Dzhura Abdullaevich Abdullaev - the academician of the Academy of sciences of Republic Uzbekistan, Dr.Sci.Tech., the professor, the honored worker of a science of Uzbekistan, is visible scientist, state and the public figure who has brought the significant contribution to development of a cybernetic science, development of actual theoretical and applied problems of development of a national economy, a science and higher education in D.A.Abdullaev was born in a Tashkent on February, 21st, 1927. Per 1934-1944 of Tashkent went to school, In 1948 has acted and in 1953 has ended power faculty of the Central Asian polytechnical institute (nowadays the Tashkent state technical university). During 1954-1957 passed target postgraduate study in Institute of automatics and telemechanics of the Russian Academy of Science. In the same place in 1958 has defended the dissertation on competition of a scientific degree of Cand.Tech.Sci. In 1973 has defended the dissertation on competition of a scientific degree of Dr.Sci.Tech. In 1982 to it the academic status of the professor is appropriated. It has been selected by a member of the Academy of sciences of Uzbekistan in 1989. During 1960-1976 worked in Institute of power and automatics AN of Uzbekistan managing laboratory of telemechanics and information technics. Heading since 1976 for 1991 the Tashkent electrotechnical institute of communication, D.A.Abdullaev has proved to be the skilful organizer, the modest, basic, close(attentive) and sensitive head, able to rally and mobilize collective for successful performance of tasks in view. Organizing and administrative opportunities have revealed after D.A.Abdullaev's purpose as minister of the maximum and average special formation of Republic Uzbekistan (1992-94). On behalf of a management of Republic Uzbekistan headed development of large-scale actions on reorganization of higher education in Uzbekistan according to the international standards. Appointed acting the president of the Academy of sciences of Republic Uzbekistan (1994-1995), D.A.Abdullaev has directed the efforts to strengthening of working conditions in Presidium and scientific institutes, strengthening of creative communications of institutes with manufacture. Multilateral scientific activity and D.A.Abduliaeva's original proceedings were recognized scientific community in Uzbekistan and behind its limits. It is selected by a member of International academy Ekoenergetika, (1999), the World Advice on renewed SHeprn^M at UNESCO, (1999). Results of the researches executed by it personally and together with colleagues, are published in 9 monographies and manuals and in more than 250 scientific articles, on the executed development is received more, than 40 copyright certificates and patents. The American Biographic Institute has included D.A.Abduliaeva's biographic data in "the International directory of outstanding leaders" (the eighth edition).

Tatyana ALFYOROVA has received degrees of PhD and Grand PhD from the World Information Distributed University. She is the Full Professor of the WIDU. Professor Alfyorova is an outstanding scientist, who put a remarkable part into studying of global problem-analyzing principles of development of bio-social and ecologic-economic systems. She had found the way to formulate problems of methodical support of principles of development of bio-social and ecologic-economic systems. It gave a chance to come close to starting works on forming an interdepartmental system of medico-social rehabilitation of Russian population. She had graduated from II Moscow State Medical Institute named after N.I. Pirogov (specialty - medical science), ordinature in municipal clinical hospital (surgeon-ophthalmologist), Moscow High Technical College named after N.E. Bauman (doctor-bioengineer). T.S. Alfyorova has an academic status of a senior scientist and professor, and also an academic degree of Russian doctor of medical science for the specialty of social hygiene and management in health care. She was chosen a correspondent member of International Academy of Informational Processes and Technologies. Professor Alfyorova combines scientific and medical activities with educational and administrative work. He is the Full Professor of the WIDU. He is a Candidate of Science(PhD), Ass.Professor, Fellow Correspondent of the International Academy of Science of Pedagogical Education. He was born on April 18, 1954, in Penza. In 1971 he finished secondary school with a gold medal. In the same year he entered Penza Polytechnical Institute and graduated from it in 1976 with distinction on the speciality "Informative Measuring Technologies"(MS). In 1983 he defended successfully the Candidate dissertation on the theme " Functional Converters of Information for Systems of Controlling Products of Micro-Electronics". Now he is finishing his work on the Doctor's dissertation in the field of computer analysis of knowledge quality. His fields of scientific interests are computer analysis of knowledge quality, testology and its application in the educational process, functional converters of parameters of electric signals and circuits. He has published about 140 scientific works, 3 monographs and made more than 20 inventions. He was awarded with the diplomas of honors of the City and Regional Administrations, he has won scientific grants of Governor of Penza Region twice. He s married and has a son.

