Vasil GAIFULLIN

Vasil GAIFULLIN

Vasil GAIFULLIN has graduated from the World Information Distributed University in 2004. He has earned the degree of PhD and the degree of Grand PhD. He is the Full Professor of the WIDU. Grand PhD Gaifullin is the rector of Tatar State Institute for the Humanities. Gaifullin Vasil Gabdullovich was born on march, 23 of 1937 in Tatarstan, Muslyumovskiy Region, Verkhniy Tabyn village. He has finished the Menzelinsk pedagogical school (1955). He has graduated from the physical and mathematical faculty of the Kazan state pedagogical institute (MS, 1961) and has received a specialty of the teacher of physics and bases of manufacture. After the termination of postgraduate study LSPI of a name of A.I.Herzen (1974) he received the degree of PhD and worked as the assistant, an item the teacher, the senior lecturer, head of Faculty, the dean at the KSPU. In 1990 he graduated the University for the degree of Russian Doctor of Sciences (equal to the degree of Grand PhD). His main Area of scientific activity is a didactics of physics, a cognitive activity of pupils, students, problems training, questions of the organization and the maintenance of national formation. He is published proceedings in quantity of 229 names, including 7 monographs, 12 manuals, 6 textbooks. He supervised the doctor's thesis of 11 post-graduate students and 2 Russian doctor's dissertations. He is the honored scholar of national education (1970), the Russian doctor of pedagogical sciences (1990), the professor (1991), the honored teacher of Republic Tatarstan (1987), the honored worker of science RÒ (1999), the honored teacher of the Russian Federation (2004).

Michail Gengin

Michail GENGIN

He graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU.Date of birth - August, 1,1941. Place of birth - the Penza region, Russia. M. Gengin graduated from the Dnepropetrovsk State University in 1969, major - Biochemistry. And in 1972 he finished post-graduate courses at the department of Biophysics and Biochemistry of the Dnepropetrovsk State University, major - Biochemistry. M. Gengin got the degree of Doctor of Science (Biology) in 2002. And in 1998 he became Professor. M. Gengin is a corresponding member of the International Academy of Pedagogical Education, an acting member of the New York Academy of Sciences. Since 1989 he has been Head of Chemistry and Biochemistry department in the Penza State Pedagogical University, named after Belinsky. Since 2001 he has been a deputy rector in scientific research work in the Pensa State Pedagogical University, named after Belinsky. Scientific interests: Biochemistry of the brain, molecular-biochemical mechanisms of the regulative peptide functioning; ferments, involved in the metabolism of the regulative peptide; molecular-biochemical mechanisms of formation a pathological craving for alcohol, drugs. Within the limits of these interests some experimental researches devoted to the study of pure forms of ferments of the brain were carried out, Proteolytic ferments were separated from the brain. These ferments were characterized according to their physical and chemical qualities of the specificity of their functioning. It was stated that a number of specific ferments are involved in the processes, connected with the formation of a physical dependence on alcohol. A new, unknown ferment was found in the brain and in other organs (adrenals). Its role in the genesis of the regulative peptide of the adrenals was determined. Mechanisms of regulation of activity of the ferments of metabolism of the regulative peptide during the experiment were investigated. The experiment was run under different forms of alcohol intoxication. The scheme of the intracellular organization of the whole complex of the unlizosomal proteolytic ferments was worked out. The role of every genesis of the regulative peptide, their modification and a complete hydrolysis were described. M. Gengin published about 200 works.

