Vladimir BALABANOV graduated from the World Information Distributed University in 2004. He earned degrees of the PhD and the Grand PhD. He is the Full Professor of the WIDU.
Balabanov V.S. is the known scientist in the field of state regulation of economic system, social processes, efficiency of economic development and institution of businesses in modern Russia, the author of initiative development of the organizational - economic mechanism of scientific certification of the staff of the top skills. Balabanov V.S. as the outstanding scientist has created an own school in a domestic economic science. The orientation of scientific development of this school is determined not only actual economic problems of the present, but also problems of social and economic development of Russia of the future. For this reason the basic part of fundamental scientific works of V.S.Balabanov is devoted to basic problems of interaction of the state and economy, state regulation of economy, including limits of the competence of business and the state; and also to development and introduction of essentially new forms, methods and mechanisms of the state influence on economic processes, development of business, formation of effective innovational mechanisms of functioning of the large economic complexes integrating high resource potential of the country and a wide spectrum of resourceserving, high technology and ecologically safe technologies. As scientist Balabanov V.S. brings the big contribution to development of the basic directions and mechanisms of increase of efficiency of activity of industrial structures, maintenance of economic safety of the country, institution of market economy. By him it is published more than 150 methodological, researches, educational-methodical works which third has fundamental character. Among them - « the State stimulation of economic growth » (2000), « Food safety: (the international and internal aspects) » (2002), « Food safety of Russia » (1997). The scientific researches, which have been carried out by V.S.Balabanov, differ depth of theoretical study and a sharp practical orientation. He is the participant of development of the state programs of development of an economic complex of the country, programs of social and economic development of northern regions of Russia. The important direction of his scientific researches are the analysis of features and prospects of development of business in Russia, revealing of forms of use of foreign experience of development of enterprise activity in modern Russia, including in its separate branches. A result of these researches became monographs « Stages of becoming of the market in Turkey » (1995), « the Explanatory dictionary of the businessman » (1993), « Agrarian relations in conditions of transition to the market » (1991). The index of citing of works of Balabanov V.S. makes 350. Balabanov V.S. is one of organizers of a professional training of professional economists, including, the top skills as in state, and not state spheres. Under Balabanov's manual it is prepared and protected over 20 theses for a candidate and for a doctor's degree, on subjects of the basic directions of the scientific school based by him. V.S.Balabanov's creative activity is inextricably related with teaching activity: in the Higher school of management, Academy of national economy at the Government of the Russian Federation, the Moscow state social university, the Russian Academy of business. Results of scientific development of professor Balabanov have found reflection in practice-guided courses: « Economy of business "," Becoming and development of small and average business of Russia "," State regulation of economy », and also in educational-methodical works « the Technique of an estimation of efficiency and an intensification of manufacture », « State regulation of economic growth ». V.S.Balabanov's active scientific and pedagogical activity combines with organizing. Balabanov V.S. is the one of founders of the Russian Academy of business as scientific - educational complex (1990), since 1996 he is the president, and with 1997 he is the first rector of Academy. With 01.1997 on 10.1997 he participated in creation of the All-Russia state tax Academy of the State tax service of the Russian Federation, becoming its first rector. Under V.S.Balabanov's manual in the Russian Academy of business the highly skilled, stable, versatile scientific and pedagogical collective, conducting preparation on the 9 specialties of higher education, and the 4 specialties of postgraduate vocational training, is created. Due to efforts of Rector Balabanov V.S., the academy has the state accreditation and under the status of establishments of higher education it is referred to type "academy". The academy has 15 branches and representations in regions of Russia. V.S.Balabanov is in incessant creative search. In Academy works more than 100 doctors of sciences, 176 candidates of sciences, 80 which % have ranks of professors and senior lecturers, and 25 % are academicians and members - correspondents of branch academies. In Academy the specialized council on protection of Doctor's and Candidate's theses actively works. Under the direction of rector Balabanov V.S. in Academy the effective multistage system of a professional training for market economy of Russia is created both within the framework of additional vocational training, and by means of administrative consultation in sphere of technologies of creation of structures of small and average business. For the contribution to development of higher education, Balabanov V.S is given in 2002 a rank the Honorable worker of the supreme vocational training of the Russian Federation. Balabanov V.S. actively develops also the international cooperation: the Russian Academy of business and Academy of Management of Kyrgyzstan with a view of the further integration into the international scientific - educational community. In 2003 he have created the International Educational Centre of science of XXI century within the framework of which the special attention is given to development of perspective educational technologies with the purpose of the decision of problems of social and economic development. Professor Balabanov is a member of scientific and technical council of the Ministry of Economics of Russia, a member of the Round table of business of Russia, and also Dissertational and Academic councils of the St.-Petersburg financial and economic university, the Higher school of privatization and business at the Ministry of Property of Russia, was a member of advisory council VAK. Balabanov V.S. is the organizer of large scientific forums and conferences on problems of development of business in modern Russia, including at joint sessions of conducting economic high schools of the Ministry of Education of the Russian Federation, in particular, the All-Russia youth forum " Youth of Russia - a step in XXI century " (2000).

