In accordance with the generally adopted criteria to qualify for outstanding researchers and professors, a person need satisfy the following criteria:
1. Documentary proof of person's receipt of major prizes or award for outstanding achievement in the academic field;
2. Documentation of the person's membership in associations in the academic field which require outstanding achievements of their members;
3. Evidence of the person's original scientific or scholarly research contributions to the academic field;
4. Evidence of the person's authorship of scholarly books or articles (in journals with international circulation) in the academic field;
5. Availability of the person's Diploma of Grand PhD and Certificate of Full Professor.

Ildar FATTAKHOV has graduated from the World Information Distributed University in 2004. He earned the degree of PhD and the degree of Grand PhD. He is a Full Professor of the WIDU. Grand PhD Fattakhov is the Chairman of the Commission on Sanitary -Ecological Problems of the Republic of Tatarstan. He has the degree of Candidate of Technical Sciences (PhD), he is a member of the International Informatization Academy (RT). Mr. Ildar Bareevich Fattakhov is the outstanding scientist in the field of regulation of nature management, environment protection and ecological safety. Being a member of the Presidium of Tatarstan Cabinet of Ministers, Deputy Prime Minister of the Republic of Tatarstan, Chief of Staff of the Prime Minister, he exerts a direct influence on the development of these spheres for the benefit of the Republic. Under the guidance of Mr. Fattakhov the Concept of Regional System of Monitoring and Eco-technologies for improvement of environment and accident-free functioning of industrial projects is developed. Methods of parity of economic and ecological values in the process of continuous control of technological processes and introduction of non-polluting energy-saving technologies are proved. Together with the International Informatization Academy, Mr. Fattakhov put forward the idea to create the united information space on the basis on Baes intellectual technologies. It is a completely new intellectual decision for a wide range of problems of life safety of the society. Practical results of this research allow receiving the information for the effective management functions: - to plan actions to decrease environment pollution and effective use of natural resources, to determine priority activity, to control and estimate the efficiency of environment projects; - to develop effective measures to reduce dangerous influence on the environment and health of people; - to control norms and rules (standards) of quality and way of life of controllable objects. Mr.Fattahov is awarded with the Certificate of Honor of the Republic of Tatarstan and Order of Friendship.

Boris FAYZULAEV

Boris FAYZULAEV has graduated from the World Information Distributed University for the Degrees of PhD and Grand PhD. He is the Full Professor of the WIDU. Academician Fayzulaev is a leading Russian scientist and expert in the field of transistor electronics engineering, microelectronics and electromagnetic compatibility, Chief designer and developer of electronic circuit of a high-speed computer I, II, III and IV generations. He was born on November 16, 1930, in Moscow. He graduated from the Moscow Telecommunication University (MS) in 1954 and began to work in The Designing Bureau of an industrial automation. He received Candidate of Science (PhD) degree in 1961, Russian Doctor of Science degree in 1976, Professor in 1981, Doctor of Philosophy (PhD), Grand PhD, the Full Professor of the WIDU in 1999. Boris N. Fayzulaev is a member of International Informatization Academy and International Academy of Science and Business, Vice-president of Department of Microelectronics and Informatics and Department of Electromagnetic Compatibility. Now Prof. Fayzulaev works as the Chief scientific worker of Scientific Research and Development Computer Center and director of Electromagnetic Compatibility Scientific and Test Center "IMPULSE" (Moscow), leads a large scientific-research and organizational activity in the field of an electromagnetic compatibility and certification of electronic computer and medical equipment. For his work in designing of digital integrated circuits in 1973, Boris Fayzulaev was awarded the State Prize Winner of the USSR, and for his merits in the fields of science and engineering, traning of high qualified personnel in 1989 he was awarded the honorary title of Honored Science and Engineering Worker. He has national awards: Order of Red Star and Order of Red Banner, the International Prize of Albert Schweitzer, the International Medal in honor of United Nations, the Cavalier of the World Order "Science.Education.Culture", and the sign "Honorary radioman of Russia". Prof. Fayzulaev has published over 200 scientific works and 9 books in the field of digital microelectronics, electronic design, and electromagnetic compatibility of computer equipment. These scientific works carried significant contribution in development of the theory and design of high-speed computers. The main published works (monographs) are: - Transient phenomenon in transistor circuits (Telecommunication, Moscow, first issue in 1965, second issue in 1968); - Basses of "EC" Computer equipment design by Integrated microcircuits (Radio and Telecommunication, Moscow, 1981); Theory of LSI and VLSI (Radio and Telecommunication, Moscow, 1987); High-speed Gate-array LSI and VLSI (Radio and Telecommunication, Moscow, 1989); - National standards of Russian Federation on electromagnetic compatibility (Gosstandard RF, Moscow, 1990-2000). Hobby-automobile, mountain skiing. He has two sons - Vladimir and Jan. His wife Tamara Ivanovna is a teacher in the school.

