Professor LAZAREV has earned the Degrees of PhD, Grand PhD and Certificate of Full Professor from the World Information Distributed University in 2004. He studied at the Kursk state medical institute from 1978 to 1984. During the whole period of training he successfully combined good and excellent studies with active social work. From 1980 to 1989 A.I. Lazarev was the head of the institute and regional staffs of students building brigades that were not for once recognized as winners of students brigades competition. The activities of A.I. Lazarev in organizing students building brigades have been estimated by an honorable state reward – he has been awarded the order “Znak Potchyota”. In 1983 A.I. Lazarev was elected chairman of the KSMI students trade union. His activities facilitated the growth of students self-governing authority and contributed to the elevation of the role and significance of elected youth organizations. During the period from September 1984 to July 1986 A. I. Lazarev was taking a clinical training course at the Department of ENT-diseases of KSMI. Since 1986 he has been working at the department of ENT-diseases – first holding the post of a teacher, since 1992- that of an associate professor and since 1998- as a professor of the department. As a doctor A. I. Lazarev has been confirmed the highest category, he is expert in the wide range of modern diagnostic techniques and methods of treatment. He regularly renders consultative aid to the doctors of EVT department of the regional clinical hospital and curative-prophylactic institutions of Kursk. In 1986 A. I. Lazarev was elected the leader of the KSMU trade union. In 1993 A. I. Lazarev was elected the dean of the department of medical psychology and nursing. In 1999 A. I. Lazarev was appointed Vice-Rector in charge of the educational process of the Kursk state medical university. April 14, 2004 Pr. Linkov is working at the problem of information resources integration. The proceedings of Ph.D. and Grand Ph.D. Vladimir V. Litvinov became a basis of creation of original concepts and models of reforming of defense enterprises, modern forms of economic management of creation of large information systems of ground and space basing, and reflected in his monographs "Organization and management of enterprises of defense-industrial complex in conditions of economy in transition period" (1999) and "Strategy of organization of management by enterprises, developing large information-and-technical systems in conditions of economy in changeover period" (2001).The academician Vladimir V. Lilvinov has developed theoretical basis of organization and management of defense-industrial complex in the transitive period. Theoretical and methodological researches of particular features of formation of effective structures of management of economy, systematization of researches on re-structuring and reforming of defense potential of the country and its defense industrial complex became a basis of construction of the problem-oriented systems providing information for activity of the chiefs of the highest level in management of defense industrial manufacture. The results of these researches are published in the monograph of the academician V.V. Litvinov "Re-structuring and reforming of defense industrial complex" (1998).In the early scientific researches the doctor of philosophy Vladimir V. Litvinov solved the problems of increase of battle efficiency of armament and military equipment together with teaching activity. He participated in development of the methodology and methods of estimation the efficiency and battle potential of armament, made for fighting with various classes of missiles and other flying objects. The results of researches on management by forces and facilities of antiaircraft defense, and by large operative formations at the theatre of war are reflected in his monograph "Particular features of management of forces and facilities of antiaircraft defense at the stage of transferring large operative formations to the maximum degrees of alertness" (1978). Vladimir V. Litvinov gives a lot of time to self-education- lie has scientific degrees of M.S. in military sciences (Kiev High artillery engineering school, academy of General staff of the Armed forces), doctor of philosophy in military sciences and economy, grand doctor of philosophy in economy and information systems, doctor of economic sciences (eqv.Grand PhD), professor. The scientific-pedagogical activity of the professor Vladimir V. Litvinov is joined to the University of economics of industrial radio electronics and instrument making, the University of information-and-managing systems and World Information Distributed University of the European Academy of Informatization. Professor Lloyd is prominent academic researcher for the cause of constructing curricula of the disciplines of Applied Science, Technical Education and Industrial Management and has 27 years experience in Teaching and Educational Administration. His biography has been documented among top 10 personalities of Pakistan in a widely published book in Pakistan, where he was awarded a gold medal as Best Scholar of Minorities of Pakistan by an NGO. In 1982 elected rector of Penza Polytechnic Institute, since 1988 - chair of the department «Information and Measuring Technology».In 1999 