BALAKINA Alia Petrovna Ph.D., Grand Ph.D., Prof. Rector of All-Russian State Tax Academy of the Ministry for Taxes of the Russian Federation since 1998. Ph.D. in Economics, professor. In 1973 was admitted to the Economics Department of Moscow Aviation Institute. After graduation she held teaching and administrative positions in the system of higher education. For the first time in Russia she was in charge of education project on setting up specialized higher learning institution — All-Russian State Tax Academy. She headed work on the development of the concept on the system of specialized training, retraining and upgrading of skills of tax inspectors. In fact Ms. Balakina has set up a new scientific school which served as a basis for training specialists of a new generation. Joseph BARJIS has earned degrees of the PhD and Grand PhD from the World Information Distributed University. He is the Full Professor of the WIDU. He was born in 1972, Kabul, Afghanistan. From 1998 to 2001 Dr. Barjis has worked in the Department of Information Systems & Software Engineering at Delft University of Technology in The Netherlands. He is also full Professor at the World Information Distributed University (WIDU), headquartered in Brussels, Belgium. Dr. Barjis worked: from 1993 to 1996 in the Scientific Center for Legislative Information of the Ministry of Justice of the Russian Federation in Moscow; in 1999 at Staffordshire University, United Kingdom; and in 2001 in the Department of Computer Science, Tennessee Technological University, the USA. Dr. Barjis received his M.S. degree with Highest Honors (with an overall GPA of 4.97/5.0) in Computer Science. He received his Ph.D. in Computer Science from Moscow Technical University of Communications and Informatics (with an overall GPA of 5.0/5.0). Dr. Barjis was awarded a title of Full Professor of Computer Science by the WIDU in July 2001. Dr. Barjis has an impressive record of scientific publication in the field of Computer Science. He has published three postgraduate theses, two book chapters and more than 60 scientific-research papers in international journals and conference proceedings. Dr. Barjis has participated in the preparation of M.S. and Ph.D. students. Up to now he successfully prepared three Ph.D. students. Dr. Barjis was awarded the medal "Excellence in Study»‘ for his academic achievements and master's thesis. He has a number of honorary certificates from various academic and public communities. In 1999 he was awarded "An Honorary Research Fellow" by Staffordshire University, United Kingdom. His paper presented at the Summer Computer Simulation Conference was given 'The Best Paper Award" of 1999 SUMMER COMPUTER SIMULATION CONFERENCE, July 11-15, 1999, Chicago, Illinois. As an active scientist and academician, Dr. Barjis has served as a committee member, session, track and symposium chair and organizer in numerous International Conferences in the field of Computer Science. Academic and professional experience: after the termination of Republican physical and mathematical school (RFMS) in 1983 has been admitted to the Moscow Economic - Statistical Institute (ÌIES), Department of economic cybernetics; having finished institute with honours in 1990 has been admitted to the postgraduate study ÌESI, Faculty of economic cybernetics; in 1994 has defended the candidate dissertation on a theme «Adoptation of the mechanism of production functions for research of market conditions» (specialty - 08.00.13 - "Mathematic methods in economics"). Field of activity: Cybernetics, information technologies, strategic planning, the finance. Work experience: 2004-p.t. - Rector of Kazakh-British Technical University (KBTU); 2003-2004 - Managing director of National company "KazMunayGaz" (Oil-and-Gas Industry). Bekhtereva Natalya Petrovna has received the Degrees of PhD,Grand PhD and Certificate of Full Professor from the World