Mikhail APPAK has earned degrees of the PhD and the Grand PhD from the World Information Distributed University. He is the Full Professor of the WIDU. Mikhail APPAK is a notable scientist who has made a valuable contribution in the solving such global problems like automation of management organizing systems, making systems of artificial intelligence for economic and telecommunication supplements. The principal scientific results of his research are given in more than 80 publications including three monographs and a textbook "Automated Working Places", part 1 and 2, "Data Bases in Telecommunication Systems", "Automated Management Systems". Professor Appak trained more than 40 talented scientists whose scholarly works permitted to raise and solve problems about the research of the state of the market, of investment risks etc. These scientists work now at the Institute of Economic Conjuncture under the Government of the Russian Federation, at the Central Bank of the Russian Federation and also at the various joint ventures. He trained many scientists from other countries, for example from Israel, The USA, Nigeria, China and Ghana. They work now in prestigious scientific and political branches, including UNO and UNESCO. Professor Appak has a fundamental mathematical education. He has graduated from the faculty of mathematics in the Lomonosov Moscow State University where he has gotten the M.S. degree in 1968. He has the national candidate's degree (1979), doctor's degree (1992), the status of professor (2000), Grand Ph-D (2002). Since 1997 he is a member of The New-York Academy of Sciences. Professor Appak combines his scientific activity with administrative. Since 1999 he is a rector of The Russian-Bavarian University. He is an initiator and organizer of The Chamesh Institute in Moscow where Jewish girls get religious and secular education. Formerly professor Appak was a head of department "World Economics" in The Academia of Information Science and Instrument-Making (1995 -1999), a "general director in the consulting firm 'Concern" (1991-1995), an assistant director in the Russian-German-English joint venture "Novoimpex" (1989-1991). His useful varied activities are high appreciated by the community. Professor Appak has many rewards including medals and diplomas. Professor Appak is married. His wife - Natalia Appak - is now pensioner. They have three daughters. The eldest - Irina Buschow (1967) - is a programmer and lives now in Houston, The U.S.A. Hayk Arakelyan has earned the Degrees of PhD, Grand PhD and Certificate of Full Professor from the World Information Distributed University. Hayk Arakelyan is the President of Scientific Research Center of Development of Artificial Intelligence Systems, Medico-Biological Cybernetics and Computer Science. Since 2005 Prof. Arakelyan is an Editor-in-Chief of publishing in Tokyo of "Laser Therapy" an International Journal of Phototherapy and Photobiomodulation.