Vladimir Geychman

Vladimir GEYCHMAN Rector Russian Law Academy under the Ministery for Justice of the Russian Federation Ph.D., Grand Ph.D., Professor, Academician Vladimir Geychman was born in 1931. In 1952 he graduated from the Moscow Law University. Since the 1st of October 1952 he has been working in the Higher Education System. In 1970 he got a degree of candidate of sciences in jurisprudence(eqv. Ph.D.). In 1972 he was awarded the title of an assistant professor and in 1990 - that of a professor. Prof. Geychman has got excellent organizational skills in education and administration. From 1972 to 1998 Dr. Geychman worked in the Russian Law Academy under the Ministery for Justice of the Russian Federation as the head of the civil law department. From 1998 to 2001 he was the Vice-president of the Academy. And since 2001 Dr. Geychman has been the President of the Academy. As the President Prof. Geychman has demonstrated excellent qualities as an experienced professor with deep theoretical knowledge and practical skills. Having mastered methods of oratory skills along with comprehensive knowledge of the needs of all categories of audience Prof.Geychman has always had a perfect contact with students. Dr.Geychman enjoys high respect with the professors and all the employees of the Academy, and thus in 2003 he was elected Rector. Dr.Geychman successfully combines teaching with scientific work. He has written more than 160 books and articles, among them: "Legal Issues Reference Book for Higher School", "Labour Rights of Higher and Secondary School Teachers", "Higher Education: Legal Issues", "Labour Rights of Justice Employees", "Case Studies of Law Suits on Employee Reinstatement", Labour Law Fundamentals", etc. Under his guidance a lot of candidates of law science(eqv.PhD) have successfully defended their theses, and he has been a scientific advisor for quite a number of law doctors(eqv.Grand PhD). Prof.Geychman is involved in developing post graduate education in law studies. In 1998 a faculty of Law was set up at the Academy under his leadership and with his active participation. The faculty has always had high standards of education catering for all kinds of students and meeting modern requirements. Being involved in scientific research on special matters in labour law as to separate categories of employees, Dr. Geychman has got a claim of lawyers and scientists. Under his personal leadership at the Academy there were founded 14 branches and 9 affiliations for graduate and post graduate studies enjoying high academic standards. There were established dissertation councils on the following specialities: theory and history of law and state; history of law doctrines; civil law; entrepreneur law; family law; international private law; criminal law; criminal-executive law; administrative law; financial law; information law. These councils are entitled to award candidate(eqv.PhD) and doctorate degrees(eqv.Grand PhD). Within a short period of time Dr.Geychman has managed to employ highly qualified stuff to ensure high standards of comprehensive academic studies at the legal faculty. In October, 1998, the Academy enrolled civil workers and other graduates to grant them the second diploma in jurisprudence. As a result of work organized by Prof. Geychman in November - December 2000 the Academy successfully went through complex state attestation, and according to objective criteria is considered to be one of the leading Law Universities in Russia. 85% of professors of the Academy have degrees. Academic achievements are very high the average grade being 4.5. Academician Geychman has made an important contribution to the development of new programmes at the faculty of post graduate education. Academician Geychman has been given a number of state awards for his conscientious and creative approach to his duties. For his successful work in strengthening law and order academician Geychman was awarded the title of honour "Honoured Lawyer of the Russian Federation" (1981) and for his contribution into strengthening friendship and cooperation between peoples - "Order of Honour" (1998), the medals "Veteran of Labour" and "In memory of the 850th anniversary of Moscow". Prof.Geychman's creative approach to his work and duties, high achievements have been constantly appreciated by the Ministry for Justice. He was awarded the I and II degrees medals "Anatoly Koni", "For diligence". Taking into account his great achievements in organization and development of educational process in the light of modern scientific achievements, in realization of professional educational programs of higher and post-university professional education and his half- century service to education and training of specialists and in connection with 200th Anniversary of Ministry for Justice of Russia, Prof. Geychman was awarded the medal "In Memory of the 200th Anniversary of the Ministry for Justice of Russia". Thanks to Prof.Geychman's efforts the Academy now has the 3d place among the Legal Universities of Russia.

