Alexander PAKHOMOV has graduated from the World Information Distributed University for degree of PhD and degree of Grand PhD. He is the Full Professor of the WIDU. He was born in 1960. He is the Academician of K.E.Tsiolkovsky's Space Academy of the Russian Federation. A. Pakhomov is the Dean of technical faculty "Computer Science and Information Technologies" at Podolsk Institute of the Moscow State Open University. A.Pakhomov has graduated from the Moscow Engineering Physics Institute (MS in specialty "Physics of a solid body") in 1983. A.Pakhomov has finished postgraduate education at the Moscow State Open University (PhD in specialty "Mechanics of a deformable solid body". The experience of his scientific work is 20 years. Results of A.Pakhomov scientific researches were repeatedly reported at the international scientific conferences and congresses. About 100 scientific papers and methodical manuals are published by him. Many results of his scientific researches were applied in aerospace techniques. A.Pakhomov was awarded with K.E.Tsiolkovsky's medal of the Russian Space Federation. After the institute he worked at the Lebedev's Physics Institute. A.Pakhomov investigated questions of laser radiation interaction with substance, participated in researches connected to creation of powerful gas lasers. A.Pakhomov researched properties of radiation modification polymer materials at the All-Union Research and Design Institute of Cable Industry. He constructed cables and electro assembly products for aerospace techniques, technical equipment, and atomic power stations. A.Pakhomovs further scientific activity is connected to questions of investigating thermo elastic and residual stresses. He makes serious scientific researches. Some scientific monographs were written by results of his researches. These books deals with problems of machine parts durability are considered by means of modeling and natural experiments, and also questions of design elements durability from a glass and ceramics. His scientific achievements are applied in many branches of industry (mechanical engineering, electronics, the space industry, nuclear power stations). A.Pakhomov is engaged in pedagogical activity of 17 years. He lectured the Common Physics, "The Concepts of Modem Natural Sciences". Now he reads courses of lectures of information technologies applications in various spheres (technical measuring, economy, legal activity). Oleg PETROV has graduated from the World Information Distributed University for the degrees of PhD and Grand PhD. He is the Full Professor of the WIDU. Petrov Oleg was born in 1932. He is the Chair faculty of automated processing of the information and management at MAGPI. Professor Petrov is the known scientist to one of authors of a new scientific direction in the field of the automated processing the information and management in complex technical systems. Under his scientific manual the system of the automated processing of the information for static adaptation and management of functioning of system of antimissile defense of Moscow has been developed, which has allowed in 5 - 10 times to increase service life of the equipment of special assignment and to receive economy more than 10 million rubles one year during operation of system. Scientific result was the complex branch and state standards. Six pupils of him have successfully defended PhD's theses on this scientific direction. Under a manual and at Petrov's direct participation the complex of works on creation and introduction of branch automated control system of Ministry of High Schools and also programs of automation of scientific researches of the HIGH SCHOOLS introduced into scientific researches, the enterprises of various branches of a national economy and the Academy of Sciences of the USSR is carried out. Now under Petrov's management the contract about creative cooperation with the higher school of the Ministry of Internal Affairs of Voronezh is successfully completed. Professor Petrov has created the scientific school. He is the initiator of training of highly skilled experts in the field of the automated processing in the information and management. He is the vice-president of educational methodical Council of the Ministry of Education on the given specialty (22.02.0Ñ). In 1982 he has based and has headed new faculty " the Automated processing of the information and management ". The professor Petrov trained more than 300 young experts in the field of the software of the personal computers extremely necessary in all branches of a science, technical equipment and manufacture. He develops curricula and programs for training young experts on the given specialty. Professor Petrov O.M. actively works on education and training of the scientific staff of the top skills. Within the framework of the scientific direction, under his scientific manual 