Information Distributed University in 2004.Academician Bekhtereva is a Research Manager, the Institute of Human Brain; Head of a research group of thinking, creativity and conscious neurophysiology; Doctor of medical sciences(eqv.Grand PhD) , Professor, Academician of the Russian Academy of Medical Sciences, laureate of USSR State Award, foreign member of the Austrian and Finnish Academies of Sciences, the American Academy of Medicine and Psychiatry, the International Academy of Ecology, Human and Nature Safety; an honoured member of the Hungarian Electrophysiological Association, an honoured member of the Czechoslovakian Neurophysiological and Neurosurgical associations named after Purkinye, an honoured scientific consultant of the managing committee in the American Biographical Institute, an honoured member of the Deliberative Committee of Women-Workers of Science and Culture of the managing committee in the American Biographical Institute. For her achievements in human brain physiology Bekhtereva has got a lot of international scientific awards: the Medal of Mac Calloch (USA), the Medal of Hans Berger (Germany), the Medal of the Bulgarian Association of Scientific Workers, the Medal of Honour 2000 (the American Biographical Institute); for a great contribution into development of psychophysiology and neuro-sciences she was awarded with the "Award of the Century" by the International Organization of Psychophysiology; has a medal "For Achievements in Ecology" (the International Academy of Ecology, Human and Nature Safety). The small planet No. 6074 of the Solar System is named after Bekhtereva. In 1998 awarded with the golden medal of V.M. Bekhterev (the Russian Academy of Sciences), in 1999 - with the sign of High Public Recognition, Honour and Dignity "Powerful Russia", in 2000 - with the Pavlov Prize (established by the St. Petersburg Government and the St. Petersburg Centre of the Russian Academy of Science). The state awards include: the Order of Lenin, the Order of Labour Red Banner, the Order "Sign of Honour", the Order of Nations' Friendship, the Order "For Contribution into National Science" of the forth degree, medals. Bekhtereva was born in Leningrad, on July 7, 1924. In 1947 graduated from the Leningrad First Medical Institute named after Academician Pavlov and undertook her post-graduate studies at the Institute of physiology. Then worked as a researcher at the Institute of Experimental Medicine (1950-1954). In 1951 got a degree of Candidate of Biological Sciences(PhD); in 1959 became Doctor of Medicine (eqv.Grand PhD). In 1954-1962 worked as a senior staff scientist, the Head of the laboratory, Deputy Director of the Leningrad Research Institute of Neurosurgery. In 1962-1990 - the Head of the Department, Deputy Director of Scientific work, Acting Director, Director, the Research Institute of Experimental Medicine. Since 1990 - Research Manager of the Institute of Human Brain, Head of a research group of thinking, creativity and conscious neurophysiology. Bekhtereva worked out a complex method to study structural and functional organization principles of human brain, a methodology to study brain mechanisms of thinking, memory, emotions, creativity. Her theory of organisation of the thinking process as a system of flexible and rigid units was fully proved. The property of neutrons from the cerebrum subcortical areas to react upon speech meaning and act as units of thinking system was registered as an invention. Under direction of Bekhtereva a new branch in neurology and surgery was formed - stereotaxis neurology, with development of the newest technologies of computer stereotaxis. Bektereva's theory of a stable pathological condition of the brain as an adaptation base for many chronic nervous system ailments has opened principally new opportunities in treatment of these diseases. Her methods of punctual electric stimulation of cerebrum