The European Academy of Informatisation (A.E.I.),
created by Royal Decree in Belgium and International
Centre of Informatisation (C.I.I), registered in
Brussels, from one side and the Balkan Centre of
Distance Education (BCDE), Bulgarian Academy
of Informatisation (BAI), AcE Business
University (AcE BU), AcE of Computer-information
system and technologies (CIST), Bulgarian
Department WIDU on the other hand, would like to
announce the following.
Taking in consideration that one of the important parts
of the creation and development of the global information
society is unification of attestation for post-graduated
education, specially Doctors of Science and Doctors of Philosophy,
parties consider it necessary to concentrate an attention
on the creation of common criteria's and regulations for
attestation of the highest qualification specialists and
experts.
Parties note the exceptional importance of establishing
of new common degrees as, for example, the degree of the
Grand Doctor of Philosophy (Grand Ph.D.) and training of
the Grand Ph.D.'s simultaneously with training of Ph.D.
's. The degree of Grand Ph.D. will be granted to the Ph.D.'s
who have published over hundred scientific articles and
three or more monographs, and have taken part in the preparation
of over than ten Ph.D. 's and/or Doctors of Sciences.
Taking into consideration that society needs the specialists
and experts of highest level of qualification, parties welcome
the establishment of Departments of the World Information
Distributed University (WIDU) in Bulgaria.
Parties intend to reinforce the European Association of
the Universities and higher schools, who should ensure the
creation of programs for training of Ph.D. and Grand Ph.D.,
taking into consideration the specific character and requirements
of the highest qualification.
Parties are going to support the Association of International
Higher Attestation Committees and Commissions, which aim
is the consideration and assignment of degrees for specific
specialities, and daily task is to implement in practice
the agreements between countries concerning the equivalency
of diplomas and certificates.
Parties make a note of greater significance of The World
Order "SCIENCE. EDUCATION.CULTURE." which
aim is attracting of the prominent scholars and public figures
for training and attestation of experts of the highest qualification,
the creating of unified information space and developing
non-formal links between prominent figures of world.
Parties make a request to the scholars, statesmen, public
figures, businessmen, everyone who are interesting in the
development of education and equal approach in qualification
and attestation for support on this matter.