23 Candidate of Sciences are supervised and 2 Doctorates are consulted. Professor Petrov O.M. is a member of two Dissertational councils, the vice-president of Head council of the Ministry of Education on "Computer science", a member of presidium of Board Russian societies of "Knowledge". Professor Petrov has more than 100 publications, including 3 inventions, 18 standards, the co-author of 3 monographs: Automation of management by the Higher school; the Basic results of works under complex program of the USSR and the RSFSR; Automation of scientific researches; Logic methods in automation of training. HE Prof. Dr. Vladimir Petrovsky (United Nations) A Russian national, he is a distinguished international diplomat and a trouble shooter who regularly represents the Secretary-General at a number of summit and ministerial meetings. He is also Secretary-General of the Conference on Disarmament and Personal Representative of the Secretary-General to the Conference. In parallel with his diplomatic career, Mr. Petrovsky is an eminent academic and author of several publications and books on international relations. He holds a Doctorate in History and is a member of the Boards of various Russian and international institutions. Born in 1933 in Volgograd, Russia, he is married and has one daughter. After an extraordinarily rich career as a diplomat, Mr. Petrovsky entered the United Nations in 1992, when he was appointed Under-Secretary-General for political affairs at the UN headquarters in New York. He was a key architect of the UN's "Agenda for Peace" in 1992 and chaired the Task Force that prepared it. He was sent as a special envoy of the Secretary-General to Libya in 1992 to seek its cooperation for the implementation of Security Council resolutions. He also headed a fact-finding mission to Libya in 1997 to investigate the effect of sanctions on that country. A career diplomat, he joined the Soviet diplomatic serve in 1957 and worked at the Soviet Permanent Mission to the UN until 1961. From 1964 to 1971, he was assigned to the UN secretariat in New York, after a three-year stint at the Soviet Foreign Ministry. Between 1971 and 1979, he held senior positions in Foreign Policy Planning dealing with Soviet American relations. He took part in preparation of the Helsinki Final Act and the Final Document of the First Special Session on Disarmament. He was promoted to Ambassador, Extraordinary and Plenipotentiary, in 1979 and became Deputy Foreign Minister in 1986. As First Deputy Foreign Minister after 1991, Mr. Petrovsky led the Soviet delegation to many conferences and sessions of the General Assembly. In 1991, he was also Executive Secretary of the Moscow Meeting of the Conference on Human Dimensions of the Conference on Security and Cooperation in Europe. Sergei PETOUKHOV has graduated from the World Information Distributed University in 2004. He has degrees of the PhD and Grand PhD and certificate of Full Professor of the WIDU. Prof. Sergei V. Petoukhov is an outstanding scientist in the fields of mathematical and theoretical biology, bioinformatics, biophysics, theory of symmetry, physics of crystals. He created new scientific directions in bioinformatics (matrix representation of the genetic code system and its evolutionary rules); in a theory of biological self-organization (the beginnings of soliton biology on the basis of discovering of solitons in supra-molecular physiological systems at different branches of biological evolution); in biological morphogenesis (non-euclidean symmetries in biological organisms). He published more than 140 scientific papers, including four monographs (in Russian): 1) S.V. Petoukhov "Biomechanics, Bionics and Symmetry", Moscow, Nauka, 1981. 2) S.V. Petoukhov has graduated the Moscow Physical-Technical Institute, Department of physics of living systems in 1973. From that time, he works in the Russian Academy of Sciences (RAN). Now he is Chief scientist in the Department of biomechanics of the Mechanical Engineering Research Institute of RAN (Moscow). Simultaneously, he is director of the Department of biophysics in "Scientific-Technical Center of Information Technologies and Systems (INTES)" and he is chairman of the scientific-technical board there. The academician Sergei V. Petoukhov is the laureate of the State prize of the USSR. He is the vice-president of the National academy of intellectual and social technologies and also the academician of the Academy of quality problems (Russia). His scientific results received a personal recognition in an international scientific community. He is chairman of the International advisory board of "International Symmetry Association (ISA)" (its headquarters is at Budapest, Hungary, http://us.geocities.com/symmetrion/ ). He is a main executor of the theme "Non-linear models and symmetrological analysis in biomechanics, bioinformatics and a theory