In 2005 he was selected as the President of International Laser Therapy Association (ILTA). He is also the President of Panarmenian Association of Integrative Medicine and Laser Therapy and the President of Japanese-Armenian Scientific-Educational Association. Hayk Arakelyan is Candidate and Doctor of Medical Sciences (eqv. Ph.D. and Grand Ph.D.). Basic scientific interests are Laser Therapy, Medico-biological informatics, Clinical pharmacology, Integrative Medicine, Meteopathology, Pain Study and Management. George ARBATOV has received diplomas of the Doctor and of the Grand Doctor of Philosophy at the World Information Distributed University. He is the Professor of this university. He is the academician of the Russian Academy of Sciences. He was born on May 19, 1923 in the city of Kherson, Ukrainian SSR. G.A.Arbatov worked in periodicals: the head of a department in magazines “Questions of philosophy”(1953-1957), " New time " (1957-1959), the adviser in magazine " Communist " (1959-1960), an observer of magazine " Problems of the world and socialism " (1960-1963). In 1963 he comes in a science, becoming a head of sector of Institute of Economic and the International Relations of the Academy of Sciences of the USSR. And in 1964 he is appointed an adviser, then the head of group of advisers of a department of a Central Committee of the CPSU. In 1967 he creates and heads the Institute of the USA and Canada of Academy of Sciences of the USSR. This Institute for long years has occupied an outstanding position in development of a foreign policy of the country. In 1998 G.A.Arbatov is selected as the Honorable Director of this institute. G.A.Arbatov - the Russian doctor of historical sciences, the professor, the academician of the Russian academy of sciences. He is an author of numerous scientific publications on problems of the international relations and world politics, including of some the monographs translated to many foreign languages. He and today continues to act on the most actual problems on pages of domestic and foreign periodicals. G.A.Arbatov is awarded with two awards of Lenin, awards of October Revolution, Patriotic War of the First degree, the Red Star, two awards of the Labor Red Banner, an award " the Mark of Honor ", many medals. To him the rank of the Honorable Citizen of the city of Cherkassy is given. He is fond of the literature, classical music, tourism, loves navigation. He lives in Moscow.

Sergey ARKHANGELSKY has graduated from the WIDU for degrees of PhD and Grand PhD. He is the Full Professor of the WIDU. he is the General Director of the newly-established Joint-Stock Company "Research-and-Production Center of Information and Transport Systems" (NPC 1NFOTRANS) He is a member of International Academy of lnformatization and RF Academy of Technologic Science. He was born on February 26, 1940, in Orel (Russia).In 1964 he graduated from the Kuybyshev Polytechnic Institute (KPI) in specialty "Automation & Telemechanics"(MS). In 1968 he graduated from the Samara State Technical University for the degree of PhD in specialty" Computer engineering". S.V. Arkhangelsky organized and managed works on development of automation and computer facilities. At Kuybyshev Institute of Railway Transport Engineers (present day Samara State Academy of Communication-Fines) S.V. Arkhangelsky has established the schools of thought in the field of discrete mathematics and mathematical cybernetics. S.V. Arkhangelsky and his school research has proposed the theory for digital regularities, which are intrinsic for digital signals generating from AD signals informational analysis. The essence of theoretical achievements in this field is as follows: - New fundamental conversion process; - constructive algorithms have been developed for thrifty encoding and optimum analogue signal regeneration, which support enhancing of accuracy, resolution threshold, response speed and other characteristics of digital signal processing systems; - The new field for research in up-to-date digital information technology has been discovered. At that, proven by S.V. Arkhangelsky theorem on specific entropy of digital signals class constitutes the generalization of the well-known V.A. Kotelnikov's theorem for the class of digital signals, which are measured not with absolute accuracy (as Kotelnikov's theorem presumes), but with certain error. S.V. Arkhangelsky is the author of 50 inventions, over 150 printed proceedings and 4 monographs: - Formation of logic Configurations on Threshold Elements, 1967. - Optimum Structures of Threshold Elements, 1970. - Informational Analysis of Digital Signals, 1991. - Computer-Aided Means of Track Parameters Control on the Basis of Laboratory-Cars. 2002- Obtained theoretic results are of great application significance in developing new hardware models for signals' digital processing. Particularly, on the basis of made research NPC 1NFOTRANS, when developing various engineering diagnostics hardware, has implemented several practical designs, due to which NPC INFOTRANS team has succeeded, in conditions of harsh competition with Russian and foreign companies, to grow into the key manufacturer of sophisticated high-end diagnostic hardware for railroads of Russia, CIS and Baltic countries. S.V. Arkhangelsky is the member of Sam GAPS Academic Council on Graduation; he is the Head of Post Graduation Courses at Sam GTU and Sam GAPS. He has many awards: the medal "For Distinguished Services in Work", the medal 'The Veteran of Work", the decoration "For Honored Rail roadman". 