The further progress is determined by concentration of the
highest qualification experts in search of ways and means
for solving global, fundamental and applied problems of information
society.
There is came a time when it is necessary to train the
experts at the level of the Grand doctor of philosophy (Grand
Ph.D). The Grand Ph.D. degree is awarded to the doctors
(Ph.D.), who have written more than one hundred scientific
articles and three or more monographs, and have taken part
in training of over than ten Ph.D's. Those experts will
be able to lead groups of Ph.D. scientists of various sphere
of knowledge for solving global problems.
German and Russian scholars welcome an establishment the
Russian - German University as a self-sufficient body of
the World Information Distributed University (WIDU). They
intend to reinforce the European Association of the Universities
and Higher Schools, who should ensure the creation of programs
for training of Ph.D. and Grand Ph.D., taking into consideration
the specific character of the highest qualification.
German and Russian Scholars are going to support the Association
International Higher Attestation Committees and Commissions,
which aim is the consideration and assignment of degrees
for specific specialties, and daily task is to implement
in practice the agreements between countries concerning
the equi valency of diplomas and certificates.
German and Russian Scholars make a note of great significance
of the World Order SCIENCE, EDUCATION, CULTURE, which aim
is attracting of the prominent figures for training and
attestation of experts of the highest qualification, the
creating of unified information space and developing informal
links between prominent figures of the world.
German and Russian Scholars intend to create the Department
of the World Order under professional leadership of the
Russian-German University.
German and Russian Scholars of'the University make a request
to the European scholars, statesmen, public figures, businessmen,
everyone who are interested in the development of education
and equal approach in qualification and attestation for
support on this matter.