of self-organizing systems" in the long-term Program of scientific collaboration between Russian and Hungarian Academies of Sciences. S.V.Petoukhov is a member of editorial boards of the international journals "Journal of Biological Systems" (World Scientific, New Jersey/London/Singapore/Beijing/ ) and "Symmetry: Culture and Science" (ISF, published in Hungary). He was a guest editor of "Symmetry in genetic information" (special double issue of the journal "Symmetry: Culture and Science", Budapest: International Symmetry Foundation, 2001); co-editor of the Proceedings of "The International Conference on Bioinformatics and its Applications-2004" (December, 16-19, 2004, Florida, USA) and of the special issue of the "Journal of Biological Systems" with keynote lectures from this Conference, etc. His father Valentin I. Petoukhov was a diplomat from the Ministry of Foreign Affairs of the USSR. He was an author of the book on the history of diplomacy. Also he was a specialist in oriental culture. An interest in oriental culture was transmitted from the father to the son. In this connection, one of the main direction of the scientific papers by the academician Sergei V. Petoukhov is an approach between East and West medical-biological sciences. In particular, he investigates parallelisms between structures of genetic code and the symbol system of the Ancient Chinese "The Book of Changes", which underlies many branches of East medicine: acupuncture, pulse diagnostics of Tibetan medicine, etc. The academician Sergei V. Petoukhov is one of the organizers of a few All-Russian conferences on a studying of the symbol system of "The Book of Changes". He was born in 1946 in Moscow. He is married and has two daughters. Alexander PIVOVARCHIK has graduated from the World Information Distributed University for the degrees of PhD and Grand PhD; He is The Full Professor of the WIDU. Pivovarchik Alexander is the professor, the Russian Doctor of Sciences, the full member of the Russian academy of astronautics on name K.E.Tsiolkovsky, the full member of the Russian academy of problems of safety, defense and the law and order, the full member of academy creative sciences and doctrines. The basic directions of scientific activity: space ballistics, deformation of a firm body, optimization of managerial processes. Pivovarchik A.A. was born in 1937 in the Minsk region. In 1960 he graduated from the Byelorussian State University on specialty mathematics (MS). In 1969 he has defended the PhD's thesis in which the basic opportunity of creation of the one-stage flying device for the first time has been proved, capable to accelerate momentum, necessary for its exit into an orbit of an artificial satellite. Such device represents the aerospace plane with the rocket - direct-flow engine. In 1972 the academic status of the senior lecturer on faculty of higher mathematics, and in 1999 an academic status of the professor on the same faculty is given to him. In 2002 on a theme Optimization of managerial processes he awarded the degree of grand doctor of philosophy. The same year to him the academic status of the full professor is given. Prof. Pivovarchik took part in the scientific development connected to flights of the first cosmonauts and the first objects of a series "Space", and also in operative works on maintenance of these flights. He was engaged in scientific researches on use of nuclear rocket engines and their various updating on space vehicles. He participated in the scientific works connected to drawing of a micro wire. He is the author over 110 scientific works, among which one monograph. Now Prof. Pivovarchik is the managing faculty of higher mathematics of Podolsk Institute. He is the author of the textbook Mathematical programming and many other educational and educational-methodical manuals for students. He is awarded with Federation of astronautics of the Russian Federation medals of a name: Tsiolkovsky, Kondratyuk, Keldysh, Queen, Gagarin, Barmin, and also a medal the Veteran of astronautics. The honors pupil of the higher school has the state awards. For successful performance of the governmental tasks on space subjects he was repeatedly encouraged with premiums and gratitude various departments of the USSR and RF. Dmitry POLIKANOV has graduated from the World Information Distributed University for the Degrees of PhD and Grand PhD. He is the Full Professor of the WIDU. Prof. Polikanov is one of the leading experts on international security and African studies. He was born in Moscow on December 28, 1975. In 1998 he graduated from the Moscow State Institute of International Relations (MGIMO) of the Russian Ministry of Foreign Affairs. He possesses honors university degree in international relations, m 1999 he defended his Ph.D. (Political Science) thesis at the MGIMO with the qualification "Political Problems of International