assigned adviser of rector of Penza State Technical University. Acknowledged specialist in information and measuring systems, thesis adviser. Author of more than 250 scientific works, including 5 monographs, 10 manuals, 200 articles, 78 patents. Professor Lubimov is Vice-President of the World Information Distributed University (WIDU), Director of the University of Complex Systems of Safety and Engineering Maintenance. University has departments in Germany, Ukraine, Poland, USA, Uzbekistan and Finland. Since 1990 he is a leader of the International Association "Systemservice" in sphere of apparatus engineering, automated means, operating systems, informatization, communication and complex systems of safety; since 1999 he is leading National Association "Complex Systems of Safety of Business Administration", which include more than 500 leading engineering manufactures, science and project institutes, assembly and service firms from Russia, Germany, Italy, USA, Japan, China, Poland, countries of Baltic region, Kazakhstan, Ukraine, Uzbekistan and other states and republics. Moreover he is a Chairman of Technical Committee on. Standardizing ?439 "Automated -Means and Operating Systems” of the State Committee Standardizing of R.F. and Chairman of Work Group of Apparatus Engineering, Automated Means and Operating Systems of the International World Organization of Economic and Science-Technical Cooperation "Interelectro" with 40 countries. Since 1961 till 1990 he worked in Ministry of Apparatus Engineering, Automated Means and Operating Systems USSR» including work in Ministry of Science at position of the Chief of Department and Vice-Chief of "Glavspetsautomatika" and "Glavsystemprom" since 1977 till 1990. He is the Prize Winner of the Council of Ministers of the USSR, the Bearer of the World Order "SCIENCE. EDUCATION. CULTURE.", the Honorary Worker of the Housing Economy of Russia. Mayor LUZHKOV has earned the Degree of PhD, Grand PhD and Certificate of Full Professor from the WIDU. Yuri Luzhkov has been the mayor of Moscow since 1992 and is claimed to wield unprecedented power over the capital city's government. He was born Sep 21, 1936 in Moscow and was educated at the Gubkin Institute of Oil and Gas. He was a researcher at the Research Institute of Plastic Materials during 1958-64 and as an agrochemist headed the Ministry of Chemical Industry from 1964 to 1987. He joined the Moscow city council as a deputy chairperson in 1987, rising to head chair in 1990 and to the position of vice mayor from 1991 to 1992, when he became the mayor and head of city government. Luzhkov, the son of a carpenter, is a barrel-chested nonsmoking teetotaler. A brash politician informally referred to as the "czar" of Moscow, Luzhkov has widespread contacts with leading bankers, media moguls, and business executives in Moscow and is involved in virtually all big-dollar city contracts, approvals for which usually entail bribes and kickbacks. Luzhkov is a popular mayor with a proven talent for getting things done. He has filled potholes, restored buildings and churches, and is an effective administrator. He has committed $300 million of the city's depleted coffers to the restoration of a cathedral. He supported Yeltsin during the August 1991 communist coup attempt and during the 1993 uprising at the Russian White House, after which a grateful Yeltsin granted him broad powers outside of federal control that exempted Moscow city from Russia's privatization program. In mid-1995 Luzhkov was involved in a power struggle with the equally secretive Yeltsin over control of Moscow city government. Yeltsin had peremptorily fired the city prosecutor and chief of police after the gangland killing of a leading newscaster and television executive, Vladislav Listyev, and Luzhkov angrily refused to approve their dismissals, at one point threatening to resign as mayor. He was overwhelmingly reelected mayor in June 1996 elections. And in 1999, he was elected the Mayor of Moscow. In December, 2003 he is again selected the Mayor of Moscow. Lvov (b. 1930), academician of RAS, academician-secretary of Economic Department of RAS; specialist in the field of capital investments and new techniques efficiency theory; economic management of investment processes; economic problems of technological progress. He has graduated from Moscow Engineering and Economic Institute. In 1966-1972 he worked in the Institute of Economy RAS, from 1972 - chief of Laboratory, Department CEMI; deputy director of the same Institute from 1991. Economic dimension theory and methods, worked out by D.S. Lvov, are the basis of some methods and systematic recommendations in capital investments and new techniques efficiency problems. His scientific works and problem articles on reforms theory and practice in Russia are wide known in his country and abroad. Under the direction of D.S. Lvov CEMI scientists work out theoretical basis of transition period economy; conduct researches and experimental development of alternative variants of effective economy functioning mechanisms; taxes and grand policy; fiscal policy and financial regulation in budget deficit condition; institutional reorganization and privatization; investment and structural policy and etc.A scientific seminar "Unknown Economy " constantly acts within the Department of Economics and CEMI.
