Scientists of Academie Europeenne D’Informatisation-AEI, created by Royal Decree in Belgium, scientists of World Information Distributed University, on the one hand,

and on behalf of scientists of the West Coast University of the Republic of Panama), on the other hand,

Consider it necessary to train and attest experts of highest qualification to solve Global Problems of the worldwide society.

Both Parties note the exceptional importance of training the Grand Doctors of Philosophy (Grand Ph.D.) side by side with the Doctors of Philosophy (Ph.D.).

The Degree of Grand Ph.D. is awarded to the doctors (Ph.D.), who have written more than one hundred scientific papers, published three and more monographs and participated in training of 10-20 doctorates in their field of expertise.

Both Parties mark the particular importance of creation of the Panama’s Department of World Information Distributed University-WIDU and West Coast University (WCU), organized on principle of distribution positions of professors and students in the whole world.

Both Parties intend to reinforce the European Association of the Universities and Higher Schools. This association should ensure the creation of the programs of training Ph.D. and Grand Ph.D., taking into consideration the specific character and requirements of the highest qualification to solve Global Problems.

Both Parties mean to support the Association of International Higher Attestation Committees and Commissions, aimed to consider and confirm Degrees for specific field of knowledge, to realize the Agreements, concerning the equivalent of Diplomas and Certificates of European Countries.

Both Parties make a note of great significance of the World Order "SCIENCE.EDUCATION.CULTURE", aimed to attract prominent scholars and public figures for training and attestation of experts of the highest qualification, create the unified information space and informal links between eminent persons of the world.

Both Parties make an appeal to the scholars, statesmen, public figures and businessmen to help in training experts of the highest qualification to solve Global Problems.