subcortical and cortical areas, neuraxis, visual and auditory nerves are practised as an exceptionally merciful way to treat serious chronic diseases of a central nervous system. Studied and formulated the principles for brain activity reliability; discovered a mechanism for thinking optimisation - detector of faults (1968, etc.). Foreign investigations of this matter relate to 1993. Bekhtereva proposed a principally new approach to studying of brain functioning principles and mechanisms, both health and diseased, based on multiyear experience of complex neurophysiologic studies and positron emission tomography. To realise this approach the Centre "Brain" and the Institute of the Human Brain were established in 1990 based on early founded Department of Human Neurophysiology (1962) and Clinics of Functional Neurosurgery and Neurology (1980). Bekhtereva is the author of more than 360 scientific works (more than 130 of them are published in foreign periodicals), including 14 monographs (4 of them are published abroad), of many chapters in Russian and foreign books on physiology. Bekhtereva gave lectures and reported at many congresses, symposiums, conferences in Australia, Austria, England, Bulgaria, Hungary, Germany, Italy, Spain, India, Canada, China, Netherlands, Norway, USA, France, Finland, Sweden, Japan. Vice-President of the International Association of Physiological Sciences (1974-1980); Vice-President of the International Organization of Psychophysiology (1982-1994); Chief Editor of the International Magazine Psychophysiology (1982-1994); Chief Editor of the Human Physiology (a journal of the Russian Academy of Sciences).

Evgeny BELOUSOV

General Director, General Designer of the Federal state unitary enterprise "Research & Production Company "Polyot" (FSUE "NPP "Polyot", Nizhny Novgorod). Chairman of board of directors  of  the  radioelectonic  complex  enterprises  in  the Privolzhsky federal district. Born on February 23 ,1937 in Gorky. In 1959 graduated from the radio engineering faculty of the Gorky Polytechnical Institute. Has been at the company since the day of its foundation. In 1972 appointed as director, in 1987 assigned as general designer of the enterprise.
With direct involvement of Evgeny Belousov the "Polyot" company has developed and introduced into serial production several  generations of aviation radio communication systems,
complexes and equipment. In 1978 Evgeny Belousov was awarded the State Prize of the USSR for the development of the third generation family of airborne aviation radios. Awarded the State Prize of Russian Federation for the development and serial production of the standard automated communication complexes for military aircraft and helicopters (1996).
Under his management the "Polyot" company has become the leading enterprise in the industry in the field of military and civil control and communication systems
In 1979 Evgeny Belousov defended a thesis and got a degree of the candidate of technical sciences. Since 1993 he is a member of the Russian Engineering Academy and the active member of the International Academy of Informatization. In 1996 Evgeny Belousov presented a doctorate thesis and was selected as academician of the Academy of Aviation and Aeronautics. In 2001 he became a Doctor of Philosophy, in 2002 - Grand Ph.D and Full Prof. In 2004 Evgeny Belousov was selected as active member of the Academy of security, defense and law and order problems.
Yevgeny Belousov is one of the founder of the domestic scientific school of applied fundamentals for aviation radio equipment communication. The author of more than 150 scientific works and 3 monographs. He has 20 patents and 38 certificates of authorship. Honoured figure of science of Russian Federation
Awarded the Order of Lenin, the Order of Labor Red Banner, the Order of Friendship of Nations, medals. Honorary citizen of the Nizhny Novgorod region.

