TThe scientist and scholars of the Latvia consider it necessary
to train experts of highest qualification for solving global,
fundamental and applied problems of information society.
They note an exceptional importance of establishing of
new common degrees as the degree of the Grand Doctor of
Philosophy (Grand Ph.D.) and training of the Grand Ph.D.
The degree of Grand Ph.D. will be granted to doctors (Ph.D.),
who have published over hundred scientific articles and
three or more monographs, and have taken part in the preparation
of over than ten doctors(Ph.D).
In 1998 the International Centre of Information (ICI) was
registered in the Latvia. The aims and objectives of the
ICI are: establishing of cooperation and links between public
figures of the world; providing experts with supervision
and consultation for preparation of Ph.D. and Grand Ph.D.
With a help of the ICI the department of the World Information
Distributed University-WIDU was established in Latvia. These
organizations have an experience in training and preparation
of experts of the highest qualification.
The organizations intend to support the European Association
of the Universities and Higher Schools, which should ensure
the creation of the programs of training Ph.D.'s and Grand
Ph.D.'s.
Parties are going to support the Association of International
Higher Attestation Committees and Commissions, which aim
is the consideration and assignment of degrees for specific
specialities, and daily task is to implement in practice
the agreements between countries concerning the equivalency
of diplomas and certificates.
The organizations make a note of great significance of
the World Order SCIENCE. EDUCATION. CULTURE., which aims
are: to create an unified informal space; to strengthen
informal links between prominent figures of the world.
The Baltic Academy of Informatic, ICI and department of
the WIDU make a request to the scholars, public figures,
businessmen for support in the development of education.
