930 till 1947, he had been living with his parents in the city of Ufa, where he graduated from secondary school. In 1947 he entered the Department of Mathematics and Mechanics of Moscow State University. On graduation from the University in 1952, he continued studying as a post-graduate student till 1955 and then was assigned to VNIIEF. In 1955-1962 he was a senior scientist and then a head of department at VNIIEF. In 1962-1966 he was a senior scientist at Institute for Applied Mathematics of the USSR Academy of Sciences. In 1966-2001 he was a Head of Division of Mathematics at the Russian Federal Nuclear Center- All-Russian Research Institute of Experimental Physics. From 1993 till present time he has been being a Deputy Science Leader of the Russian Federal Nuclear Center- All-Russian Research Institute of Experimental Physics. In 1970 he received a Doctor's degree in physics and mathematics and in 1980 he was given an academic status of Professor. At the USSR IAM and at RFNC-VNIIEF he was engaged in development of numerical methods and codes for solving mathematical problems and also carried out theoretical studies in the area of computational mathematics, several papers were published in periodicals. The total number of his scientific publications exceeds 250. He participated in the development of techniques for solving 2D time-dependent hydrodynamics problems, the very first in our country. He has publications on the techniques for solving 2D time-dependent problems using an irregular grid. Currently, there are several codes for solving time-dependent problems of hydrodynamics, heat transfer, neutron distribution, etc. using irregular grids. These codes are extensively used at his Institute. The first 3D techniques and codes were created under his leadership. 3D computations allowed his institute to create products of a higher quality, as compared to that calculated using 2D techniques. He participated in efforts and headed works on creation of high-performance computer systems. The most recent of these developments can compete in performance with the most powerful machines created in Russia. All the machines developed have sufficient software. He headed works on creation of a multiprocessor computer system comparable in its performance with modern powerful foreign systems. In 1979 and in 1994 he was the State Prize winner and was awarded by the Order of Lenin, the Order of October Revolution, the Badge of Honor, the Order of Honor and medals; in 1955 he became "the Honored Worker of Science and Engineering" of the Russian Federation, in 1999 he was decorated with a badge "Veteran of Atomic Power Engineering and Industry». He is a "Freeman of the city of Sarov". Beginning from 1991 he has been heading the department of applied mathematics at Sarov Physics and Engineering Institute of Moscow State Physics and Engineering Institute (Technical University). In 1998 VNIIEF's School of Mathematics headed by him was named among the leading scientific schools in Russia. He is married to Berezkina Elvira Ivanovna, now she is a retirement pensioner. His daughter, Sofronova Olga Ivanovna is a scientist of the RAS Institute of Applied Mathematics named after M.V.Keldysh.

Light-valve devices with the greater screen, let out serially, are applied in control centers of space flights, on command items and in structure of aviation and space simulators. These devices find wide application at carrying out of mass entertainment actions in sports and concert halls, at carrying out of symposiums, conferences and congresses. The further researches of electron-optical modulators of light were spent by Sudravskij D.D. in a direction of increase of their light efficiency, improvement frequency-contrast and "scale" of characteristics, increases of operational parameters and reliability of television devices with greater screens. This complex of the executed researches has been issued in the form of the dissertation on competition of a scientific degree of Dr.Sci.Tech. which has been protected in 1997 and Sudravski D.D. was awarded a scientific degree of Dr.Sci.Tech. Sudravski D.D spends greater educational and teaching work, constantly supervising and advising students engaged on degree thesis. For a number of years being chairman of section " TV ĶŅĪ ŠEŃ of A.S.Popov ", actively participating in the organization of an exchange by scientific and technical achievements between experts of area of TV. Professor is an outstanding scientist in the area of systems engineering and information processing, the organizer and chief of one of the directions of works in the field of designing of large information systems of ground, air and space basing. The proceedings of the PhD and Grand PhD Suhanov arc assumed as a basis of creation of facilities and control units of systems of strategic destination, optimization of their structure and composition, estimation of the efficiency and potential possibilities in various conditions of operation. The basic scientific results of Sergey Suhanov are reflected in his proceedings "Stable methods of information processing in stochastic systems of real time" (1992), "Integrated information and managing systems" (1998). Sergey Suhanov has developed the theory of synthesis of algorithms of information processing, being effective, stable in the conditions of statistical uncertainly of the errors of measurements, constructed on the basis of integration of active and passive measuring facilities. On the basis of the developed theory he created and applied to practice quasi-optimum steady algorithms of information processing in real time scale, and simple effective analytical methods of calculation of precision characteristics of different types of measuring facilities in various conditions of their operation. The results of these works were reflected in his scientific work "Methods of synthesis of algorithms of processing and calculation of precision characteristics of information facilities of distant detection" (1983). An important and productive direction of his activity was solution of the problems of detection and cataloguing of space vehicles in near-earth space. The results of these works are reflected in the monograph "Stable methods of estimation of orbits of space vehicles in conditions of limited cycle of measurements" (1989), Sergey Suhanov gave a lot of attention to research of methodology and development of the algorithms of information interaction of large measuring systems and creation of program-and-algorithmic maintenance of the control units of these systems. The most part of scientific results received on these directions, was introduced into practice. For the last years the basic scientific interests and practical activity of Sergey Suhanov are connected to a scientific substantiation of the concept of creation of the integrated information and managing systems of open architecture and practice of creation of such systems. Sergey Suhanov is the author of more than 300 proceedings, including monographs, books, articles and reports at the Russian conferences and seminars, algorithms and programs of information facilities and control units of large information systems. The research activity of the professor Suhanov is connected to the University of Economy of Industrial Radio Electronics and Instrument Making, University of information-and-managing systems and World Information Distributed University of the European Academy of Information. He is the vice-president and scientific secretary of University of information-and-managing systems, full professor of the University of Economy of Industrial Radio Electronics and Instrument Making.