Ilya GLAZUNOV

Ilya GLAZUNOV has graduated from the World Information Distributed University for degrees PhD and Grand PhD in 2005. He received the Certificate of Full Professor from the WIDU. Ilya Sergeyevich Glazunov is the world-wide known Russian artist, the full Member and an academician of the Russian Academy of Art, People's Artist of the USSR, professor, the founder and permanent Rector of the Russian Academy of Painting, Sculpture and Architecture. I.S. Glazunov was born in 1930 in the family of Petersburg's intellectual ancestry. In 1944 I.S. Glazunov returned to Leningrad and entered the secondary art school attached to the Repin Institute of Painting, Sculpture and Architecture and then he entered the Institute itself. In the subsequent years he created many works revealing his contemporariesinner national genius. This recognition was reflected by the comments in the world media. "Genius, courageous Glazunov is utterly devoted to Russia" ("Berliner Morgenpost"). His success is based on the tremendous talent, sincerity, and the devotion of his whole life for art". I.S. Glazunov shows his worth in his paintings not only as a follower of the traditions of the national and world school of high realism, an exquisite technician and a master of composition, but also as a man of prominent mind, an expert on Russian history and culture. He reached the highest point of the philosophic comprehension of the world and home historical process in the world-wide known canvases "Mystery of the 20th century", "Eternal Russia", "The Great Experiment", "The Smashing of a church at Easter night" and others. They have no equals in the world art due to their depth of the conception of art and the level of creative execution as well. Numerous volumes of the guest books at I.S. Glazunov's exhibitions are full of the spectators' enthusiastic notes proclaiming that the artist is the Russian of the USSR (1980), the bearer of the Order of the Red Banner of Labour (1985), the fourth class Order "For services to the Motherland" (1995), the third class Order "For services to the Motherland" (2000). He is the full Member and an academician of the Russian Academy of Art (2001). He is the Russian State prize winner (1997). The Russian Orthodox Church awarded him the Order of St. Sergiy Radonezhski (1998). I.S. Glazunov is the D. Neru's prize winner, he was awarded the Order of Vishnu (Laos, 1967), the Silver Medal of the World Peace Council (1976). The oldest in Europe Royal Academies of Fine Arts of Madrid and Barcelona elected him as their honorary member (1979). A minor planet has been named after I.S. Glazunov. In 1999 according to the results of a public opinion poll arranged by the Russian Service of Public Opinion, I.S. Glazunov acquired the title of "The most prominent artist of the 20th century". He was the only Russian artist to whom the General Director of UNESCO F. Mayor presented the highest award of this international organization - the Gold medal of Picasso adjudged to people making great contribution to the world culture. I.S. Glazunov won a wide public recognition not only as an outstanding painter and portraitist. He contributed immensely to the modern theatre decorative painting by designing a number of performances on the most famous stages ~ the Russian Bolshoy Theatre ("The Legend of the Town of Kitezh and Maid Fevroniya" by N. Rimsky-Korsakov, 1983); the Berlin State Opera ("Prince Igor" by A. Borodin, 1980, and "Queen of Spades" by Tchaikovsky, 1982); the Odessa Opera ("The Masquerade" by A. Khachaturyan, 1981). Thus the artist developed the traditions of the domestic art by reanimating the artistic atmosphere of the renowned Russian seasons arranged in Paris by S.P. Dyagilev in the beginning of the 20th century. I.S. Glazunov realized an extremely important aspect of his art in a number of architectural projects: the museum of folk art in Paleh (1978); the interiors of the Russian Embassy in Madrid (1989) called by Terno Galvani, the mayor of Madrid, the adornment of the Spanish capital; the interiors of the Russian Academy of Painting, Sculpture and Architecture founded by I.S. Glazunov in 1989. His work as the art director and the designer during the period of restoring and reconstructing the interiors of the Moscow Kremlin premises including the Grand Palace of Kremlin (1994-1999) has become of particular significance for the domestic and world culture. Within the framework of the architectural images designed by the artist he illustrated the brilliant sense of style, the profound comprehension of the architecture of Russian power. For this work I.S. Glazunov won the State prize of the Russian Federation. I.S. Glazunov's social activities are versatile as well. His addresses to the public in mass media concerning the historical destiny of Russia, his book "The Road to You", and his fundamental work of particular importance entitled "Russia Crucified" has found an immense response among people of all social groupsSince 1989 the Academy has turned out 9 groups of highly competent professionals: painters, sculptors, architects, art critics and restorers. In 1995 the President of the Russian Federation taking into consideration that the All-Russian Academy of painting, sculpture and architecture plays big role in the spiritual revival of the Russian society transformed it by his Edit into the Russian Academy of Painting, Sculpture and Architecture, attached a special status to it and appointed I.S. Glazunov its Rector for a life-long period.

