Doctor of Science in Technology, professor, Academician of Metrological Academy of the RF, correspondent member of Inter- national Academy of Informatization. Head of chair of integral electronics and microsystems, highly qualified specialist in micro-electronic sensors. There are more 100 published scientific works. The results of his investigation were used in some series of sensors. Member of STC of Ministry of Education, a chairman of coordination council of Ministry for Electronics, a deputy Editor-in-Chief of a magazine "News of Higher Educational Institutions", a scientific leader of Inter-institutional competition centre of grants on "Electronics and Radio Engineering". Was awarded with Order of Friendship and two medals. MOSCOW STATE INSTITUTE OF ELECTRONIC TECHNOLOGY (TECHNICAL UNIVERSITY) Founded in December 1965. It was the first institute of the country for the training of highly qualified specialists in electronics. In 1992 got a status of technical university. The university consists of seven faculties, 37 chairs, 18 of which grant certificates, five base chairs and six educational centres. Total of students is 5000. Teaching is carried out on 22 specialties, nine directions, 14 master programs. 620 teachers take part in the training of specialists, including six correspondent members of RAS and branch academies, 72 professors and doctors of science, more than 300 PhDs and senior lecturers. MSIET has a large scientific base. It consists of: scientific-production complex "Technologic centre", Technopark, several branch laboratories, a plant "Proton".

Victor Cherepkov has graduated from the World Information Distributed University for the degree of Doctor of Philosophy (PhD). He is the Full Professor of WIDU.
Mr. Cherepkov is a Party Leader of Political Party * FREDOM and PEOPLE'S POWER*
Born in 1942. His labor activity began at the age of 10. He took part in constructing Bratskaya hydro electric power station, Kazakhstan "Magnitka" (Magnitogorsky Metallurgical Plant). After of military service, he was commissioned an officer, trained atomic submarine staff. He was a student at two faculties of the Tikhookeansky Makarov Higher Naval School at once and took an external degree in 2.5 years. He was Fleet Best Rationalizator and Best Officer, head of division at a military research institute. He is a Reserve captain, Honored Rationalizator of the RSFSR, Inventor of the USSR, Laureate of scientific and technical work, awarded to the title and diploma "Master Golden hands", the title "Distinguished Inventor and Rationalizator". He has Government Awards, named "Person of the Year" in Primorski Krai in 1994.he is a Coordinator in Far East Region and a Leader in Primorski Krai of the movement "Union of people's power and labor». He established an "Own fund of help to the poor" in 1959, since then has been transferring 25% of the salary, all prizes and honoraria to this fund.He was elected as a President of the All-Russia Union of Defenders of Human Rights in 1995. He was a Deputy of Primorski Krai Soviet in 1990 - 1993. He won Vladivostok Mayor Elections in 1993.as always struggled against corruption, unlawful actions, abuse of power by local government and law-enforcement authorities. Fulminated against bombardment of the Russia's Parliament Building in October 1993, V.I.Cherepkov was arrested at his office on February 12, 1994 on a false accusation. General Prosecutor's Office uncovered the fabrication and pronounced sentence "not guilty" in November 1994. Chief of Internal Affairs Board and Tax Police General of Vladivostok found themselves in the dock instead for the fabricated criminal case. At the same time another false case was fabricated against the only 19-year-old son Vladimir who was kept in prison for almost three years and acquitted of all charges in 1999. His wife's health was hard hit by these hardships. Vladivostok Mayor term of office ended in 1998. He was elected as a Deputy Vladivostok City Duma, then he was unanimously elected as a Duma Chairman in 1999. He won elections to the RF State Duma in Vladivostok electoral district in 2000.