Systems and Global Development". In 2000 he was awarded the degree of Grand Ph.D. (Political Science) and the title of Full Professor by the World Distributed University of the European Informatization Academy. At present, Prof. Polikanov is Senior Research Associate in the Institute for African Studies of the Russian Academy of Sciences and Research Associate and Editor (in 2000 - Deputy Director) of the PIR Center for Policy Studies in Russia. Prof. Polikanov is author of many publications on conflict management, peacekeeping, arms control, international relations and foreign policy (in Russian and in foreign languages). His most prominent book is "Conflicts in Africa and Conflict Settlement Activities of International Organizations" (1998), which summarizes the advantages and shortcomings of existing mechanisms for conflict prevention, settlement and resolution and gives a number of policy recommendations to enhance their capabilities. In his chapter "Evolution of the Russian Peacekeeping under President Putin" published in the anthology of Russian peacekeeping (UK, 2001) he provides a complex and critical assessment of Russia's policy and efforts in this area at the current stage. Significant role in his studies is attributed to global problems, such as HIV/AIDS epidemic (monograph "AIDS in Sub-Saharan Africa (Is This the Future of Russia?)", 2000); progress in information and communication technologies and digital divide (editor of the English version of "Information Challenges to National and International Security", 2001; co-author of the book "Internet in Africa: Parallel Realities" to be published in 2001, etc.); disarmament (articles "The Future of the Pelindaba Treaty", 2000; "Illicit Arms Trafficking in Africa and the Ways to Curb It", 2000, etc.). In Western academic community Prof. Polikanov is also known as an expert on European security and Russian foreign policy, participant of many international conferences and guest speaker at the NATO Staff Officers Orientation Course at the NATO School (SHAPE) in Oberammergau (Germany) and some other military colleges. Academic activities Of Prof. Polikanov have been marked with rewards and diplomas. In 2001 he won the John Smith Fellowship organized by the John Smith Memorial Trust, the British Council and the UK Department for International Development. He is a member of the MGIMO Alumni Associations, the British Council Alumni Club, and the Haiki Seminar Alumni Network. Prof. Polikanov is particularly interested in foreign languages (he speaks fluent English, French, Spanish and Swahili, studies German. His contribution to linguistics was the unique Russian-Swahili dictionary (20,000 words) published in 1997 for the first time in the last 35 years. His interest in history enabled him to contribute an article on Mongol Empire to the Encyclopedia of Historians and Historical Writing published in the UK. Besides, his hobby is fiction and poetry. Leonid POLKOVSKY has graduated from the World Information Distributed University for the Degrees of PhD and Grand PhD. He is the Full Professor of the WIDU. Professor Polkovsky is the known Russian scientist in the field of the newest information technologies on processing the financial, accounting and statistical information. His works have served as the beginning of automation of systems of economic management agro industrial complexes in scale of the countries of the East Europe. L.Polkovsky has graduated from the Moscow Agricultural Academy on name K.A.Timirjazev on a specialty the scientific bookkeeper - the economist (MS).He graduated for degree of PhD from the Moscow Economic - Statistical Institute. He received the Russian doctor's degree from the Moscow State University on name M. Lomonosov. The name of his thesis was: « Methodology and practice of automation of book keeping on the basis of personal COMPUTERS. » The general experience of his practical and scientifically - pedagogical activity is more than 40 years. He worked as the chief accountant of the enterprises, the deputy director large design an institute of technology, managing faculty of the cybernetics, managing faculty of book keeping of the Russian State Agrarian University. In 1990 he has finished institute of improvement of professional skill at the Moscow academy of foreign trade on a specialty "Foreign economic relations". Since 1998 he is managing faculty of book keeping, the analysis and audit "MATI" - the Russian State Technological University on name K.E.Tsiolkovsky, the President of the International accounting university, the General director of auditor firm . He published more than 190 proceedings: monographs, textbooks, manuals, articles in conducting educational-economic editions. Professor Polkovsky is the Honor statistic man, has 5 medals for practical introduction of scientific development. He is a member of the Academic