Nikolay Fedotov

Prof.Fedotov has graduated from the World Information Distributed University for the degree of PhD and the degree of Grand PhD in 2003. He is the Full Professor of the WIDU. Head of Economic Cybernetics Dpt., Penza State University (Penza, Russia) Doctor of Science in Technical Cybernetics, Professor. fedotov@diamond.stup.ac.ru Professor Nikolay Gavrilovich Fedotov is a distinguished scientist. He published over 170 scientific articles and inventions in the field of Pattern Recognition and Artificial Intelligence, both in prominent Russian and foreign scientific magazines (e.g.: Pattern Recognition and Image Analysis, SPIE, etc.) The results of his scientific research were reported at international conferences conducted by the International Associations of Pattern Recognition (IAPR), Artificial Intelligence (AIA), the Institute of Electrical and Electronics Engineers (IEEE), in Russia, Bulgaria, Norway, Czech, Sweden, etc. Nikolay G. Fedotov was born in Penza (Russia) on April 3, 1945. In 1968, he graduated from Penza Polytechnics (Honours), and in 1971, got his Ph.D. for the paper on Developing Finite-State Automata Pattern Recognition Methods, in Ryazan Radio-Engineering Institute (Ryazan, Russia). In 1976, he became Assistant-Professor. In 1979 to 1980, N. G. Fedotov worked on pattern recognition and image analysis problems in the Italian Academy of Sciences. In 1990, he got his Grand Ph. D. in Moscow University of Electronics and Mathematics, and became Professor in 1992. Dr. Fedotov's book on Methods of Stochastic Geometry in Pattern Recognition got a prize at the International Competition on Pattern Recognition Problems organized by the HEWLETT PACHARD Trans-national Company (HP Pattern Recognition Laboratory, Bristol, GB). In 1994 and 1997, Scientific Societies of Germany and Norway awarded him Research Grants. In 1996 Professor N. Fedotov founded the Department of Economic Cybernetics at Penza State University (Russia), and in 1997 he became Corresponding Member of the Russian Academy of Natural Sciences (Cybernetics). Dr. Nikolay Fedotov is famous for his broadmindedness and a wide scope of scientific interests: he has got a number of publications on the Philosophy of Engineering, and Economics

Professor FRANK is a celebrated scientist and distinguished pedagogue. Academician FRANK is a president of the International Academy of Science (AIS): in San Marino. Personal Data: He was born on 19 February 1933 in Waiblingen, Germany. Academic and professional background: MS with Honours, Mathematic, Physics and Philosophy, Stuttgart University, Germany, 1951-1958, Tubrigingen University, 1956, Germany, Sorbonne in Paris,1957-1958. The International Academy of Sciences (Akademio Internacia de la Sciencoj,) San Marino is a common platform for professionally notable and linguistically progressive scientists from all over the world, striving for greater efficiency in scientific research and teaching, and for closer contact of the latter with technology and art, by enhancing international communication and interdisciplinary co-operation. The members of the AIS , as well as the associated, effective members and the adjuncts belong to different nations, continents, races, religions, speech areas, and policies. Their political pluralism guarantees the strict political neutrality of the AIS, except for its only common political goal: to realize, little by little, the basic human right to communication without hindrance either by language barriers or language discrimination. AIS does not restrict itself to some of the sciences (this is why, in ILo, it is called "akademio de la sciencoj", rather than "de sciencoj") but is basically open towards any field of systematic research where it is desired and conceivable to gain knowledge valid independently of linguistic, racial, political, religious, or other membership. Therefore the sections and departments of the AIS, while aiming at a complete classification of all sciences, do not cover theology nor any analogous doctrine of any religion, but do comprise comparative theology and religious history. The AIS is a free institution in the free republic of San Marino, a small European country. The state of San Marino provides a legal platform and some material help but does not interfere with the freedom of scientific teaching and research.