Prof.Bershadsky has graduated from the World Information Distributed University for the degree of PhD and the degree of Grand PhD in 2003. He is the Full Professor of the WIDU.He is a Head of "Computer-Aided Design" department of Penza State University,Russian Doctor of science in Technology, professor,. Full member of the Russian Academy of Natural Sciences, International Academy of Informatization, Academy of Open Education, Honorable Worker of Science of Russia. Born March 25, 1938 in Odessa, Ukraine. In 1960 graduated from the "Computer Science" faculty of Penza Polytechnic Institute. From 1960 to 1965 worked at the Research Institute of Mathematical Machines. From 1965 his further career is connected with Penza Polytechnic Institute: graduate student, instructor, assistant professor, professor. Since 1987 head of the "Computer-Aided Design" department. Acknowledged specialist in computer-aided design systems, information technologies and open education thesis adviser. Author of more than 350 scientific works, including 3 monographs. 15 manuals. Under his supervision was defended 17 PhD and 3 Russian Doctor of Science dissertations. Actively participates in social life: scientific supervisor of the Regional Distance Learning Center and Penza Branch of Research Institute of Specialists' Training Quality Problems. Awarded with the Order of Honor "Honored Worker of Russian Science", medal "Veteran of Labor" and diplomas of the Ministry of Education (Russia) and "Znanie" society committee (Russia).

From 1993 until mid-2000 he was the Executive-Secretary of the United Nations Economic Commission for Europe (EEC). He has a long and distinguished career in international development and international economic issues. He previously had served as Deputy Secretary-General of UNCTAD (1985-1993), directory of the Centre d’Etudes Propsectives et d”informations Internationales in Paris (1981-1985), Director of the Organization for Economic Co-operation and Development’s Development Centre in Paris (1975-1978), and several positions in the Government of France. Alexei BESSONOV has earned degrees of PhD and Grand PhD from the World Information Distributed University. He is the Full Professor of the WIDU. Professor Bessonov is one of Russia's experts in informational medicine. He worked out principles of the Informational-wave therapy, developed and carries out management of a number of medical programs and the studies of informational homeostasis in man. He focussed on informational problems in medicine and proposed a theoretical concept to account for mechanisms of interaction between electromagnetic radiation and biological and non-biological objects in a wide frequency range. A. Bessonov is engaged in fundamental and applied studies on the following problems of informational medicine: - elaborating a concept to account for mechanisms of interaction of tow-power millimeter wave-length radiation with biological systems; - developing appropriate techniques and hardware to substantiate the method of informational-wave therapy (1WT), as well as searching approaches to put the method to clinical use; - setting up rooms for informational-wave therapy in health care institutions, fitting them out with necessary medical facilities, and teaching health care Research Center Informational systemic analysis of incidences (diagnosis - zone, region, biological active point) to increase the efficacy of the informational method of check-up and treatment in various ill conditions; - developing methods of clinical and technical assessment of \W apparatuses, elaborating guidelines and designing improved versions of the hardware for the IWT-method. A. Bessonov is also engaged in educational work and has taught the IWT-method to over 400 physicians of different specialties. He was given five government awards, three orders and the rank of Honored Doctor of Russia. A. Bessonov is a winner of the Academician N.N. Evtikhlev International Prize that was conferred upon him for developing and putting into clinical practice new medical technologies. He is Holder of Order "Science. Education, Culture" A. Bessonov is the author of five monographs ("Informational-Wave Therapy, - User's Guide", 1992;"Informational-Wave Therapy. - Instruction book", 1993; "Millimeter Waves in Informational Medicine-Guidelines", 1996; "Millimeter Waves in Clinical Medicine- - Instruction book", 1997; "Informational Medicine-Instruction book", 1999). Specialists of the Center proposed a unique Health Technology, which has no analogues in the world, using recent developments of the space instrument-making industry and based on up-to-date knowledge in medicine, biophysics, Information science and cybernetics. Using the proposed high technologies first allowed a non-contact recording on a cell level of an informational signal which carries controlling information from peripheral nervous centers, organs and systems, and made it possible both to remove the prime cause for the disease by restoring informational homeostasis and to achieve a positive, stable clinical effect in all spheres of clinical use. The same is true for preclinical conditions. This allows the so-called check-up to be optimized because using information-based methods in a complex medical examination of a patient allows the physician to determine which organs are affected as a result of the pathology and to which extent, even without knowing preliminary diagnosis. Specialists