council, a member of Council on conferring of the Candidate degrees in « MATI » a member of Council} on conferring of doctor's and candidate degrees on a specialty - book keeping, statistics in the Russian Economic Academy on name Plexanov. He is the Supervisor of 25 post-graduate students and competitors. He is a member of Russian Institute of professional bookkeepers of Russia. For the first time in "MATI" he has introduced the specialty - book keeping, the analysis and the control of foreign trade activities over form EXTERN, and also preparation of bachelors of economy of students from Bulgaria under the remote form of training. Polunin Vyacheslav Mikhailovich has been earned the degree of PhD, the degree of Grand PhD and the Full Professor of the WIDU. He has been working at the Physics Department of the Kursk State Technical University (KSTU) for 30 years: as a senior lecturer, reader, and from 1981 he is heading the physics department. During all these years he is carrying out active scientific-teaching work, has 177 scientific publications in Russian national science journals and, in many European countries; he has got 3 author's certificates, 35 text books and appliances. He participated in 37 scientific international, national and regional congresses and conferences. He has prepared for publishing two monographs: "Physical Basics of Measurements" and "Acoustic Effects in Magnetic Liquids". In 1971 after graduating from the post-graduate courses at the Physics Department of the Leningrad State University he submitted his Ph.D. thesis "The Examination of Ultrasound Velocity and absorption in viscous Liquids at High Pressure". The results obtained permitted to establish physical mechanisms of structural rearrangements determining the peculiarities of the balanced and non-balanced processes in viscous liquids when ultrasound megacycle range waves under the static pressure up to 1000 atmospheres. In 1990 Vyacheslav Mikhailovich submitted his Grand Ph.D. thesis "Acoustic Effects in non-electricconductive magnetic liquids" at the Physics Department of the Leningrad University. In his thesis for the first time in the USSR and in the world science there were carried out systematic studies of the acoustic properties of magnetic colloids. At was for the first time predicted theoretically and found experimentally the acoustomagnetic effect in magnetic liquid. The physical nature of elastic and dissipative properties of liquid magnetizing media, the mechanism of electromagnetic excitation of ultrasound oscillations in them. Later Polunin V.M. together with his co-workers has developed and implemented quite a new method of experimental study of oscillation mode in the cylindrical shelf-liquid system, which permitted to analyse numerous theoretical works in the given field both in this country and abroad. Special attention is paid to the study of low frequency oscillations of the system with magnetoliquid inertviscous element, subspringed by the isolated gas cavity and pondomotor type elasticity. The results of the experimental-theoretical studies performed by the Grand Ph.D., professor Polunin V.M. were employed when developing deep hydroacoustic communication devices used for academic needs when studying "Oscillations an Waves" sections in Physics. This was a substantial contribution to the development of ultraacoustic quality control methods of polarizing liquid media, they also initiated the work to raise the vibration resistance of magneto-liquid sealants. The discovery of magneto-liquid membrane phenomenon and the examination of its properties potentially could be used in radiophysics and electro-acoustics for generation of modulated acousto-electromagnetic pulse, in chemical, physico-biological and pharmaceutical technological based on dosed gas supply to the reactor when developing effective means of seismic activity indication. Professor Polunin V.M. is the founder of a scientific school "Acoustoelectromagnetic Phenomena in Liquid Polarizing Media", he is President of the Regional branch of the Russian Acoustic Society, uniting the physicists of the Kursk universities. He is guiding Physics Department students in the "Condensed State Physics" field, he it member of two Ph.D. Boards. He has trained 7 Ph.D. holders in physics and mathematics. Now he continues supervising post-graduates having three Ph.D. students.
Pavel Romanovich POPOVICH

Pavel Romanovich Popovich, born October 5, 1930 in Uzin was a Cosmonaut who commanded two space flights, Vostok 4 and Soyuz 14. He was the first Ukrainian cosmonaut. In 1960, he was selected as one of a group of twenty air force pilots that would train as the first cosmonauts. He was originally selected to command the Soyuz 2 mission, but following the accident that killed Vladimir Komarov, that mission was launched without a crew. He retired from the space programme in 1982.