Konstantin V. FROLOV

The academician Konstantin V. Frolov is well known in the wide scientific world as an outstanding scientist as well as talented manager of science and public leader. K.Frolov organized and conducted a number of major science & technology projects, being a Vice president of the Russian Academy of Sciences in 1985-1996. Leading "Znanie" ("Knowledge") society, K.Frolov made a considerable contribution to the enlightenment, educational activities. Konstantin Frolov is the Director of the Mechanical Engineering Research Institute of the Russian Academy of Sciences, the Member (Academician) of the Russian Academy of Sciences, the Hero of the Socialist Labour, Lenin and State Prize winner, Doctor of Technical Sciences, Professor, the author of over 300 scientific papers on the dynamics of machines. K.Frolov is the founder of the new scientific branch - biomechanics of man-operator under the vibration. The scientific research of K.Frolov had wide application in the industries - in shipbuilding, in transport and agriculture, mining and metallurgy machine building. For the first time in our country K. Frolov created the unique vibrotesting complex for the evaluation of the effectiveness of vibroprotection systems, which allow with the help of computers to reproduce the real conditions of operation of different types of the machines. Based on the research conducted by K.Frolov there were developed the methods of optimal design and choice of the working parameters of the vibration machines and vibrotesting stands, which provide stability of its operation in near resonance regime and resonance control in vibrotechnology. Leading the Mechanical Engineering Research Institute of the Russian Academy of Sciences since 1975, K.Frolov set up a number of new fundamental scientific tasks important for the modern machine building, including: creation of new materials and strengthening technologies for machine building; increasing the resource of objects of nuclear, transport, power machine building; creation of new generation of robots and automated plants, etc. K.Frolov founded a number of branches of the Mechanical Engineering Research Institute in St.-Petersburg, Nishni Novgorod, Ekaterinburg, Samara, Saratov, etc. Academician K.Frolov founded a scientific school, heading the Department of Bauman Moscow State Technical University. He is the author of the lectures in the original area of the vibration of machines and mechanisms. K.Frolov is elected as a Foreign Member in the world leading Engineering Academies of USA, Great Britain, Sweden, Norway, Serbian Academy of Science and Art, Academy of Sciences of Belarus, Georgia, and other countries. K.Frolov is also Doctor Hanoris Causae of a number of Universities.

Igor FYODOROV

Igor FYODOROV

FYODOROV Igor Borisovich has earned the Degrees of PhD, Grand PhD and Certificate of Full Professor from the World Information Distributed University in 2005. He is the Rector of Moscow N.E. Bauman State Technical University (MSTU) since 1991, Professor, Doctor of Science in Technology, member of some Russian and international academies, Honored Doctor of Science of University De Montfort (Great Britain), Honored Scientist and Technician of the RF. He was born in April 15, 1940 in Moscow. In 1963 graduated from N.E. Bauman MHTS. After graduating he worked as an engineer of chair, a senior lecturer, a professor, and a head of "Radio-electronic devices", chair dean, since 1988 - a pro-rector on scientific work. His majors are information processing in radio-technical systems. He is a founder of a scientific school of radar systems of the raised electronic anti-countermeasures and information, working in the intensive interference' action conditions and in a complex geophysical environment. Results of his works have been introduced into both serial and unique patterns of radar systems. Author of more than 230 scientific works, including 10 monographs; has 15 author certificates. In 1991 was awarded with a Prize of the State Education of the USSR; in 1998 with the Prize of President of the RF in education, badge "Honored Radioman", medals "In Memory of 850 Years of Moscow" and "300 Years of the Navy", order "For Merits before the Motherland" of III degree He conducts active fruitful work on a professional training the top skills (doctors and candidates of sciences): at his direct participation it is prepared more than 2000 radio engineers. He is a member of scientific advice at Security Council of Russia, of Scientific and technical advice of Ministry of Science and Technology of Russia, of Presidium VAK of Russia, chairman of Advice of rectors of high schools of the Central federal district, chairman of Advice of rectors of high schools of Moscow and the Moscow area, chairman of advice of educational methodical association of high schools on a university polytechnic education. For development of scientific bases of a university technical education and their realization in higher educational institutions he was awarded the premium of the President of the Russian Federation for 1998, the premium of the Government of the Russian Federation for 2002 in the field of formation, the premium of the Government of the Russian Federation for 2004 in the field of a science and techniques. For merits in scientific activity and the big contribution to preparation of the highly skilled staff he is awarded «For merits before Fatherland «111 degrees. He is awarded «Awards of the French Republic for merits"«for strengthening of cooperation in sphere of a science and formation between higher educational institutions of the Russian Federation and the French Republic. In 1994 he was bestowed on the honorable doctor of sciences of University De Montfort (Great Britain).