of the Center developed a concept of cell distribution of the proposed technology on the market, which takes into account all its innovative aspects. The Center is the only holder of certificates of authorship for all innovations. Within the World Information-Distributed University (WIDU), an Informational Medicine Department was instituted on the basis of the Center, for teaching health care specialists to apply the proposed technologies to their practice (primary and advanced levels). His scientific researches are connected with the problems of modeling and development of information intellectual systems, application of economic-mathematical methods and models in forecasting social and economic processes. He has written more than 100 proceedings, 3 monographs, scientific manuals, some tens of methodical materials and recommendations. He is the author of training courses on state regulation of economy and economic policy, successfully conducts his courses in a number of universities and high schools of the city of Kazan. Since 1993 he is the President of the Academy of Informatization of the Republic Tatarstan. Mr. Bikmoullin is the Executive Director of the International Ecological Parliament. Professor Bikmoullin is the Honoured Economist of the Republic Tatarstan (1984), the Honoured Economist of the Russian Federation (1989), the Honors Statistics (1981), the Cavalier of the Order of Honor (1998) and the Order for «Love and Faithfulness to the Motherland» of the first degree (2004). He has published numerous articles in computer science and science policies, and was invited to the Ilya Prigogine Seminar "To Think Science". He received a NATO fellowship for his research in 1990, and his name has been quoted in the "Who's Who in Science" each year since 1991. He joined the European Commission in 1990, where he was appointed a scientific officer in charge of monitoring pan-European research projects in the field of computer science. He then moved to the management of international research and technology funding programs in the field of information technologies. He was the Head for International Cooperation in Europe's 4 billion Euro Information Society Technologies (IST) Program (1998-2002). He was the technical manager of the 200 million Euro European Union economic cooperation programs for the promotion of the Information Society in the Mediterranean countries (EUMEDIS), Latin America (@LIS), and the Asian countries (Asia IT&C). Boutros Boutros-Ghali, sixth Secretary General of the United Nations, held that position from the 1 of January of 1992 to the 31 of December of 1996. Prof. Bozhenkova is the author of 120 scientific papers published in Russian central editions and abroad. She has written 25 different textbooks and teaching aids that are widely used by the teachers and students of Russian in high and higher schools. The Teaching and Methodical Union of Russian Higher Schools and the Ministry of Education of the Russian Federation have specifically recommended seven of them. Among her practical works are 10 teaching and testing programs that are protected by the certificates of authorship.
Prof. Bozhenkova is a Correspondent Member of the Academy of Humanities of the Russian Federation. She is the leader of the project that in 2003 won the competition organized by the Ministry of Education ofRF under the egis of the Federal Program "The Russian Language". She is the scientific consultant and supervisor of a number of Candidate and a Doctorate theses.

Raissa Bozhenkova gives a lot of effort to assist the formation of the personality of a student in order to develop his/her intellectual, cultural and moral potential. In KurskSTU she has created the Center of Multi-functional Communication that comprises Scientific Student's Society "ÃëàãîëÚ" (The Word) and Literary Circle "Ïðèçâàíèå" (Mission). The aim of the Center is to support the humanitarian education of the future engineers, to develop creative abilities and initiative of the students, to wake-up the interest towards the Russian language and literature, to share the culture of speech and thought, to form active social attitude. The students' works produced in the Center have been awarded by laureate diplomas, certificates of honor and other awards (over 40 in total) as the winners of various festivals, competitions and scientific conferences at different levels - regional, federal and international, including those organized by the Ministry of Education of RF. Apart from this the department under the common title "When aspiration is coming..." released three volumes of selected short stories, poetry and essays written by the students, teachers and employees of Kursk State Technical University. The idea to establish the so-called "Russian Study-room" equipped with modem audio means, VCRs and computers; with a rich collection of textbooks, reference materials and teaching aids also belonged to Prof. Bozhenkova and was successfully implemented by the members of the staff under her leadership.
Prof. Bozhenkova is an adept of continuous studies - every year she has a refreshing or upgrading training on the programs of the theory and practice of speech culture and testing techniques in Moscow State University. She has participated in more than 60 various scientific conferences and is holding sustainable relations with the departments of the Russian Language in the leading Universities of Moscow and St.-Petersburg.