Vladimir Gorbachenko

He graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU.Date of birth - September 27,1946 Place of birth - Kutaisi, Georgia. V. Gorbachenko graduated from the Penza Polytechnical Institute in 1970, major - "Computers" and in 1973 he finished post-graduate courses at the above mentioned Institute, major - "Computer technology". V. Gorbachenko is Doctor of Technical Science, Professor (2002). Since 2002 he has been Head of Computer Systems and Modelling department of the Penza State Pedagogical University named after V.G. Belinsky. Scientific interests: neuromathematics, i.e. solving computing mathematical problems with the use of neural networks; numerical methods and specialized computer systems for solving boundary problems of the field theory; mathematical modeling. V. Gorbachenko is the author of 250 scientific works including the first Russian monograph on solving boundary problems of the field theory by using neural networks: Gorbachenko V.I. Neurocomputers in solving boundary problems of the field theory. - M.: Radiotechnika, 2003. - 336 p. (The Russian Fund of Fundamental Research project RFFR 02-07-95005). The book is recommended by the Russian Federation Ministry of Education as a textbook for training bachelors and masters, major "Applied Mathematics and Physics". Vyacheslav GORBATOV has received degrees of the Doctor and Grand Doctor of Philosophy and a Rank of the Full Professor of the World information Distributed University. Gorbatov Vyacheslav Afanasjevich is the academician of many academies, including the International Academy of Information, the Russian Academy of Natural Sciences, the International Academy of Information Sciences, the Academy of Medical-Engineering Sciences, the Russian doctor of physical and mathematical sciences, the doctor of technical sciences, the doctor of economic sciences, the Grand Doctor of Philosophy, the Full Professor. He was born on April 19, 1939. He with distinction graduated from the Moscow Power Institute. In thirty three years he has graduated for a Russian doctor's degree. He is married and has the daughter and the son. He is a Head of Chair "Computer" of the Moscow State Mining University. The Labor activity of academician Gorbatov is connected to higher education of the country: the Moscow Power Institute (1961-1971) - The acting as engineer, the engineer, the younger scientific employee, the assistant, the senior lecturer; the Moscow Engineering Physical Institute (1971-1984) - The senior lecturer, the professor; the Moscow State Mining University (since 1984 on present time) –the Head of Chair; since 1973 on present time – the head of Chair” postgraduate studies and doctoral studies” of one of the Moscow industrial enterprises. Gorbatov is the author of a discovery - theories of characterized analysis. This discovery was a basis of scientific school academician Gorbatov on information mathematics and logic management. On a basis of this analysis is offered a new intellectual information technology of the decision of problems of the big dimension on discrete structures. Using this technology, he and his pupils have developed and have successfully introduced in various areas of a national economy the systems of the automated designing; system, semantic applied software packages and tool computer means. Academician Gorbatov is awarded the International premium Neumann background, the Honorable diploma of Presidium AN of the USSR, medals of VDNKH, a medal of Nobel prize winner P.L.Kapitsa (as author of a discovery), Peter's I medal " For merits in business of revival of a science and economy of Russia ", the George Cross of first degree " For merits in business of development of a science and economy of Russia ", a nominal medal of the United Nations, the International premium and the Gold medal of the United Nations for the big contribution in the field of information of the world community, and others. He pays the big attention to training of the scientific staff: with his help are over hundred scientists are awarded the degrees of PhD and Grand PhD in the field of computer science and computer facilities. The basic scientific results of academician Gorbatov are published in more than 400 proceedings, from them 35 books, including 17 textbooks and manuals and 18 monographs on discrete mathematics, computer science and computer facilities, a number of monographs are translated to English, the Spanish, and German, Chinese, Bulgarian, Polish languages. Academician Gorbatov leads the big scientific - public work, he is vice-president of the International academy of information, the first vice-president of the International academy of information sciences, a member of a bureau of section " Computer science, cybernetics " the Russian academy of natural sciences, a member of advisory council VAC of the Russian Federation, the president of association " Logic management ", a member of some an editorial board, including magazine " Information technologies " where the basic theoretical, practical achievements of his scientific school are discussed.

He graduated from the World Information Distributed University for the degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU.Date of birth - August,5,1956. Place of birth - the Kirovograd region, the Ukraine. In 1978 V.Goshulyak graduated from the Odessa State University and got the qualification of a History teacher. In 1984 he finished the post-graduate courses at the Odessa State University, major -"the Russian History". In 1999 V.Goshulyak graduated from the Penza State Pedagogical University, the Faculty of Law. V.Goshulyak has been Dean of the Faculty of History at the Penza State Pedagogical University since 1997. Scientific interests: the constitutional legislation of the Russian Federation entities. V. Goshulyak published a number of monographs: "The Constitutional Legislation of the Russian Federation Entities" (Moscow, Norma, 1999), "The Constitutional Basis of the Modem Russian Federalism" (Moscow, RasN, 1999), "The Theoretical and Legal Problems of the Constitutional Legislation of the Russian Federation Entities" (Moscow, YANUS-K, 2001), "The Notion of Property in the Russian Constitutional Law" (Moscow, PGNF, 2003). In 1984 he successfully defended his thesis "Involving Working People in Improving the Constitutional Law and Law and Order Strengthening" and got the candidate's degree. In 1991 he defended the thesis "The Mass Defense Activities in the USSR from 1929 till 1941" and got the Doctorate degree in History. In 2000 he defended another Doctorate thesis "The Theoretical and Legal Problems of the Constitutional and Charter Legislation of the Russian Federation Entities". One can find his articles in the leading journals and magazines such as: "The Russian Law", "The Law and Politics", "The Legislation: Election and Technologies", "The Law", "The Russian History". He was the winner of research and publishing grants in the Russian Fund of Fundamental Research, the Russian Humanity Fund, the Ministry of Education, Soros Fund five times. V.Goshulyak is the author of more than 100 publications on the Russian History, on Law and State Theory, the History of Law Studies, the Constitutional and Municipal Law. He is a member of the Penza Qualification Board of Judges, Vice-Chairman of the Human Rights Protection Committee under the supervision of the Penza Region Governor, an expert of the Russian Fund of Fundamental Research.