A Duma deputy since 2000, Mr. Cherepkov is presently a member of the Committee on National Security. Between 1992 and 1998, Mr. Cherepkov was twice appointed to the post of Vladivostok city Mayor with from 1992 to 1994 and then from 1996 to 1998. In 1995, he served as Deputy Chairman of the Federal-Democratic Movement, President of the All-Russian Union of Attorneys and ran unsuccessfully for the State Duma deputy of the second convocation. Mr. Cherepkov began his political career in 1990, when he was elected to the Primorsk regional Council. Previously, he served in the military National Research Institute. Viktor Cherepkov graduated from the Pacific Military-Marine Academy. Now he is the Political Leader of Political Party * FREDOM and PEOPLE'S POWER* The program of his party proclaims the manifest value the person - the citizen of Russia, its right and freedom. Nikolai CHIKHLADZE graduated from the World Information Distributed University in 2003. He received degrees of PhD and of grand PhD. He is the Full Professor of the WIDU. Mr. Chikhladze is the Professor of Kutaisi technical University. Prof. Nikolai Chikhladze is the outstanding scientist. He made a great contribution to the solution of the global problem in the field of the regional economy (taxes, regional problems of economic and fiscal relations). The main scientific results are exposed in the monographs: "Taxes, Experience, and Problems" (-301 pp., 1999), "Regional Problems of Economic and Fiscal Relations" (300 pp., 2003), "Tax Systems of Foreign Countries" (120 pp, ready for publishing) and "Problems of Budgets Harmonization with the Regional Policy of the State" (112 pp, in co-authorship, authors’ contribution - 80 pages, 2001). He managed to formulate and resolve a range of problems: first, there was conducted a complex analysis of a great volume of theoretical and empirical researches in the field of fiscal federalism. Second, in the theoretical model of financial behavior of Georgian regional authorities, the scheme of distribution of inter-budgetary transfers among the regions (territorial units), used by central government, is integrated within the classic model of choosing by regional authorities the parameters of budget policy, that is determined by the volume of regional tax revenues and delivered social goods. Third, the composed theoretical model of measuring of tax potential allows explaining the direction and intensiveness of the stimulus for changing of volumes of productivity of social and private goods at sub national level, depending on whether or not there are used the indicators of tax potential and expenditure needs of the regional authorities, or the actual budget revenues and regions' expenditures for the previous time-period for the methodology of distribution of financial assistance. This has enabled to approach closely the conductions of works for the budget planning at various levels. The main results have been published by Prof. N. Chikhladze, Doctor of Economic Sciences in approximately 100 of articles and works and 4 monographs and textbooks. Prof. Chikhladze has tutored talented scientists, the scientific works of whom have placed under attention the tasks with the field of financial relations of the regions. Prof. Chikhladze has fundamental education in such essential researches as financial relations, regional economy, and tax-budgetary relations of post-socialist countries. He has obtained the national degrees of specialist (1993) - Tbilisi State University (Georgia), the candidate of sciences (PhD, 1996) and Russian doctor of sciences ( 2003). Prof. Chikhladze is combining scientific and public administration activities. The researches conducted by him within the Administration of State Representative of the President of Georgia in the Imereti Region, where he is heading one of most important units - office of economic reforms and budget establishment, are deeply theoretical in their background. He has rich experience in the regional management - during many years he has been an advisor to State Representative of the President of Georgia on the issues of relations with territorial units, deputy head of Imereti regional department of economy of the Ministry of Economy. Currently, he is heading economic service of the administration of the state representative of the President of Georgia and is a professor of the Department for Economics and Entrepreneurship at the Kutaisi State Technical University. In the past, Prof. Chikhladze was holding positions of economic observer of the republic newspaper "Business Courier" (1993-1994), assistant, lecturer, assistant professor at the Kutaisi branch of International Academy of Management, Business and Rights (1994-1997), assistant professor at Kutaisi branch of Tbilisi State Institute of Business (1998-2003), advisor to State Representative of President of Georgia on the issues of relations with territorial units (1997-1998), deputy chair of Imereti Regional Department of Economy of the Ministry of Economy of Georgia (1998-2000), expert of EU TACIS Project on economic issues (2001-2002). Since 1995, he is a member of Union of Journalists Federation of Georgia. In 1999 he was elected an honorary member of National Academy of Georgia. He is a Scholar of President of Georgia (2000-2003). Prof. Chikhladze is married. His spouse, Mrs. Nana Rusadze was born in 1973 and is an engineer. Daughter Natia is a schoolgirl of 3rd Grade. Nikolai Chikhladze is fond of soccer. His scientific, tutoring, social activity is highly respected by scientists and specialists of various countries.