8 medals of the USSR National Economy Exhibition and RF Exhibition Center, the diploma "The Best Manager of Russia", the Prizewinner of the Regional Science & Engineering Prize for the nomination "Natural Philosophy". Arnold AENOLDOV has received degrees of PhD and Grand PhD from the World Information Distributed University. He is the Full Professor of the WIDU. Prof. ARNOLDOV is the well-known specialist in the field of culture theory and culturology. He is Grand Doctor of Philosophy, Professor, an active member of a number of international academies, Honored Science Worker of Russia. He is born in Moscow. He has higher philological education. He is a Participant of the Great Patriotic War. In 1944 he is a military correspondent of the Soviet Informational Bureau. In 1948-1951 he was the chief of the Department of Science in the "Literary newspaper". Since 1951 he has been working at the USSR Academy of Sciences. In 1965 he becomes the supervisor of the "Philosophical Problems of Culture" Section at the Institute of Philosophy by the Academy of Sciences. Presently he is a principal research worker at the Institute of Philosophy. For many years he was at the head of the Chair of Theory and History of Culture which was first created by him at the Moscow State Institute of Culture. A.Amoldov is the author of more than 370 scientific works. His 12 monographs, brochures, papers and scientific reports have been published in 22 countries. The main monographs edited in many languages: "Culture and Contemporaneity" (1973), "Way of Life and Culture" (1976), "A Man and World of Culture" (1992), "Introduction to Culturology" (1993), "Civilization of Coming Century" (1997), "The Way to Temple of Culture" (2000), "Mission of Intelligentsia" (2001). A.Amoldov was the supervisor of the collective works: "Interaction and Enrichment of Cultures" (1980), "Cultural Progress: Philosophical Problems" (1984), "Culture, Man and World Reality" (1987). A.Amoldov was the head of author collectives while compiling of text-books and curriculums in the field of culture theory and history. He is the editor-in-chief of the annual miscellany "Culturology: new approaches", a member of the editorial board of the "Social Work" journal, and a member of European Culture Society Executive Committee. His main research interests lie in development of culturology as a science and include investigations of its notions and categories, humanistic principles of culture and cultural policy. In Arnoldov's works a law of priority of culture in social progress is formulated and substantiated. His current interests cover development of principles of international scientific collaboration based on recognition of the values common to all mankind. In his works a new view for information as a global cultural value has been first suggested. A.Arnldov is a prize winner of several Russian and international rewards. Presently he is chief of the Research Centre at the Moscow State University of Culture and Art, vice-president of the International Informatization Academy, and rector of the Russian-German University organized under protectorate of the European Informatization Academy. A.Arnoldov's hobby is classical fiction of 19th century and ballet.

Valeriy AVROROV has graduated from the WIDU in 2003.( PhD and Grand PhD in Global Problems).He is the Full Professor of the WIDU. Valeriy Avrorov is the Chief of the Department "Machines and Apparatuses for Food Industries", the Assistant Dean of Machine-Building Faculty of Penza Technological Institute, a branch of Penza State University. He is a Russian Doctor of Technical Sciences, a Fellow-Correspondent of the International Academy of Ecology and Environmental Protection. He was born on March 1,1944, in the village of Shapkino, Ivanovo region. In 1973 he graduated from Penza Polytechnical Institute, in 1978 he defended his Candidate's theses in Leningrad Institute of Textile and Light Industry named after S.Kirov, in 2000 - his Doctor's theses in Ivanovo State Textile Academy. From 1962 to 1992 he worked in the Scientific Research Experimental Design Institute of Spinning Equipment, for the last 5 years being the General Designer of the USSR on preparing and cotton spinning equipment. From 1988 to 1992 he worked as the General Designer of the Association "Textile" in Moscow. His scientific interests are: system analysis and intensification of mechanical technological processes in the textile and food industries, automation of spinning production operations, optimization of technological production lines. He has published more than 80 scientific works, including 2 monographs, textbooks. He has 12 author's certificates on his inventions and patents. He was awarded the Medal "The USSR Inventor", the Diplomas of Penza Administration. He is married, has 2 children.