Anatoliy GRITSENKO

Anatoliy GRITSENKO has graduated from the World Information Distributed University for the Degrees of PhD and Grand PhD; He is the Full Professor of the WIDU. Gritsenko Anatoliy was born on the 3rd of November in 1935 on Ukraine. He used to study at Harkov and Chkalov Artillery College for 1950-1953 and Harkov Engineering-Economical Institute, Ukrainian Polytechnic Institute, Donetsk Medical Institute. At present time he is a member of Academy of Medical-Technical Science, Russian Academy of Natural Science (RANS),'Attainments and Technologies of Noosphere' section, Invention Academy, Economics and Sociology Italian Academy, International Academy of Nature and Society Science. He has formulated The Rule of Beginnings, Evolution and Solution of Pathological Process in Human Organism' (1980) and 'The Rule of Formation and Pathology of Mentality' (1990) while studying spiritual culture traditions and analyzing progress trend for using its as a base for the medical care. He is an active supporter of the Nervism Theory and Singular Etiology of the most known diseases. He is also an author of discoveries and medical rules based on the latest theories to origin, evolution and medical treatment of human pathology. He has established a Russian School of Vertebrodiagnostics, a Russian Medical-Engineering Center of Segmentation Innervation’s Organs and Tissue Recovery (1989) and an Institute of Spare Capacities Recovery of Human (1991). He was an initiator of segmentation innervation’s organs and tissue correction development. He has an honorary badge of RANS, Kapitsa and Peter the First Medals, a Medal of Malt Order. He is an author of 3 monographs, many science articles and brochures, 90 patents and 3 discoveries. His parents were officials who tragically died during the occupation of Ukraine on the 2nd World War. He has grown up in the orphan's home. Hobbies: fishing, fish farming, construction projecting, abstract science.

Boris Vsevolodovich Gromov, Norwegian name: Boris Vsevolodovitsj Gromov Born: 1943 November 7 City: Moscow Administrative unit: Saratov Country: Russian Federation Education: Graduate from the Military Academy of Frunze and the Military Academy of the General Staff of the Soviet Armed Forces, named after Voroshilov. Career: 1965- platoon and company commander in the Baltic Military district. Later in Caucasus and Turkestan military districts. 1980-82-served in Afghanistan. 1984-served in the Prikarpat military district. 1987-89-commander of armed forces in Afghanistan. 1989-90- commander of armed forces in the Kiev military district. 1990-91-deputy minister of internal affairs. 1991-first deputy of chief commander of land forces. 1992-deputy minister of defence of the Russian Federation. 1995-transfered to the ministry of foreign affairs after opposing the decision to intervene in Chechnya and criticizing Grachev for not handling the situation. 1995 - elected deputy of the State Duma from the single mandate constituency no.158. Tatyana GUEORGUIEVA has graduated from the World Information Distributed University in 2000. She earned degrees of the PhD and the Grand PhD and the Certificate of Full Professor of the WIDU. Tatyana Gueorguieva was born in 1940, Russia. She graduated from the Moscow State University and received the degrees of MS, of Candidate of Sciences (PhD) and of Russian Doctor of Sciences (equal to the Grand PhD). Many years she worked at the Institute of Social Sciences (CC of the CPSU). She taught there the history of philosophy, of Russian Culture and its current state in English and Norwegian. She showed herself as a pedagogue of highest qualification and a gifted scientist. As a supervisor she trained 15 experts for degrees of PhD. In these years, as a deputy dean of department of culture of the Institute of Social Sciences, she has taken part in the management of hearty welcome of outstanding persons of art and culture with the students of Moscow’s universities. She was the author of TV program, named "ERMITAZH". Professor Gueorguieva profoundly has investigated philosophical problems of education and culture over 25 years. Her scientific books made the noticeable contribution to the development of concept of liberal education in Russia. Recently Prof. Gueorguieva spoke at conferences in many countries of Europe. She published many scientific papers and monographs about 200 quires. Her recent monographs "Theory and practice of higher education the Occident" and "The higher school of the USA" obtained the recognition of community. She proposed a new concept of higher education in her monograph "Information-technologic revolution and training specialists in the USA", published in 1992. She proposed the new concept of middle education, adopted as a state program and published as a state document in 1993. She was The Director of Department of Culture (International Centre of courseware of the UNESCO) in 1991-1998. Prof. Gueorguieva organized and guided the important International seminars:" New concept of liberal education in Russia"; "Common human values of world’s religions". Her monograph "The Russian culture: History and present-day reality" (1998) is an undeniable factor enriching of cultural wealth of Russia and intellectual development of Russian people.