Alexander CHUCHIN graduated from the World Information Distributed University in 2004. He earned the degree of PhD and the degree of Grand PhD. He received the Certificate of the Full Professor of the WIDU. Professor Chuchin A.E. (Alexander Chuchin, Kizhli Master, and Chuchin-Rusov) is an outstanding scientist, writer, artist and a teacher of new ten¬dencies who contributed significantly in solving the global problem of over coming interdisciplinary barriers and "depressurizing compartments" of un¬coordinated fields of knowledge as it was worded by the Noble Prize Winner, Ph.D., Grand Ph.D., Prof. I. Prigozhin. Throughout his life he has been solving this problem successfully while mastering new creative spheres in the fields of natural and humanitarian sciences, literature, art and pedagogic. He has suc¬ceeded and contributed to all these spheres. He published hundreds of articles, more than ten novels, short stories, plays, essays, monographs on the following subjects: polymer chemistry ("Polymeric Synthetic Chemistry Principles"), faculty of fine art ("Pellegrino"), philosophy of culture ("Culture Convergence") and fundamental monograph "The Single Field of Scientist, Writer, World Culture," where he expounded on new historical and cultural concept artist, teacher, (kizhli-concept). Based on unified approaches to different fields of culture theorist of culture (incl. science, art, religion, techniques, education, social and cultural constructions) the concept develops the ideas of Nobel Prize Winner, Ph.D., Grand Ph.D., Prof. I. Prigozhin. His books circulated in over 1 million Copies. Some of them are being translated in other languages. Ph.D., Grand Ph.D., Prof. Chuchin is an author of about fifty inventions (patents) in the U.K., Germany, Italy, Russia, USA, France, as well as many teaching programs and methodic set out to create the Global Sys¬tem of Unified High-School Education. The single field of the world culture concept developed by him includes universal interdisciplinary methods of communicating, orienting and adapting under changing cultural conditions and historical and methods of cultural forecasting and expertise. As a scientist he introduced a new integral system of new terminology. As a painter and designer he created a series of collages-clips, postcards, toys, templates for micro-, mini- and midi books. He attempted to create a single cultural and playing Kizhli sur-roundine from culinary recipes and music to various kizhli-symbols. He illustrated his books and designed symbols of Ugresha University where he heads the chair for humanitarian and interdisciplinary .systematic education. He participates in personal and group art exhibitions including Moscow exhibition 1993 "Avant-guard and tradition: books by Russian writer of XX century" where designing works of V. Mayakovskyi, K.. Malevich, M. Larionov, N. Goncharova, I. Puni, A. Rodchenko, V. Tallin, P. Filonov, G.Yakulov were exhibited. He supervised big-scale scientific, technical and other cultural projects. He brought a group of talented scientists who work in Russia, Europe and America now. More than 30 Ph.D. and about 10 Grand Ph.D. have been prepared under his guidance. Grand Ph.D. Chuchin outlines perspectives for universal fundamental education in his researches regularity published in such research and scientific magazines as "Pedagogic", "The World of Education - Education Worldwide", "Philosophical issues", "Philosophical researches", "Russian Academy of Science Bulletin" etc. He is owner of national specialist degree (1963), candidate of science (1966), doctor of science (1976). He received education in the sphere of literature (1975) and computer sciences (1995). Professor Chuchin combines scientific and other creative work with administrative works. Since 2003 he has been a head and professor of the chair for humanitarian and interdisciplinary systematic education of Ugresha branch of International University of nature, society and a man Dubna. Professor Chuchin’s professional background includes the position of head for scientific and technical projects (1966-1969), chief scientist (1969-1975), head of the sector (1975-1984), professor of the Moscow humanitarian institute (1996-2001), head and professor of the chair for interdisciplinary systematic education of Moscow humanitarian institute (2001-2003).Since 1978 he has been the member of Writers’ Union of Russia (USSR). Since 1993 he has been a member of the Association of Art Critics and Historians Association - AIS. Since 2001 he has been of Russian Philosophic Society member. Throughout numerous years he was a member of Academic Council of different scientific and scientific pedagogical offices including Academic Councils for examining Grand Ph.D. dissertations. He was a member of the Anthology "Roads to Unknown" editorial board (writers speak about science). His valuable and polygonal activity has been highly appreciated by the public. His scientific and literature publications are reacted by media and Internet. Since 1973 he has published his works in central newspapers and magazines, appeared on televi¬sion where he conducted radio talks on popularizing the concept of culture. His publications had a high quoting index in Europe and America. In 2000 he was awarded honorable sign "For achievements in culture". Professor Chuchin A.E. was born in Astrakhan (Russia) on 3 September 1941. He lives in Moscow. He is keen on walking in solitude. He attends art exhibitions and collects paintings that his friends have been presenting him. He is especially interested in painting and graphic art.

Valery Chulkov has been Dean of the Faculty of Evening and Extra-Mural Study of Penza Technological Institute, a branch of Penza State University, since 2002.He has graduated from the World Information Distributed University for Degrees of PhD and Grand PhD in 2003. He is the Full Professor of the WIDU. He is Candidate of Technical Sciences(PhD), Ass. Professor. He was born on July 13th, 1947 in the city of Penza. In 1965 he finished Peza Instrument-Making technical school and in 1971 he graduated from Penza Higher Technical School, a branch of Penza Polytechnical Institute(MS). In 1983 he defended the dissertation in Scientific Research Centre of Electronic Computing Technics (Moscow). From 1965 to 1995 he was working in Penza Scientific Research Institute of Computing Technics, occupying the posts from a technician to Laboratory Chief. From 1995 up to now he has been Ass.Professor of the Chair of "Electronics and Electrotechnics" of Penza Technological Institute. His scientific interests are digital processing of information, electronic circuit technics, systems of automated designing, phase synchronizing. He has published 128 works, including 63 inventions, educational materials. He has awarded by the medal "For Labour Heroism", Silver medal of the Exibition of National Economic Achievement, the badge "USSR Inventor". He is married, has two children.
